About this opportunity

The Department of the Interior's Bureau of Indian Affairs Central Office seeks architect-engineer design services for CCTV and intercom system upgrades at two North Dakota detention facilities, with proposals and questions both due December 3, 2026 (questions by 5:00 PM ET). The procurement is a Total Small Business set-aside. Because it is an architect-engineer acquisition under 40 USC Chapter 11 and deviated FAR Part 36, price competition is not permitted, and pricing is requested only from the firm selected after evaluation and interviews.

Place of performance is Fort Totten Agency Detention Center in Fort Totten, North Dakota (7,713 square feet), and Standing Rock Youth Detention Center in Fort Yates, North Dakota (Building 900237, approximately 15,679 square feet). The BIA Great Plains Regional Office manages the projects.

Design work must be completed by or under direct supervision of architects and engineers licensed in North Dakota. Designs must comply with BIA standards, NFPA 5000, 72, 730, and 731, 2004 ADA/ADAABAAG guidelines, FISMA, NIST SP 800-53, and NDAA 889. Prospective contractors must be registered in SAM. Submissions consist of one electronic SF 330 limited to 40 printed pages, with Section H restricted to eight pages (excluding Part II) in minimum 11-point font, covering the prime firm and all team consultants, including up to five relevant projects completed within the past five years. The Fort Totten scope requires a design charrette within 10 calendar days of Notice to Proceed.

Tasks 1 through 8 must be completed within 180 calendar days of Notice to Proceed, with Tasks 2 and 3 due within 60 days. Tasks 9 and 10, covering engineering services during construction and construction management, are optional and may be exercised before or at the 99% construction documents review.

Each scope of work cites a planning-level budget of $500,000.

Selection weighs six criteria in descending order of importance: professional qualifications and state licensing; specialized CCTV design and upgrade experience; capacity to meet the required timeframe; past performance on Indian Affairs and other contracts, evaluated via CPARS; location and knowledge of the North Dakota project areas; and experience with Indian Affairs, Indian Tribes, and on Indian reservations. Highly qualified offerors are interviewed by telephone or virtual meeting, and the selected firm then receives an RFP requesting pricing.
