About this opportunity
The United States Coast Guard (USCG) is conducting market research through a Request for Information (RFI) to support the future acquisition of Border Security Boats - Shallow Water River, which are shore-based vessels designed for law enforcement operations including drug interdiction and migrant interdiction missions. This pre-solicitation notice seeks industry input on existing or modifiable boat designs that could meet the USCG's preliminary requirements. Key requirements include the ability to operate in extremely shallow water conditions, integration of specific safety features such as cable bars and removable shade covers, innovative design standards consistent with industry practices, and comprehensive lifecycle support capabilities. The USCG is not formally evaluating proposals at this stage; rather, they are gathering market information to inform a future formal solicitation. The RFI response deadline is November 17, 2025, and interested vendors should submit information to William.E.Lewis3@uscg.mil, with the clear understanding that this market research effort does not guarantee any contract award.
This acquisition is designated as a total small business set-aside opportunity, meaning only small businesses are eligible to respond and compete for the eventual contract. The USCG has not identified any current contractors or incumbents in this notice. While no specific award value has been disclosed, the RFI indicates significant production demands, with the USCG seeking capabilities to deliver an operational test and evaluation boat within one month, followed by production rates of two boats per month to complete a fleet of 25 boats within one year. The preliminary specifications call for an 18-22 foot monohull vessel constructed of high-density polyethylene with a center console, capable of achieving speeds exceeding 35 knots and operating in water depths as shallow as two inches, with propulsion involving a fleet mix of 20 jet-propulsion and 5 propeller-driven boats.
