About this opportunity

Army Contracting Command Aberdeen Proving Ground issued a Request for Information (RFI) on the Next Generation Command and Control (NGC2) Software Application Storefront, Pipeline and Tailorable Warfighting Applications, with responses due May 27, 2026, at 1200 ET. The Government is exploring a "teaming" acquisition model consolidating the Project Manager for Command and Control Applications (PM C2 Apps) portfolio under a singular lead entity managing a unified DevSecOps development pipeline and application storefront. The Government does not restrict responses to single-source vendors and welcomes best-of-breed solutions; respondents may propose individual capabilities (Storefront, Platform/Pipeline, Applications, or Team Lead role) rather than all elements. Respondents must clearly identify whether they are original capability providers or intermediaries (resellers/integrators) and demonstrate ability to drive innovation, influence product roadmaps, and provide direct technical support. The solution must integrate Government-Off-The-Shelf (GOTS), Commercial-Off-The-Shelf (COTS), and tactical applications in an Agile and DevSecOps environment supporting heterogeneous endpoints (Windows, Linux, Android, iOS, macOS) across Impact Level 5 and Impact Level 6 security classifications. Responses, limited to 25 pages in Microsoft Word format using 11-point font, must address 38 structured questions covering business models, CI/CD pipeline capabilities, cross-platform consistency, security testing (SAST/DAST), container orchestration, disconnected/degraded operations (DDIL), AI/ML integration, and telemetry. Submissions must include company information, a Rough Order of Magnitude cost estimate with detailed breakdowns, and a notional schedule. An industry day was held May 5, 2026; supplementary Q&A documents and an industry day recording link were released as updates on May 12 and May 19, 2026. Submit responses to PM_C2_Apps_RFI@army.mil with subject line "PM_C2_Apps_RFI_Response_Form"; written questions were due May 12, 2026. Applicable NAICS code is 541511 (Custom Computer Programming Services). The RFI is for market research; the Government will not reimburse response costs, all submissions become Government property, and the Government anticipates pursuing the effort through Army Open Solicitation (AOS) in Q3 FY2026.

Synopsis

The following Request for Information (RFI) is to gain an understanding from Industry on the capabilities offered to support Project Manager for Command and Control Applications (PM C2 Apps) entire portfolio. The Government is considering an acquisition strategy that uses a "teaming" model to consolidate the PM C2 Apps portfolio under a singular lead, tasked with managing a unified development pipeline and application storefront. This approach mirrors the Next Generation Command and Control (NGC2) "clean-slate" methodology, which emphasizes Agile and Development, Security and Operations (DevSecOps) environments to rapidly deliver and iterate on mission-focused software. By partnering with a lead entity to integrate a mix of Government-Off-The-Shelf (GOTS), Commercial-Off-The-Shelf (COTS), and tactical solutions, the strategy aims to provide the Warfighter with a flexible, modular, and interoperable suite of applications that can be updated at the "speed of relevance". The Government is particularly interested in solutions offered by entities with direct control over the capability's development and innovation. Respondents should clearly describe whether they are the original capability provider or an intermediary (reseller/integrator), and demonstrate their ability to drive innovation, influence product roadmaps, and provide direct technical support. The government envisions mission success by establishing group collaboration among all industry partners for the overall success of the program to include the application development/oversight from various partners (GOTS/COTS/etc) through pipeline/DSO to the storefront for User Access. The government intends to conduct an industry day to provide an overview to further support and enhance market research. Understanding this is a new concept, the Government welcomes feedback on the feasibility of this approach from Industry as well as the specific questions detailed in later sections of this RFI.
