About this file
This is a Questions and Answers document for Request for Information (RFI) RFI-PGI-20260929 regarding the Pacific Greenfield Initiative, an advanced manufacturing and industrial resilience opportunity on Oahu, Hawaii. The document addresses 12 inquiries from prospective respondents regarding the Department of Navy's (DON) intentions for this initiative. Key clarifications indicate that the DON will determine lease terms, in-kind considerations (IKCs), advisory support needs, and site access models only after assessing RFI responses. The DON is not providing a demand signal or representative part specifications at this time, instead requesting respondents to include their manufacturing capabilities in their proposals to allow assessment of available options. Production is anticipated in the hundreds to thousands of units across metals, composites, electronics, and large-format printing, though no offtake is guaranteed. The DON confirmed it is open to considering various environmentally sound manufacturing methods including metal casting and end-to-end part reconstitution workflows with 3D scanning and reverse engineering.
Presentation materials from the Interested Parties Conference will be posted on SAM.GOV, and information about candidate non-excess parcels will be shared on SAM.GOV and via email to prospective developers. The DON welcomes concepts from specialized small businesses proposing individual process cells, equipment, software, or integration capabilities as part of a broader ecosystem rather than requiring respondents to develop and operate the entire campus. Respondents are advised to be mindful of potential organizational conflicts of interest issues. The digital qualification pipeline requirements regarding traceability, inspection data, material certification, and technical data package maturity remain unclear pending respondent submissions.

Question Government Response
Advisory support. Does the DON anticipate engaging independent transaction, financial, or real-estate advisory support for Pacific Greenfield (for example, in structuring the transaction, evaluating respondents' financing plans, or monitoring the partnership after closing)? If so, would that support be procured separately from the selection of the developer or anchor partner, and through what contracting vehicle?
That is unknown at this time and will be determined after assessment of the responses to this RFI. Potential offerors should be mindful of the possibility of organizational conflict of interest issues arising based on anticipated roles and responsibilities, and plan accordingly.
Lease parameters. What lease term is the DON prepared to consider, and what forms of in-kind consideration (for example, utility modernization or resilience infrastructure that also serves the installation) would be acceptable? Does the DON intend to address termination or recapture compensation in the lease to support third-party financing?
The details of the lease term, IKCs, etc will be determined after assessment of RFI responses. Please include proposed lease terms and the types of IKC projects you would be willing to consider as part of your response.
Candidate sites. We understand the Interested Parties Conference will include a site visit.
For firms unable to attend, will the DON post information on the candidate non-excess parcels (approximate acreage, existing structures, available utility capacity, and known environmental or cultural-resource conditions) to SAM.gov or provide it with the solicitation?
There is no site visit at this time. Information shared during the Conference will be shared on SAM.GOV as well as emailed out to prospective developers.
Demand signal. The RFI describes production in the hundreds to thousands of units across metals, composites, electronics, and large-format printing, and notes that no offtake is guaranteed. Will the DON provide a notional, non-binding demand signal by part family (categories, approximate volumes, and applicable qualification standards), including the needs of Pearl Harbor Naval Shipyard, so that respondents can size concepts and financing?
Not at this time. The DON is requesting respondents include their capabilities in their responses, to allow for assessment of the range of possibilities.
Site access model. How does the DON envision commercial tenants, suppliers, trainees, and non-cleared workers reaching a campus located on non-excess Navy property?
Would the DON consider a site or security design that allows commercial access without full installation access for every visit?
This will be determined and planned for once specific sites are determined, after assessment of the various developer responses.
Conference materials and respondent coordination. For interested parties unable to attend the conference on Oahu, will presentation materials and a list of registered participants be posted to SAM.gov? Does the DON intend to facilitate teaming among respondents, for example through an interested-parties list?
Presentation materials will be posted on SAM.GOV. Interested parties are welcome to network as desired outside of the conference.

(ADVANCED MANUFACTURING AND INDUSTRIAL RESILIENCE OPPORTUNITY ON OAHU, HI)
QUESTIONS AND ANSWERS
7 Does DON consider metal casting within the advanced-manufacturing scope envisioned for Pacific Greenfield?
The DON is open to considering various manufacturing methods that are environmentally sound and could prove beneficial to the DON and the local community, as laid out in the RFI.
Is DON interested in end-to-end part reconstitution workflows beginning with an existing physical component, including 3D scanning, reverse engineering/scan-to-CAD, manufacturing engineering, production, and final inspection/qualification, particularly where legacy tooling or complete technical data packages are unavailable?
The DON is open to considering various manufacturing methods that are environmentally sound and could prove beneficial to the DON and the local community, as laid out in the RFI.
9 Can DON provide representative part-size ranges, materials, tolerances, and expected quantities respondents should use when developing manufacturing-cell concepts?
Not at this time. The DON is requesting respondents include their capabilities in their responses, to allow for assessment of the range of possibilities.
For the digital qualification pipeline referenced in the RFI, what level of traceability, inspection data, material certification, and technical-data-package maturity should industry assume will be required at the point of production?
Unclear at this time. The DON is requesting respondents to include their capabilities in their responses, to allow for assessment of the range of possibilities.
Are there known Oahu/site constraints respondents should consider for metal melting/casting, sand handling or reclamation, polymer molding, ventilation, emissions, material storage, or waste handling?
Not at this time. The DON is requested respondents include their capabilities in their responses, to allow for assessment of the range of possibilities, within the bounds of applicable law, regulation and policy.
Would DON welcome concepts from specialized small businesses proposing individual process cells, equipment, software, or integration capabilities as part of the broader ecosystem, rather than requiring each respondent to propose development and operation of the entire campus?
Yes.
