About this file
This document is a Request for Information (RFI) issued by the Executive Office of the President's Office of Management and Budget (EOP-OMB) seeking industry input on developing an Integrated Agency 360 Platform for federal performance and resource optimization. The platform aims to provide comprehensive operational insights across CFO Agencies (excluding the Department of Defense), with key capabilities including organizational visibility, cross-functional data integration, strategic alignment, workflow-embedded decision tools, and robust security features like Role-Based Access Control and full data provenance.
Interested vendors are invited to submit a 5-page white paper response by July 18, 2025, at 11:00 AM EDT to Franky.M.Awuvey@oa.eop.gov, detailing how their Software as a Service (SaaS) solution meets the specified requirements. Respondents should describe their approach to data integration, scalability, security protocols, and implementation plans, and indicate available contract vehicles such as NASA SEWP, GSA, or NITAAC. The RFI is purely for market research and information gathering, with no guarantee of future solicitation, and responses will be evaluated based on technical capabilities, experience, scalability, and implementation feasibility.

EOP-OMB-RFI-2025-01
REQUEST FOR INFORMATION (RFI)
The Executive Office of the President (EOP), Office of Management and Budget (OMB) is seeking information from industry to assist with the development and planning of a potential new requirement for Commercial Solutions Opening (CSO): Integrated Agency 360 Platform for Federal Performance and Resource Optimization.
THIS IS A REQUEST FOR INFORMATION (RFI) NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS (RFP). NO SOLICITATION IS AVAILABLE AT THIS TIME.
A. Description of Procurement The Executive Office of the President (EOP)/ Office of Management and Budget (OMB) is issuing this Request for Information (RFI) to identify commercial solutions for an Integrated Agency 360 Platform. This platform is envisioned to provide a timely, comprehensive view of federal agency operations, investments, and outcomes. The primary objective is to empower federal leadership with actionable insights, enabling them to connect strategic objectives, program performance, and resource allocation. This will ensure that public funds are utilized effectively and aligned with the highest priorities, delivering measurable results.
Solutions must demonstrate proven capabilities to operate at scale across federal agencies, support the rapid integration of fragmented data sources, and deliver operational decision advantage within a secure, commercial software-defined environment. The scope of this RFI includes all CFO Agencies, with the exception of the Department of Defense.
B. Purpose of the RFI This RFI is for information and planning purposes only and does not constitute a request for quote or a commitment to issue one in the future. The Government will not pay for any costs incurred by respondents to this RFI. Not responding does not prevent participation in any future solicitation.
C. Background The Government is exploring commercial solutions to enhance federal agencies' ability to optimize performance and resource management.
D. Scope of Work / Requirements The Government is exploring the feasibility of deploying an Agency 360 Platform to support federal agencies in achieving greater transparency and effectiveness in their operations. The envisioned platform would offer the following key capabilities:
a) Organizational visibility: Provide descriptive and real-time metrics across various domains, including personnel, procurement, financials, property, digital assets, and mission performance.
b) Cross-functional integration: Establish a secure, ontology/semantic/knowledge graph-based model to harmonize data from diverse sources such as contracts, grants, funding data, and strategic performance indicators across agencies.
c) Strategic alignment engine: Create a common operating picture (COP) that links financial resources ("dollars") to decisions, identifies performance gaps, and offers predictive insights for investment and divestment decisions.
d) Workflow-embedded decision tools: Offer native capabilities to trigger actions, notify relevant stakeholders, and reallocate resources based on performance data and risk assessments.
e) Open API Framework: Include secure, well-documented Application Programming Interfaces (APIs) to ensure seamless interoperability with existing federal systems, data lakes, and enterprise applications. These APIs must support read/write access, allow for data exchange, and adhere to open standards.
f) Full data provenance, auditability, and encryption in transit and at rest.
g) Role-Based Access Control (RBAC) and Attribute-Based Access Control (ABAC) security model for multi-agency user access and collaboration.
h) Federal agencies currently using the platform in production.
i) Total federal users served, including program and budget staff.
The proposed solution should support an iterative rollout strategy, starting with a selection of agencies and scaling to all CFO Agencies within 12 months.
E. Requested Information Respondents should provide information on how their proposed Software as a Service (SaaS) solution meets the requirements in Section D. This includes describing approaches to data integration, operating at scale, security protocols, and implementation plans.
Responses should also include contract vehicle that would be available to the Government for the procurement of the product to include the National Aeronautics and Space Administration (NASA) Solutions for Enterprise-Wide Procurement (SEWP), General Services Administration (GSA), NIH Information Technology Acquisition and Assessment Center (NITAAC) etc. or any other Government Agency contract vehicle that allows fort decentralized ordering. (This information is for market research purposes and does not preclude your company from responding to this notice).
