About this opportunity
The Department of Health and Human Services Indian Health Service has issued a Request for Information (RFI) for the upgrade and installation of Closed-Circuit Television (CCTV) systems and Card Access Systems (CAS) at two Portland Area Indian Health Service pharmacy facilities. Posted on December 11, 2025, with a response deadline of December 18, 2025, this RFI is issued for information-gathering purposes only and does not constitute a commitment to procure or issue a formal solicitation. The initiative targets the Yakama Service Unit in Toppenish, Washington and the Fort Hall Service Unit in Fort Hall, Idaho. The Indian Health Service is seeking vendor input to inform the development of a potential future procurement. This RFI is classified under NAICS code 561621 (Security Systems Services) and PSC code K063 (Modification of Equipment—Alarm, Signal, and Security Detection Systems).
The primary objective of this RFI is to gather comprehensive information from qualified vendors regarding available CCTV and CAS solutions, technical specifications, pricing structures, vendor qualifications, and feedback on the draft Performance Work Statement. The requested services include system installation, software licensing, warranty coverage, on-site training, and ongoing maintenance support, with a performance period extending from award through March 31, 2026. The Indian Health Service has indicated that responses from all qualified vendors—including Indian Economic Enterprises, small businesses, and large businesses—are welcome and encouraged. Key requirements include compliance with Indian Health Manual pharmacy security regulations and technical specifications such as Dell servers, Cisco network equipment, and Lenel OnGuard software, along with IPv4/IPv6 compatibility and Power over Ethernet capability. The government has acknowledged the compressed project timeline, with a March 1, 2026 compliance deadline, but maintains this schedule is necessary to meet regulatory obligations.
