About this opportunity

The Department of the Air Force Materiel Command Air Force Sustainment Center is conducting market research to identify potential sources for depot-level repair services for the E-3 AWACS Diminishing Manufacturing Sources (DMS) Replacement of Avionics for Global Operations and Navigation (DRAGON) program. The request focuses on finding contractors capable of repairing 18 specific avionics components, including radio frequency tuners, signal panels, and navigation equipment. Key contract requirements include maintaining a quality management system compliant with AS9100 standards, establishing a counterfeit electronic parts detection system, and meeting strict performance thresholds such as limiting Product Quality Deficiency Reports. Potential contractors must demonstrate expertise in repairing advanced avionics systems that support the AWACS fleet's air superiority mission. The market research response is due by May 2, 2025, with written submissions to be emailed to the designated government contact.

The procurement is not set aside for any specific business category, and both large and small businesses are encouraged to participate, including joint ventures and teaming arrangements. The contract structure includes a one-year basic period with four potential option years, to be performed at the contractor's and subcontractors' facilities. While specific award values are not disclosed in the pre-solicitation notice, the scope involves comprehensive repair services for critical avionics components that upgrade the E-3 AWACS from a four-person to a three-person flight deck. The government explicitly notes that participation in this market research does not guarantee future solicitation or contract awards, and no reimbursement will be provided for participation expenses. Contractors will be responsible for furnishing all materials, support equipment, tools, and test equipment, with a requirement to provide replacement parts that equal or exceed the quality of original components.
