About this opportunity
The National Oceanic and Atmospheric Administration seeks replacement of a walk-in freezer system, parts, and installation at its East Falmouth, Massachusetts facility, with quotes due August 28 at 3:00 PM Eastern Time. The procurement is set aside for total small business under NAICS 333415, with a size standard of 1,250 employees.
Place of performance is 25 Bernard Street Jean Drive, East Falmouth, MA 02536. The replacement system must maintain minus 20 degrees Fahrenheit and include two air-cooled condensing units with scroll compressors and two electric defrost evaporators, each sized to handle 100 percent of full load as primary and backup. The system shall use R454 refrigerant, R3 insulation equivalent or greater, a Lead/Lag controller with manual changeover capability, wall-mounted thermostat, digital monitor, and local visual alarm. All components must be compatible with the existing Polar King Model L824 freezer box and require no ethernet connection. Contractor scope includes removal and legal disposal of existing components, all electrical wiring and piping, permits, inspections, nitrogen pressure testing, and certification. Work must complete within 45 calendar days of notice to proceed, conducted Monday through Friday, 8:00 AM to 5:00 PM, with no site access on October 12, November 11, and November 26, 2026.
Both items are firm-fixed-price contracts. Manufacturer's warranty must cover labor and materials with minimum one-year coverage on all parts and labor, plus minimum four-year coverage on compressor parts. A Payment Bond and Irrevocable Letter of Credit, each equal to 100 percent of contract price, are required within 14 days of award. Davis-Bacon Act wage requirements apply under MA20260001 Mod 1. Evaluation prioritizes Technical Approach and Capability, then Price, then Past Performance. A mandatory site visit is scheduled August 19 at 3:00 PM ET (RSVP by August 18 at 4:00 PM ET). Questions are due August 20 at 3:00 PM ET. Offers must remain firm for 60 calendar days from submission.
