About this opportunity

The Department of the Interior, Interior Business Center, on behalf of the Office of the Chief Information Officer, is releasing a Request for Information to assess industry capability to provide commodity internet services under a potential Blanket Purchase Agreement, with white paper responses due by 10:00 A.M. Eastern Standard Time on August 21, 2026.

The RFI is market research only and does not constitute a commitment to issue a solicitation or award a contract. The final RFP is expected during the first quarter of FY2027. No set-aside is anticipated. This is not a small business set-aside; however, the government will identify vendors across small business, small disadvantaged business, women-owned, service-disabled veteran-owned, veteran-owned, HUBZone, and 8(a) categories.

Place of performance spans the 48 contiguous states, with potential future requirements in Guam and Puerto Rico. Services must be delivered across twelve DOI regions organized by watershed basins and include over 1,000 federal facility locations (national parks, monuments, research centers, and administrative offices). The government seeks Direct Internet Access or synchronous internet services compliant with Executive Order 14028 and OMB Memorandum M-22-09 on Zero Trust Cybersecurity Principles. Contractors must provide Ethernet hand-off connections up to the vendor's Network Interface Device demarcation point, with no managed security, Trusted Internet Connections, or policy enforcement functions required. Services must comply with FedRAMP, FISMA, and Trusted Internet Connections 3.0 standards. Respondents must hold NAICS code 517112 (Wireless Telecommunications Carriers, 1,500-employee size standard) and provide Manufacturer's Authorization Forms or Federal Authorization Letters confirming authorized reseller or distributor status.

White papers are limited to 20 pages (excluding title page and table of contents), formatted in 12-point black font, single-spaced, with one-inch margins. Vendors must address company profile, past performance, small business status, and twenty technical questions covering BPA structure, coverage gaps, installation intervals, bandwidth limitations, security certifications, equipment ownership, and performance reporting. Questions regarding the RFI must be submitted by August 7, 2026, using the provided Q&A spreadsheet. Amendment Three extended the response deadline from August 14 to August 21, 2026, removed duplicate questions, and added a Government Responses Q&A document. The government may conduct follow-on one-on-one discussions with selected vendors. All submission costs are the vendor's responsibility; responses become Government property and will not be returned.
