About this file
This file is a Question and Answer document containing government responses to vendor inquiries regarding a Department of the Interior (DOI) Commodity Internet Services Blanket Purchase Agreement (BPA) procurement. The RFI, released by DOI's Interior Business Center on behalf of the Office of the Chief Information Officer, seeks market research to inform requirements development for this potential BPA. The final RFP is expected during the first quarter of FY2027, with contract award timing to be announced at the time of award.
Key procurement details from government responses include: vendors should respond for services they are capable of providing across the 48 contiguous states, with potential future requirements in Guam and Puerto Rico; Appendix A contains the initial service inventory organized by regions and includes dedicated internet, broadband, IPS, MTIPS, CFSS, cellular, and satellite services—all classified as "commodity internet" by industry standards. The government seeks Ethernet hand-off connections up to the vendor's Network Interface Device (NID) demarcation point, with commodity internet access only (no managed security, TIC, MTIPS, Zero Trust, or policy enforcement functions required). Pricing should assume installation costs exclude inside wiring beyond the demarcation point, with site surveys and special construction handled at the call order level post-award. Vendors must provide Manufacturer's Authorization Forms or Federal Authorization Letters confirming authorized reseller or distributor status. Responses should address Appendix A as initial inventory for planning purposes and may include assumptions, exceptions, and validation recommendations where service availability cannot be confirmed during the RFI phase. The response deadline was extended to August 21, 2026, with responses submitted through GSA MRAS/eBuy or via white paper option, but not both.

RFI Questions_Answers
| Question # | Question/Comment | Government Response |
For each location, are you looking for quotes at the exact speeds/technologies shown? | The governemnt is requesting service at the speed listed. If that speed is not available, please provide the next highest speed.
I noticed there are several T-1s and DS-3s listed. Are you looking for like-for-like replacements, or would you like us to provide Ethernet options at comparable or upgraded speeds? As you know, T-1s are becoming pretty difficult to source since many carriers no longer offer them. | Ethernet options at comparable or upgraded speeds is preferred.
I also noticed a couple of duplicate addresses on the list. Are those duplicates by mistake, or are you looking for multiple/additional circuits at those locations? | DOI's landscape has areas of signifigant remoteness where multiple circutis come in to the same address and DOI provides the last mile connectivity to the actual endpoint on the property.
Regarding the timeline for this procurement: When does DOI expect to release the final RFP, and when does it expect to award the contract? | The RFP is expected to be released during the first quarter of FY2027. The award will be provided at time of award.
The DOI RFI instructions in Section 3.0 state that White Paper responses must be submitted via email to the listed DOI points of contact, while the GSA MRAS posting indicates that responses will only be accepted through the MRAS RFI survey and should not be emailed. Please clarify the required method for submitting vendor responses. Should respondents submit their complete response through the MRAS/eBuy survey, by email to the DOI points of contact, or both? | Submit responses through GSA MRAS/eBuy per the MRAS RFI instructions. If using the white paper option, follow those instructions instead. Only one submission method is needed.
Section 8 of the SOW states that "To qualify for award consideration, Contractors are required to provide either a Manufacturer’s Authorization Form or a Federal Authorization Form along with their quotation. This documentation must confirm the Contractors status as an authorized distributor of the specified equipment or services. The awarded Contractors must uphold authorized distributor status throughout the full term of the contract, including any extensions that the Government may implement." Do carrier Master Service Agreements (MSA) meet the requirement for Manifactuer's Authorization Forms? What specific documents qualify as Federal Authorization Forms? | An MSA does not meet the requirement as it only establishes general terms and conditions and does not affirm reseller/distribution authorization. An MAF confirms the offeror is an authorized reseller usually in the form of a letter on the original manufacturer's letterhead. The letter previously mentioned can satisfy as Federal Authorization Form.
Several of the questions added with Amendment 2 are duplicates of the original questions. Should we ignore them or would the Government prefer a "Refer to the response to Question # above." response?

| 3.20 same as 3.8 | Duplicate questions have been removed on Amendment 3 RFI | ||
Appendix A is organized across Regions 1 through 12 and includes a broad mix of locations and bandwidth/service descriptions, so it is important to know whether DOI expects a comprehensive national response or a strategic framework response. Should the response address the full Appendix A inventory across all DOI regions, or should vendors focus on certain regions, service categories, or representative site types? Will the government be procuring services beyond 48 state CONUS areas? | The vendor should respond for services they are able to provide. There may be a future need for seldom connections in Guam or Puerto Rico. |
Should vendors treat Appendix A as the initial service inventory for planning purposes, or does the Government expect vendors to address both Appendix A locations and future/additional DOI locations during the BPA term? | Vendors should treat Appendix A as the initial service inventory for planning purposes. |
Can the Government clarify how it wants vendors to interpret and group the service types listed in Appendix A, including dedicated internet, broadband-style internet, IPS, MTIPS, CFSS-related entries, cellular, and satellite-related services? | All mediums listed are type os "Commodity Internet" by industry terms. |
The SOW references EO 14028, OMB M-22-09, Zero Trust, FedRAMP, FISMA, and TIC 3.0, while also stating that services will connect to a DOI-managed router. This creates ambiguity around the contractor’s security responsibility boundary. Can the Government clarify whether the requested service scope is limited to commodity internet access up to the DOI-managed router, or whether the Government expects the contractor to provide any managed security, TIC, MTIPS, Zero Trust, or policy enforcement functions? | Services requested are limited to the commodity internet connection itself. The Government does not expect the contractor to provide any managed security, TIC, MTIPS, Zero Trust, or policy enforcement functions. |
Can the Government confirm the expected demarcation point between contractor-provided service/equipment and DOI-managed routing equipment at each site? Additionally, please identify hand-off type per site if available. | Hand-Off to each site is Ethernet. Demarcation point is the vendor's NID at the location. |
Should the contractor assume responsibility only for provider-owned connectivity equipment, or does DOI expect any contractor responsibility for Government-furnished or DOI-managed equipment? | The vendor should assume responsibility only for provider-owned connectivity equipment. |
Is the Government seeking recommendations on the appropriate ordering structure under the BPA, such as regional call orders, site-specific call orders, bandwidth groupings, service-type groupings, or another approach? | Yes. |
Should vendors provide general installation interval ranges by service category, or does the Government expect site-specific installation assumptions for Appendix A locations? | Installation cost in the proposal does not include any potential inside wiring beyond the DEMARC. |
Should vendors assume that site surveys, special construction, permitting, environmental considerations, and non-standard installation requirements will be handled at the call order level after BPA award? | Correct. |
Will the Government identify National Critical Sites, Major Dams, regional offices, law enforcement sites, and fire dispatch headquarters before pricing and BPA award, or only after award? | High Value Assets will be identifed after award. |
The SOW specifically identifies 30-minute outage notification for certain critical sites and references National Critical Sites/TSP, but the provided SOW excerpt does not define whether critical designation changes redundancy, restoration, or SLA requirements. Will critical site designation affect only outage notification timelines, or will it also affect availability, redundancy, restoration, escalation, or service-level requirements? | SLAs are per connection regardless if they are serving as primary/secondary connection. |
Can the Government clarify the expected reporting scope, format, cadence, and data elements for performance monitoring, service inventory, incidents, outages, maintenance, usage, and billing? | The government has outlined these in the RFI |
For RFI response purposes, should vendors assume outage and maintenance notifications will be sent to a centralized DOI NOC/distribution list, with final contact details provided after award? | Correct. |
The SOW requires IPv4 and IPv6 via DHCP and DHCPv6, but Appendix A includes varied access types and location. Can the Government clarify whether IPv4 and IPv6 via DHCP/DHCPv6 are required at every location and for every service type, or only where technically available for the procured access service? Can the government please confirm if DOI utilizes DOI-owned address space or if additional address space will be required from vendors? | DOI-owned address space both IPV4 and IPv6 are used in the Ecosystem. |
Can the Government provide a normalized list of required bandwidths and service types by site, including whether listed speeds are current services, desired target services, minimum requirements, or placeholders? | The list shows a snapshot in time of currently installed services. |
Do the bandwidth and service descriptions in Appendix A represent current installed services, requested replacement services, target future services, or a mix of current and desired requirements? | The list shows a snapshot in time of currently installed services. |
If vendors cannot validate service availability or construction requirements for every Appendix A location during the RFI phase, may vendors include assumptions, exceptions, and recommended validation steps in the white paper response? | Yes.
