About this file

This file contains Questions and Answers for a Request for Information (RFI) regarding Mobile Emergency Office Vehicles (MEOV) for the Federal Emergency Management Agency (FEMA) Disaster Emergency Communications division. The RFI seeks to procure three TEMPEST certified, High-Altitude Electromagnetic Pulse (HEMP) protected mobile vehicles to be delivered to the continental United States (CONUS).

Key technical specifications discussed include HEMP shielding per MIL-STD-188-125-2, a 100dB RF attenuation performance at 1GHz and 10GHz frequencies, and an acoustic insulation rating of STC 50. Customer-supplied equipment will include communications and IP equipment, while the contractor is responsible for most other vehicle components. The vehicle will be built on a Freightliner chassis, and a potential site visit to review existing platform configurations in Frederick, Maryland, may be possible after the Request for Proposal (RFP) is released. The solicitation number is MEOV2025, and interested vendors are instructed to submit questions and responses via email to the Contracting Officer at tara.shirley@fema.dhs.gov.

QuestionAnswer
In Section 8.0 Diagrams and Figures it lists multiple items as "CSE" Customer Supplied Equipment, to include the Freightliner Chassis. Please confirm what items are "CSE" and what needs to be provided by the Contractor. All communications and IP equipment are going to be customer supplied. Everything else will be the responsibility of the vendor. Thank you for pointing that out, I will change that.
Please confirm it is the intent for both the vehicle and the trailer to be HEMP shielded in accordance with MIL-STD-188-125-2.There may be a requirement for a trailer but not right now. Either way, only vehicle.
Please confirm that it is the Government’s intent for the contractor to test both the trailer and vehicle to meet threat-level illumination requirements at an accredited facility, in accordance with MIL-STD-188-125-2.Yes, vehicle will need to be accredited.
There are existing accepted platform configurations at a customer facility located in Frederick Maryland. We would like the opportunity to schedule an in person visit to view these platforms when appropriate. How should we proceed with scheduling such a visit?A site visit may be possible after the RFP is released.
As part of the statement of work (SOW), section 1.0 Introduction, the customer stated the mobile emergency office vehicles (MEOV) must be TEMPEST certified, and high-altitude electromagnetic pulse (HEMP) protected. Please confirm “HEMP protected” to mean the MEOV must meet Military Standard 188-125-2 HEMP Protection for ground-based C4I facilities performing critical, time-urgent missions’ part 2 transportable systems.Confirmed.
As part of the SOW, section 1.0 Introduction, the customer stated the mobile emergency office vehicles (MEOV) must be TEMPEST certified, and high-altitude electromagnetic pulse (HEMP) protected. Does the customer have a desired radio frequency (RF) attenuation performance specification. Our team routinely designs and manufactures transportable shielded enclosures designed to achieve up to 100dB RF tested at 1GHz and 10GHz frequencies. It is the 100dB RF tested at 1GHz and 10GHz.
Does the customer require any additional/specific physical or electronic security measures to meet the TEMPEST requirements for processing of classified information? No
As part of the SOW section, 5.2 Interior Finish bullet three, other finishes are utilized to meet customer requirements and where a high degree of sound insulation is required. Does the customer have a desired sound insulation or sound transmission class (STC) rating? We routinely design and manufacture transportable acoustically insulated enclosures designed to achieve acoustic insulation ratings of STC 50. An acoustic insulation rating of STC 50 allows the operator to hold amplified audio (speaker phone) conversations inside the operation space without allowing adversaries to detect audible information from outside of the space.Yes, STC 50.
Is there a maximum gross vehicle weight rating for the MEOV?No requirement for the government, just consideration taken for the chassis.
As part of the SOW, section 4.0 Office Coach Exterior, bullet 29, The vehicle will be required to have vinyl decals on the truck cab and chassis body in accordance with DHS/FEMA guidelines as shown in the photos. (one badged and one plain). Could the customer provide DHS/FEMA guidelines for decals? That was inadvertently left in there, there will be no decals on this vehicle. Will update accordingly.
