SUBJECT: REQUEST FOR ARCHITECTURAL AND ENGINEERING SERVICES
The U.S. Embassy in Doha, Qatar, requires an Architectural & Engineering (A&E) firm to support the search and evaluation of a suitable residential property for acquisition by purchase or long-term lease. Services will include property search assistance, inspections, cost estimating, scope development, and design. The A&E firm will assist in evaluating properties with a local broker, conducting due diligence once under contract, and supporting post-acquisition commissioning and fit-out to prepare the property for official use.
The Embassy will select an Architect/Engineer firm based with the most technically qualified A/E firm. Firms wishing to be considered for this project should submit the attached Standard Form
330. I have attached instructions for completing this form.
Firms responding to this announcement on or before closing date will be considered for selection using the following evaluation criteria in equal weight:
1. Specialized Experience and Technical Competence: demonstrated experience in residential construction, with at least 10 years of familiarity with local building codes, construction standards, and successful execution of similar projects.
2. Firm Qualifications and Project Portfolio: submission of brochures or documentation highlighting the firm’s expertise in architecture, engineering, and construction, along with a representative sample of recent residential projects, including any work performed for the U.S. Embassy.
3. Key Personnel and Organizational Background: resumes and qualifications of staff assigned to the project, including the lead point of contact, as well as background information on the firm’s history, structure, and reputation.
4. Capacity and Performance History: evidence of the firm’s ability to complete projects on time and within scope, supported by examples of past performance, particularly regarding quality of work and adherence to schedules.
5. Coordination with Authorities and Regulatory Compliance: demonstrated working relationships with local government bodies and the national power grid authority, with the ability to manage regulatory processes such as bulk load approvals.
6. Licensing, Language, and Local Presence: proof of valid local licensing, fluency in written and spoken English, and the presence of a reputable and established office within the project’s geographic area.
7. Awards and Recognitions: a list of relevant industry awards, certifications, or honors that reflect the firm’s excellence and professional standing.
8. Client References: contact information and feedback from previous clients that can verify the firm’s experience, reliability, and project outcomes.
Please submit a completed Standard Form 330, along with all required documents in response to our cover letter, via email to DohaProcurement@state.gov on or before April 30, 2024, at
09:00 a.m.
