About this opportunity
Army Contracting Command, Aberdeen Proving Ground announced a Commercial Solutions Opening for Next Generation Command and Control (NGC2) capabilities on behalf of the Program Executive Office Command, Control, Communications, and Network with a two-year solicitation window closing May 16, 2027, and issued an active Call for Solutions for NGC2 Scalable Software Applications with white papers due August 6, 2026 (now closed as of August 17, 2026).
The NGC2 program modernizes Army command and control information systems to support large-scale combat operations against near-peer adversaries through data-centric decision-making enabled by advanced analytics, integrated data layers, open architecture, and robust transport. The Army will award multiple Other Transaction Agreements for prototype projects structured in three phases: Initiation (3 months), Applications Integration (9 months), and Network Integration (16 months), with potential follow-on production contracts for successful prototypes.
The closed Call for Solutions sought scalable software applications featuring modular design compatible with a common data layer, open APIs and SDKs, OCI-compliant container deployment, and role-based access controls. Vendors were required to submit white papers with cover sheet, software description, scalability overview, and Rough Order of Magnitude pricing across five deployment tiers ranging from test/developer licenses to unlimited Army use, all priced for 12 months with unlimited users.
Participating vendors must register in SAM with a Unique Entity Identification number, be CMMC Level 1 certified for the closed software applications call, and classify their business status as Nontraditional Defense Contractor, Nonprofit Research Institution, or Traditional Defense Contractor. For future opportunities, interested vendors should monitor SAM.gov and contact usarmy.apg.acc.mbx.army-c2-solutions@army.mil or escalation contact Eric.J.Roberts48.civ@army.mil.

Command and Control (C2) is foundational to warfighting, and lessons learned from recent support to contingency operations in Ukraine and Israel, as well as threat assessments in the INDOPACOM AoR, show that the Army’s current C2 information systems should be modernized to meet commanders’ needs for large scale combat operations against near peer adversaries.
Current mission command systems are not mobile, intuitive, or survivable enough to easily overcome the current threat, changes in the character of warfare, and the pace of technology. As part of the Army’s continuous transformation effort, initiatives are being implemented to transform how the Army operates, trains, and equips for C2 capabilities that enhance its lethality, mobility, and survivability in large-scale combat as part of the Joint Force. The Army’s operational imperative is to improve systems responsibly, using innovative solutions from units and industry; at the same time, preparing for the future by ensuring the next generation of C2 systems are built on a portfolio of capabilities that effectively address emerging threats and ensure dominance over adversaries.
The Army’s Next Generation Command and Control (NGC2) portfolio of capabilities will provide commanders with the ability to make more, better, and faster decisions through advanced analytics, an integrated data layer, open architecture, and robust and resilient transport. The result is data-centric C2 at every echelon that can operate in any environment. NGC2 requirements are currently being informed by persistent experimentation. Market research and prototyping will create a competitive environment for innovative industry partnerships and continuous integration of new technologies.
Army Contracting Command- Aberdeen Proving Ground (ACC-APG) in support of the Program Executive Office Command, Control, Communications and Network (PEO C3N) and the Next Generation Command and Control (NGC2) program is publishing this Commercial Solutions Opening (CSO), W15P7T-25-S-0001, in accordance with the Defense Federal Acquisition Regulation Supplement Subpart 212.70 for the purpose of establishing a streamlined vehicle to award innovative C2 capability and functionality.
This CSO will remain open until 16 May 2027. This CSO will be open until canceled by the U.S. Army. Proposals shall only be submitted in response to a Request for White Paper (RWP).
