About this opportunity
The Executive Office of the President's Office of Management and Budget (OMB) has issued a Request for Information (RFI) seeking industry input on developing an Integrated Agency 360 Platform for Federal Performance and Resource Optimization. This is strictly an informational inquiry and not a request for proposals, with no solicitation currently available. The platform is intended to provide comprehensive operational insights across CFO Agencies, excluding the Department of Defense. The RFI was posted on July 8, 2025, with an amendment providing responses to industry questions, and represents the early exploratory stage of a potential future Commercial Solutions Opening (CSO) procurement.
The primary objective is to gather market research on Software as a Service (SaaS) solutions that can deliver organizational visibility, cross-functional data integration, strategic alignment, workflow-embedded decision tools, and robust security features including Role-Based Access Control and full data provenance. Interested vendors must submit a 5-page white paper response by July 18, 2025, at 11:00 AM EDT to the designated government contact, detailing their approach to data integration, scalability, security protocols, and implementation plans. Initial implementation is planned for three agencies: General Services Administration (GSA), Office of Personnel and Management (OPM), and Department of the Treasury, with each agency accessing only its own data within a single logical instance owned by OMB. Respondents should indicate available contract vehicles such as NASA SEWP, GSA, or NITAAC, and responses will be evaluated based on technical capabilities, experience, scalability, and implementation feasibility.
