About this file
This document is a presentation for the Pacific Greenfield Interested Parties Conference held on October 28, 2026, in Oahu, Hawaii. The event is an industry outreach forum hosted by the United States Pacific Fleet to solicit industry input on advanced manufacturing and industrial resilience capabilities needed for the Pacific Greenfield initiative.
The Pacific Greenfield initiative, built around "The Forge," is a theater enterprise concept combining centralized control with distributed production and sovereign digital connection. The initiative follows a "Print the Fight Forward" strategy emphasizing digital engineering at speed and enabling theater-distributed manufacturing. Key elements include multiple production cells (Oahu Ecosystem, Expeditionary Cell, Joint Theater Distribution Center, and Afloat Manufacturing Cell) connected through centralized control systems. The Navy is seeking concepts and ideas from developers and industry partners regarding manufacturing capabilities, including advanced manufacturing, metal fabrication, additive manufacturing, welding, precision machining, and related engineering and quality assurance services. The conference includes one-on-one discussion sessions allowing companies to present concepts directly to government representatives. Questions following the event are due by 08:00 HST on October 30, 2026, and should be submitted to grant.s.yasunaga.civ@us.navy.mil or the project support leads. RFI submittals are due November 10, 2026, with the RFP release date to be determined after RFI responses are evaluated. All questions and government responses will be posted to SAM.gov. Conference materials will be made available on SAM.gov following the event.

A state-of-the-art facility was made possible through an investment of over
$7 million from the IBAS Program, funding over 80 pieces of heavy equipment and specialized tooling to power hands-on training.
HCC Advanced Manufacturing Training Facility
Phase 0 and 1 are to conduct a building review and set up a temporary welding program in trailers to accommodate 24 students. Trailers include welding machines/booths, fume extraction, air and gas distribution, virtual training and instructor workstation. Trailers can also come with power generation.
HCC Welding Program Investment (Phase 0/1 Approved. Phase 2 via FY 27)
A new training program is being considered by IBAS at LCC.
The program will focus on additive manufacturing which include the following areas of training.
