The work supports Air Mobility Command (AMC) and its Rapid Global Mobility Command and Control (RGM C2) Program, covering full lifecycle support for National Security System-level C2 applications. Scope includes DevSecOps-based custom development, CI/CD, continuous Authority to Operate (cATO), and sustainment and modernization of legacy applications MAFPS, GDSS, CAMPS, and MEIS. The Government furnishes the software factory, Platform as a Service environment, development tools, and end-user access. The SOO summary describes operations across centralized and decentralized military operations centers worldwide, with a Minimum Viable Capability Release due within six months of new user needs and production deployments at least quarterly. The RFI poses 23 questions across Management (3), Development (7), Sustainment (9), and Acquisition Strategy (1), including classified network deployment and corporate structure for classified programs. Submissions must be unclassified Word or PDF files of no more than five single-sided pages, excluding the cover page. The cover letter must state CAGE code, UEI, NAICS codes, business type, interest level as Prime Contractor or Subcontractor, existing relevant contract vehicles, and any objections to release to Advisory & Assistance Services contractors. Notice text
The Air Force Life Cycle Management Center (AFLCMC) Command, Control, Communications
and Battle Management (C3BM) Operating Location 2 (OL-2) is executing Software
Development Lifecyle Management for Air Mobility Command’s (AMC) Rapid Global Mobility
Command and Control (RGM C2) Program, that leverages technical solutions and practices for
all Air Force Transportation (AFTRANS) operations. AMC is the air component of United States
Transportation Command (USTRANSCOM), providing air refueling, cargo, and personnel
delivery globally. AMC is also the Air Force Lead Command and Core Function Lead for RGM
C2. To effectively support the Joint Force, the MAF must globally command, control, and
collaborate, navigate in degraded or operationally limited environments, conduct enroute logistics
while under attack, and operate at the highest required tempo. This requires global situational
awareness through collaboration, coordinated operations, and adherence to processes that
accomplish Combatant Commander objectives.
