About this file

This Request for Information (RFI) seeks to identify potential sources for depot-level repair services for the E-3 Diminishing Manufacturing Sources (DMS) Replacement of Avionics for Global Operations and Navigation (DRAGON) program. The market research targets contractors capable of repairing 18 specific avionics components with National Stock Numbers (NSNs), including radio frequency tuners, signal panels, intercommunication systems, and navigation equipment. The DRAGON program upgraded the E-3 AWACS from a four-person to a three-person flight deck, incorporating a modern Flight Management System Suite with safety features like flight guidance, weather radar, terrain awareness, and crew alerting systems.

The RFI, issued by the Air Force Materiel Command Air Force Sustainment Center, requires written responses by close of business on April 30, 2025, to be emailed to Michelle Allen. Potential contractors must provide detailed business information, capabilities, repair expertise, and address how they will handle the lack of technical repair data, which the government does not own and finds uneconomical to acquire. Both large and small businesses are encouraged to participate, with joint ventures and teaming arrangements welcome. Respondents are explicitly notified that participation in this market research does not guarantee future solicitation or contract awards, and the government will not reimburse participation expenses.
