About this file
This is a Request for Information (RFI) from the Department of Interior (DOI) Interior Business Center regarding a Commodity Internet Services Blanket Purchase Agreement (BPA). The RFI seeks to assess industry capability to provide reliable Direct Internet Access (DIA) and synchronous Internet services while understanding commercial capabilities, pricing, and identifying potential vendors. The government intends to use responses to identify interested vendors, determine small business qualifications across various categories (small business, small disadvantaged business, Indian-owned, woman-owned, service-disabled veteran-owned, veteran-owned, HUBZone, and 8(a)), obtain industry best practices and lessons learned, and refine technical specifications and acquisition strategy. White Paper responses are due no later than 10:00 A.M. Eastern Standard Time on August 14, 2026, submitted via email to three named DOI contacts. Questions regarding the RFI must be submitted using the provided Q&A spreadsheet by August 7, 2026.
White Paper submissions are limited to 20 pages (excluding title page and table of contents), formatted in Microsoft Word or PDF with black 12-point font, single-spaced, and one-inch margins. Responses should address company profile information including NAICS code 517112 (Wireless Telecommunications Carriers with 1,500-employee size standard), past performance and organizational experience, and provide feedback on the included Statement of Work. Vendors should address eight specific technical questions concerning BPA structure recommendations, coverage gaps, installation intervals, non-standard site support, bandwidth limitations, security controls and certifications, equipment ownership and maintenance, and performance reporting capabilities. The government may conduct one-on-one discussions with selected vendors for further market research and clarification of capabilities.
