About this file

This is a Request for Information (RFI) Amendment 2 issued by the U.S. Department of the Interior's Interior Business Center for a Commodity Internet Services Blanket Purchase Agreement (BPA). The RFI seeks to assess industry capability to provide reliable internet services including Direct Internet Access (DIA) and synchronous internet services that comply with Executive Order 14028 on cybersecurity and OMB Memorandum M-22-09 on Zero Trust Cybersecurity Principles. The government intends to transition from traditional trusted networks to segmented, isolated network environments with connections routed through DOI-managed devices for policy and security enforcement. The RFI will be used to identify interested and qualified vendors across various small business categories (small business, small disadvantaged business, Indian-owned, woman-owned, service-disabled veteran-owned, veteran-owned, HUBZone, and 8(a)), obtain industry best practices and lessons learned, and refine technical specifications and acquisition strategy.

Interested vendors must submit White Paper responses via email to three designated points of contact no later than 10:00 A.M. Eastern Standard Time on August 14, 2026. Questions must be submitted using the provided Q&A spreadsheet by August 7, 2026. White Papers are limited to twenty pages (excluding title page and table of contents) and must follow specific formatting requirements (12-point font, single-spaced, double-sided, one-inch margins). Responses should address company profile information, NAICS code 517112 (Wireless Telecommunications Carriers, 1,500 employee size standard) small business status, and address twenty specified questions covering BPA structure recommendations, service coverage and gaps, installation intervals, non-standard site support, bandwidth limitations, security controls and certifications, equipment ownership and maintenance, performance reporting, and past performance experience. The government may conduct follow-on one-on-one discussions with selected vendors for further market research. Four attachments are provided including the Statement of Work, Appendix A, Regions Map, and Q&A document.
