About this opportunity
The Department of the Navy, through Naval Facilities Engineering Command, is seeking industry input through a Request for Information on the Pacific Greenfield initiative, an effort to establish theater-scale advanced manufacturing on Oahu, Hawaii, with responses due 1700 HST November 10, 2026. This RFI is not a solicitation, does not commit the Government to contract, and does not accept unsolicited proposals; the set-aside line reads "No Set-Aside Used." Responses are limited to 20 pages and 15MB and go to the Project Lead and Project Support Lead.
Work is sited on existing non-excess Navy property on Oahu. The Navy seeks concepts for production cells, equipment, software, or integration capabilities within a broader ecosystem, and welcomes specialized small businesses proposing individual cells rather than full campus development. Named acquisition models include Enhanced Use Lease, Other Transaction Authority, IGSA, joint ventures, and concessionaire arrangements; lease terms, in-kind considerations, and site access models will be determined only after RFI assessment. The concept centers on "The Forge," with Oahu Ecosystem, Expeditionary, Joint Theater Distribution Center, and Afloat Manufacturing production cells linked through centralized control. Capabilities sought include metals, composites, electronics, large-format printing, metal casting, additive manufacturing, welding, precision machining, and 3D scanning with reverse engineering. Production is anticipated in the hundreds to thousands of units, though no offtake is guaranteed.
All submissions and respondents are subject to National Security Review. Conference attendees must be U.S. citizens and submit SECNAV Form 5512/1 for base access. Respondents must consider potential organizational conflicts of interest.
The Interested Parties Conference was held October 28, 2026, and its attendee list was posted November 4, 2026. Questions were due 0800 HST October 30, 2026, and answers were posted in Amendment 0001 on October 23, 2026. Amendment 0002 was posted November 4, 2026. The RFP release date will be determined after RFI evaluation. Classification codes are NAICS 541715 and PSC AJ15.

BACKGROUND
The Department of the Navy (DON) is pursuing Pacific Greenfield, an effort to establish advanced manufacturing (AM) capabilities on Oahu, Hawaii. This Request for Information (RFI) seeks industry feedback on the site requirements, infrastructure, utilities, and diverse acquisition models (such as EULs, OTAs, IGSA, or joint ventures) needed to implement theater-scale production, thereby reducing reliance on long-lead CONUS based supply chains. The DON is prioritizing environmentally resilient concepts centered on industrial‑scale facilities, modern manufacturing footprints, and construction‑ready operational capacity that will simultaneously strengthen Hawaii's local workforce and broader economic development.
See attached RFI for full requirements and instructions.
Questions submitted via email will be answered via a public posting on SAM.gov under the current RFI page prior to the close of this RFI.
