About this opportunity
FEMA, on behalf of its Public Assistance Division, intends to solicit the Public Assistance Technical Assistance (PA-TAC) VI requirement on GSA OASIS+ with a solicitation release on or about December 1, 2026, a date the notice states is not guaranteed. The requirement is set for the GSA OASIS+ Unrestricted vehicle, Management & Advisory Services domain, NAICS 541611, so bidders must be on OASIS+ in that domain to compete. The Set Aside line reads "No Set-Aside Used." Vendors that have not yet been added can submit OASIS+ packages to the contracting officers for expedited review, but the notice gives no guarantee of approval by the solicitation posting date.
The Performance Work Statement (PWS) supports FEMA Public Assistance applicants (state, local, tribal, and territorial) with pre- and post-award activities, project worksheets, compliance, and training, along with FEMA-side support including site inspection, field technical support, Program Delivery Manager support, equipment rate development, Community Disaster Loan Program support, appeals and audits, and cost estimating. The August 6, 2026 draft PWS describes a nationwide basis with up to 100 personnel per vendor across multiple vendors. Place of performance will be specified at the order proposal request phase and may include FEMA offices, contractor facilities, or remote locations across the United States, its territories, and commonwealths.
The May 14, 2026 draft PWS sets a base period of October 1, 2026 through September 30, 2027, with four option years through September 30, 2031, and a hybrid structure of Firm Fixed Price, Labor Hour, and Time & Materials CLINs. FEMA removed guaranteed minimum funding language from the RFI on June 1, 2026. Key Personnel include a Program Manager and Deputy Program Manager available 24/7 for a minimum of six months. Contractor personnel must maintain security clearances, pass background investigations at Tier 1, Tier 2, or Tier 4 risk levels, complete IT security awareness and privacy training, and complete E-Verify, with CUI safeguarding and Section 508 compliance also required.
FEMA's RFI closed June 3, 2026. The latest update sets question submission on or about December 15 and proposals in late January, both stated as not guaranteed. The solicitation release date has moved from September 1 to November 1 and then to December 1, 2026.
