About this file
This is Amendment 3 to a Request for Information (RFI) issued by the Department of the Interior's Interior Business Center on behalf of the Office of the Chief Information Officer. The RFI seeks industry feedback to inform the Government's development of requirements and acquisition strategy for a Commodity Internet Services Blanket Purchase Agreement (BPA). The primary objective is to identify capable vendors—including small businesses, women-owned small businesses, service-disabled veteran-owned businesses, HUBZone companies, and 8(a) firms—who can provide reliable Direct Internet Access (DIA) or synchronous Internet services compliant with Executive Order 14028 and OMB Memorandum M-22-09 on Zero Trust Cybersecurity Principles. White Paper responses are due by 10:00 A.M. Eastern Standard Time on August 21, 2026 (extended from August 14, 2026), and must be submitted via email to three designated points of contact. Responses are limited to twenty pages excluding title page and table of contents, formatted in black 12-point single-spaced font with one-inch margins.
Interested vendors must address company profile information, NAICS code 517112 (Wireless Telecommunications Carriers) small business qualification status, and substantive questions regarding BPA structure recommendations, geographic coverage, installation intervals, nonstandard site support, bandwidth limitations, security controls and certifications, equipment ownership and maintenance, performance reporting capabilities, and industry best practices for ordering and pricing structures. Vendors must also provide past performance documentation and feedback on the Statement of Work and Draft Requirements Document. Questions regarding the RFI must be submitted by August 7, 2026 using the RFI Q&A spreadsheet. The Government may conduct follow-on one-on-one discussions with selected vendors for further market research and clarification. This RFI is preliminary, not a commitment to award, and all submissions become Government property. No payment will be made for responses, and all associated costs are the responsibility of the responding vendor.
