About this opportunity

The U.S. Department of State, specifically the U.S. Embassy in Doha, Qatar, is seeking an Architectural & Engineering (A&E) firm to support the acquisition of a residential property through purchase or long-term lease. The selected firm will provide comprehensive services including property search assistance, inspections, cost estimating, scope development, design support, due diligence, and post-acquisition commissioning. Interested firms must submit a completed Standard Form 330 by April 30, 2024, at 09:00 a.m. via email to DohaProcurement@state.gov. The embassy will evaluate firms based on eight equally weighted criteria, including specialized experience, firm qualifications, key personnel, capacity and performance history, coordination with authorities, licensing and local presence, industry awards, and client references. Firms must demonstrate at least 10 years of experience in residential construction, familiarity with local building codes, valid local licensing, English fluency, and an established local office presence.

There are no specific set-aside designations for this contract opportunity. The solicitation does not mention any incumbent contractors or provide explicit award values or budget ranges. The project timeline appears to be focused on the property acquisition process, with the firm supporting various stages from initial property search to post-acquisition commissioning. The contract is categorized under NAICS code 5413 for Architectural, Engineering, and Related Services, and PSC code C1AZ for Architect and Engineering Construction. While specific quantities are not detailed, the scope suggests a comprehensive, end-to-end support service for the embassy's residential property acquisition in Doha, Qatar. The evaluation process will prioritize technical qualifications and local expertise over price, with the most technically qualified A&E firm expected to be selected.
