About this opportunity

The Federal Emergency Management Agency (FEMA) Disaster Emergency Communications division is seeking information on procuring three TEMPEST certified, High-Altitude Electromagnetic Pulse (HEMP) protected Mobile Emergency Office Vehicles (MEOVs). These specialized vehicles are designed for rapid deployment during disasters, emergencies, or special events, with stringent technical requirements including a diesel chassis, 52-foot telescopic mast, and capabilities for fifteen workstations. Vendors must submit a 5-page capability statement by 5:00 PM ET on May 1, 2025, including business information, UEI, GSA contract numbers, and company type. Questions from potential vendors are due by 5:00 PM ET on April 24, 2025, and must be submitted via email to Contracting Officer Tara Shirley. This Request for Information (RFI) is a market research effort to gather vendor capabilities and is not a formal solicitation.

The contract is set aside for total small business participation, targeting vendors in the Motor Vehicle Body Manufacturing (NAICS 336211) category. While no specific award value is disclosed, the vehicles require comprehensive specifications including a 375 hp minimum diesel chassis, aluminum body construction, and advanced communications platforms with self-sustaining capabilities for 24 hours. The MEOVs must operate in temperatures ranging from -10F to +100F and be airlift certified for delivery to the lower 48 states (CONUS). Technical requirements include 100dB RF attenuation performance, STC 50 acoustic insulation, and HEMP shielding per MIL-STD-188-125-2. The procurement process will involve vendor construction, interim government reviews, vendor training, and final government inspection and acceptance of the vehicles.
