About this file

This file is a Questions and Answers document responding to an RFI for CONUS Generator Maintenance services. FEMA's Logistics Management Directorate is conducting market research for on-site generator maintenance and testing services across four Continental United States distribution centers: DC Atlanta (206 assets), DC Fort Worth (145 assets), DC Greencastle (219 assets), and DC Tracy (210 assets). The total inventory includes approximately 780 generators ranging from 15 kW to over 1 MW, plus 267 Western Global Transcube external fuel tanks that require comprehensive inspection during each scheduled service period.

The anticipated scope of work includes preventive maintenance (quarterly run-ups every 90 days and annual service with load bank testing), corrective maintenance, fuel tank inspection and cleaning, and generator support services. FEMA will issue a single national award to one contractor covering all four CONUS locations; regional teaming with qualified subcontractors is permitted, and small businesses may participate through multi-region operating structures. Minimum contractor qualifications include a State Electrical Contractors License from any U.S. state, while technicians must hold Tier 4 engine platform training from OEM providers (Caterpillar, MQ Power, Cummins, Onan, or Generac), advanced paralleling certifications, active manufacturer-validated certifications, and proficiency with proprietary OEM diagnostic software. The contractor must provide all tools, testing instruments, diagnostic hardware/software, vehicles, and support equipment; no government-furnished equipment will be routinely available. Personnel access requires an Approved Authorized Visitor Access List submission with REAL ID-compliant government-issued identification, and a minimum of two OSHA-certified forklift operators must be on staff. Updated inventory data, including hour meter readings and last PM dates, will be provided upon solicitation release.

Question & Answers: RFI CONUS Generators
Question No.Referenced TextQuestionAnswer
1Asset statusThe CONUS Generator Inventory Summary lists 780 assets across DC Atlanta (206), DC Fort Worth (145), DC Greencastle (219) and DC Tracy (210). Will maintenance be performed only on assets at their home distribution center, or also on units deployed to disaster sites? If deployed units are in scope, how will travel and mission response be priced?Units that are deployed from CONUS Distribution Center(s) to disaster sites/responses will NOT be serviced at the disaster location(s) under this solicitation. Depending on the situation, the contractor might be asked to service other CONUS Generators IF they are at one of the other CONUS Distribution Centers (i.e: DC Tracy units might be at DC fort Worth for remainder of hurriacne season; expectation is that they will be serviced)
2Asset mixThe inventory includes 267 Western Global (Transcube) fuel tanks alongside generators from 15 kW to over 1 MW. Does FEMA expect fuel tank inspection, cleaning and fuel quality testing to be part of the same requirement, and should responses address them separately from generator maintenance?Yes, expectation will be that any external fuel tanks (to include the Western Global Transcubes) WILL recevie a comprehensive inspection during each scheduled service period. Upon release of the solicitation, guidance will be set-forth in the Performance Work Statement (PWS).
3Maintenance postureAre most units held in ready storage (periodic exercise and readiness inspection) rather than in continuous standby service, and does FEMA have target PM intervals and load bank frequencies for stored units? When the generators are not deployed, they are typically loaded on trailers so that they can be deployed at a moments notice. All generators are to undergo the same maintenance requirements - quarterly service (run-up) every 90 days and an annual service with load bank on a YEARLY BASIS.
4Acquisition structureIs FEMA considering separate awards or lots by distribution center or region? Regional lots would allow more small businesses to compete for this requirement. At this time, one contract will be awarded to a vendor to complete services at all FOUR CONUS Distribution Centers
5Inventory dataSeveral records list a year of 0 or a non-standard entry in the Tier 4F column. Will FEMA provide an updated inventory, including hour meter readings and the last PM date for each unit, with any solicitation? When the solicitation is issued, an updated Inventory will be provided, along with updated data as needed.
6Would FEMA welcome capabilities limited to individual sites or regions, including participation through a team, or should respondents demonstrate coverage of all four locations?Respondents need to demonstrate coverage of all four locations
7Contract structureIs FEMA considering a single nationwide award, separate regional awards, or separately awarded site-specific tasks? We understand the acquisition strategy remains subject to market research.Single national award
8Regional teamingWould an interested small business be encouraged to describe a proposed multi-region operating structure using qualified regional subcontractors, clearly distinguishing existing arrangements from prospective partnerships?Yes
9QualificationsWhat minimum technician credentials, OEM authorizations, electrical licenses, or emission-system qualifications are contemplated for generator preventive maintenance, corrective service, and testing? At a minimum:

* Contractor: Hold a State Electrical Contractors License from any of the fifty states

* Technicans: Tier 4 engine platform training provided by registered OEM including but not limited to: Caterpillar; MQ Power, Cummins, Onan or Generac

* Technicans: Certification demonstrating advanced paralling capability

* Technican: Active, manufacture-validated certifications related to performing preventative maintenance, advanced troubleshotting and repair on Tier 4 Engine

* Technican: documentation demonstrating proficiency in using appropriate propretary OEM diagnostic software, communication adapters and electronic tooling necessary to interface with ECMs

* Personal Certifications or training records must also verify technicans maintain the mandatory training and operational undersanding required to execute the procedures in the PWS

* Must include a minimum of TWO (2) OSHA-Certified forklift operations, this is an ADDITIONAL certification not additonal staff

10Testing resourcesAre load-bank testing, transfer-switch testing, and other specialized diagnostic equipment expected in the scope? Would the contractor furnish all such equipment, or might government-furnished equipment be available?Load bank testing is part of the Annual Service Requirement and is expcted to be in the scope of work. No Government Furnished Equipment (GFE) will be routinley provided under this solicitation. The contractor is expected to be resonsible for providing all tools, testing instruments, diagnostic hardware/software, vehicles, and support equipment to successfully execute the technical requirements in the Performance Work Statement (PWS).
11Maintenance scopeDoes FEMA anticipate prescribed service frequencies by asset, site-level service histories, emergency callout or response-time requirements, and any fuel-system or environmental compliance tasks? If available, can these be shared for accurate capability planning? At the time of the solicitation posting, the service schedule will be identified and unless notified during the course of the contract, will remain the same at each Distrbution Center.
12Commercial structureIs FEMA considering distinct pricing arrangements for scheduled PM, corrective repairs, parts, emergency callouts, transportation, and specialized testing? Not currently
13Access and staffingAre there known site-access requirements, geographic coverage constraints, or minimum onsite staffing expectations relevant to planning a regional technician network?CONUS DCs, DC Hawaii and in the Caribbean access will be facilitated via an Approved Authorized Visitor Access List (Roster) submitted by the contractor in advance. Upon arrival, personnel must present an unexpired, REAL ID - compliant government-issued identification (such as a REAL ID driver's license or US Passport) to be issued a daily Visitor Pass.

Non-Real ID-compliant state driver's licenses cannot be accepted at the security gate

For access at DC Guam (OCONUS) - access is subject to U.S. Navy installation access controls because the facilitgy is located within a Department of Navy installation. In additon to submitting the FEMA Visitor roster, contractor personnel requesting physical access to DC Guam must complete and submit the SECNAV 5512/1 Form in advance. Upon arrival at the installation Visitor Control Center (VCC) or gate, contractor personnel must present an unexpired, Real ID-compliant credential or valid US Passport matching approved SECNAV form to be issued their temporary Defense Biometric Identification System (DBIDS) or visitor pass.

14Bonding and insuranceAlthough this is an RFI rather than a solicitation, has FEMA identified any anticipated surety-bond, insurance, or financial-capacity requirements for a subsequent acquisition? We anticipate that the contractor will be required to maintain appropriate insurance coverage for generator maintenance services performed at FEMA facilities, consistent with applicable Federal Acquisition Regulation requirements. Prospective contractors will be required to demonstrate adequate financial resources or the ability to obtain such resources, consistent with the Federal Acquisition Regulation.
15Does FEMA anticipate keeping CONUS and OCONUS as two separate contracts, or is a combined or multiple-award approach under consideration? May a firm submit one response per RFI that shares a common Capability Statement? At the present moment, the CONUS & OCONUS requirements will remain two separate contracts. Contractors are not penelized for submitting a proposal for both requirements.
16The inventories list 280 (CONUS) and 243 (OCONUS) external fuel tanks (mostly Western Global TransCube). Are the tanks in scope for inspection, fuel sampling, fuel polishing, and tank maintenance, or listed for reference only?Yes, expectation will be that any external fuel tanks (to include the Western Global Transcubes) WILL recevie a comprehensive inspection during each scheduled service period. Upon release of the solicitation, guidance will be set-forth in the Performance Work Statement (PWS).
17Most units appear to be trailer-mounted deployable generators held in storage, plus a few "Building Backup" units. Will the future PWS cover building backup units with their ATS and any paralleling switchgear, and will pre-deployment and post-deployment (return from disaster) inspections be in scope? Most all of FEMA Generator Fleet is SKID Mounted. Trailer mounted units are some of the older generators within the Fleet and our new CAT units. The building back up units / site generators WILL be included in the servicing requirement. Pre & Post deployment inspections are currently not expected to be part of the scope of work.
18Can FEMA share, with the eventual solicitation, unit run hours, the last 12 months of PM and corrective work orders, and required emergency response times by site? This would let respondents price PM and corrective work more accurately. When the solicitation is issued, an updated Inventory will be provided, along with updated data as needed.
19May a firm submit a November 5 response limited to selected regions or sites—for example, Aiea and Wahiawa under OCONUS, or selected CONUS locations—or must it demonstrate coverage of every location in the applicable RFI?They must demonstrate coverage at every location for each applicable RFI
20Are separate regional/location awards or geographic lots being considered, or is one award covering all locations contemplated under each requirement? At this time, one contract will be awarded to a vendor to complete services at all FOUR CONUS Distribution Centers
21For a prime using qualified local service partners, may the response rely on those partners’ generator-maintenance experience and technician qualifications? What evidence should be included now—comparable projects, OEM training/authorization, EGSA/safety credentials, diagnostic and load-bank resources, or teaming commitments—and what must the prime demonstrate independently? The Prime must demonstrate management capability; partners may show technical capability
22Please confirm the correct OCONUS inventory and site quantities. The accessible extracted copy labeled OCONUS displays CONUS home stations. Direct SAM attachment downloads are unavailable to us today; could you provide the current RFI PDFs and inventory workbooks for both notices?Inventory has been reattached
