EXECUTIVE SUMMARY
An industrial and co-development opportunity to establish advanced manufacturing capabilities on Oahu, Hawaii, addressing defense manufacturing needs while exploring opportunities to strengthen Hawaii’s industrial base and long-term strategic resilience.
In coordination with the U.S. Pacific Command (PACOM) and the U.S. Pacific Fleet
(PACFLT), the Department of the Navy (DON) is pursuing Pacific Greenfield, an effort to establish advanced manufacturing (AM) capabilities on Oahu. To inform potential paths forward, the DON is seeking industry feedback on the concepts, requirements, and conditions necessary to enable this capability, including space, utilities, infrastructure, and other characteristics required to support the mission utilizing existing Navy property.
This Request for Information (RFI) is intended solely to gather information and broaden industry engagement. Respondents are encouraged to explore innovative, value‑driven concepts that enhance mission resilience, leverage commercial synergies, and demonstrate how industry can partner with the DON to shape the future of advanced manufacturing in the Pacific.
The need for Pacific Greenfield is both urgent and foundational. The evolving geopolitical environment and increasing constraints on global supply chains have highlighted vulnerabilities in logistics models. Reliance on long-lead, Continental United
States (CONUS)-based supply chains introduces substantial operational risk. Establishing more AM capability dramatically reduces time-to-field, increases resilience, and strengthens deterrence by enabling local production of critical components at scale. This
RFI seeks dual use opportunities that boost resilience in the Pacific, mitigating supply chain disruptions and supporting humanitarian aid and disaster relief, particularly for critical safety and infrastructure items.
Pacific Greenfield will bridge the gap between prototyping and industrial production measured in the hundreds to thousands of units. This RFI seeks industry’s thinking on the full realm of the possible, technological, commercial, and operational, across a wide spectrum of acquisition models. Respondents are encouraged to propose alternative or hybrid structures such as Enhanced Use Lease (EUL), Other Transaction Authority
(OTA), Intergovernmental Support Agreements (IGSA), joint ventures, or concessionaire arrangements that could support an agile, resilient, and phased development approach.
The DON is prioritizing concepts centered on industrial‑scale facilities, modern manufacturing footprints, and construction‑ready operational capacity suited to the local environment. Proposed visions should integrate theater‑level advanced manufacturing with robust utility infrastructure, grid‑interactive storage, advanced energy systems, and circular resource‑recovery solutions (including waste‑heat capture and pyrolysis), along with other innovative approaches industry may recommend.
Additionally, the DON seeks concepts that expand and accelerate related industries in
Hawaii, strengthen the local workforce through apprenticeships and training pipelines, respects and protects the local environment and surrounding communities, and support both defense and broader economic development. Maximum benefit will be realized by building and expanding capabilities locally, reducing costs and alleviating constraints associated with relying on off‑island industrial capacity.
DON PROJECT & RFI REQUIREMENTS
The overall goals for the project reflect PACOM’s vision for securing theater-scale industrial AM and base resilience capacity through leveraging private investment and available real-estate authorities to reduce federal capital requirements with existing non-excess Navy property. The DON seeks high-performance, master-planned commercial proposals that establish a self-sustaining industrial ecosystem.
AM is the primary requirement and the central mission of this effort. Organizations with demonstrated capabilities, experience, and interest in developing and operating theater-scale advanced manufacturing capacity are strongly encouraged to respond, particularly those prepared to serve as an anchor partner for an AM and structural fabrication campus.
The increased strain on global supply chains has made strategically positioned AM essential. This initiative will close the critical production gap between development and industrial-scale manufacturing needed to support operations in the Pacific. This capability will reduce dependence on long-lead CONUS supply chains, mitigates logistical risk, accelerates regeneration of capability, and creates a resilient, scalable industrial architecture to meet operational demand signal. This effort will:
• Close the production gap between prototyping and industrial manufacturing at scale.
• Reduce dependence on existing fragile supply chains.
• Enable rapid regeneration of combat power by producing critical components, subassemblies, structural parts, and bespoke replacements close to operational demand.
• Create a resilient, distributed industrial ecosystem, increasing survivability and operational agility.
• Streamline digital qualification and material/part certification processes (e.g., technical data packages, in-situ process monitoring, and digital engineering workflows) to ensure components meet naval and airworthiness standards at the point of production.
• Deliver parts and materials for multi-domain Joint Force operations to include
Pearl Harbor Naval Shipyard.
The DON seeks information on potential long-term partnerships to plan, design, construct, operate, and maintain facilities, which include:
• Theater-scale AM and structural fabrication site(s).
• Integrated digital qualification pipelines that link design, testing, and production to accelerate time-to-field.
• Facilities capable of handling metals, material feedstock recycling and processing, electronics and wiring, composites, as well as large-format structural printing.
• Reliability-focused industrial processes, enabling sustained high-volume output through all contingencies.
• Environmental and circular manufacturing integration, including waste-heat capture, materials recycling, and pyrolysis opportunities.
• A workforce development pipeline coordinated with Hawaii’s labor market, apprenticeship programs, and regional universities.
• Efficient utilization of the minimum footprint necessary to support broader DON and United States Government (USG) priorities.
While the primary requirement is AM, the DON also seeks solutions that may advance wider DON, USG, and State of Hawaii priorities. This includes:
• Construction, Industrial & Manufacturing o Utility modernization.
o Circular energy and waste recovery systems.
• Power modernization and demand optimization.
• Pre-Fab Construction and logistics hubs o Complementary commercial development.
o Workforce housing, training centers, and commercial amenities that improve long-term viability.
