About this file

This is Amendment 0001 to a Request for Quote (RFQ) for a Replacement Walk-in Freezer System, Parts and Installation Project issued by the Department of the Army (WAD-SAP, Seattle, WA). The solicitation number is 1305M326Q0471, with an effective date of August 24, 2026.

The amendment extends the quote due date to August 28, 2026, at 3:00 PM Eastern Time and provides answers to nine Requests for Information (RFIs) received from potential contractors. Key responses clarify project requirements: the walk-in freezer is outdoors; roof-top mounting of condensing units is preferred over ground-level installation due to facility lease constraints; all electrical work required to support the replacement system is within contractor scope; existing mounting structures and evaporator hangers may be modified or replaced if necessary to meet 100%/100% redundancy requirements; freezer contents removal is not the contractor's responsibility; the period of performance (0-45 days after notice to proceed) is negotiable and will be evaluated based on technical merit, past performance, and price; and the Government will provide construction power, water, material laydown, and storage areas. The amendment also clarifies that per FAR 52.228-13, the awardee must submit both a Payment Bond and an Irrevocable Letter of Credit, each worth 100 percent of the contract price, within 14 calendar days of award. All other terms and conditions remain unchanged.

RFI # Date Recv'd RFI Client/SME Response

1 08/20/26 Is the walk-in freezer located outdoors or indoors? Outdoors

2 08/20/26

We anticipate the new condensing units will weigh approximately 400 lbs, the existing condenser shelf rack installed on the freezer was not designed to support 400 lbs loads. Would the agency accept the new condensing units and lead/lag controller being installed at ground level on a concrete pad?

Since this is a leased facility, ground mounting is not possible. The PWS has been edited to reflect the preference for roof top mounted rather than use of existing mounting structures.

3 08/20/26

Appendix A indicates the existing system operates at (2) 17.5 minimum circuit ampacity, 208–230V three-phase, served by two disconnects. A replacement system meeting the 100%/100% redundancy requirement will exceed that ampacity. Please provide the existing branch-circuit conductor sizes and length, overcurrent protective device ratings, and the available capacity of the panel serving the freezer.

There is a 3 phase 208-230V 100amp breaker that feeds power through an automatic Transfer Switch then to service disconnects. There are Four Chillers that run off this circuit . Normally only two of the four compressors would run simultaneously. Any requirements above the 100amps that feed the four chillers would require substantial electrical work. Please understand that ALL electrical work associated with replacement is to be considered part of the scope, and should be included in your proposals.

4 08/20/26 If the existing circuits are inadequate for the replacement system is all electrical work within the scope or will it be performed by others?

Any wiring required to meet vendor's preference of Units and electrical requirements needs to be done by the vendor per PWS Task 2 Section F

5 08/20/26

PWS Task 2.H requires that all system components be compatible with existing mounting structures. If a system meeting the 100% redundancy requirement requires relocation, modification or replacement of the existing exterior condensing unit mounting system or the interior evaporator hangers, please confirm that such modification is within the scope of this contract and acceptable.

Alternate Mounting locations for equipment would be considered, all time and materials to mount in a different location would need to be included in the proposal and would need to meet Local, State, and federal requirements in addition to the manufacturer’s engineering requirements. Addition of ground Slab is NOT an option. Roof top mounting is preferred. PWS has been edited to reflect the preference for roof top mounted rather than use of existing mounting structures.

6 08/20/26

Will the contents of the freezer be removed by others, or is the Contractor expected to provide temporary refrigerated storage during the changeover? If the latter, please state the required capacity and duration.

Removal of the freezer contents is not the responsibility of the Contractor.

7 08/20/26

SF 1442 box 11 states Period of Performance is within 0 to 45 days after notice to proceed and is also marked negotiable. Schedule of Deliverable list Task 1 and 2 as due “45 days after award”. Pleases confirm if performance period is negotiable and if a longer proposed period would be open to considered.

This is negotiable; the Government will choose the quote that provides the best value- taking into consideration the contractor's technical plan (including completion timelines), past performance, and price.

8 08/20/26

RFQ paragraph 6 and the solicitation text of RFO FAR 52.228-13 require the Contractor to submit "A Payment Bond and an Irrevocable Letter of Credit," each in the amount of 100 percent of the contract price. FAR 52.228-13(a) provides that "the Contractor shall submit one of the following payment protections," and FAR 28.102-1(b)(1) directs the Contracting Officer to select two or more payment protections from which the Contractor may select. Please confirm that the Contractor may satisfy this requirement by furnishing one of the two listed payment protections at 100 percent of the contract price.

A payment bond and and ILC worth 100% of the contract price is required by the awardee, within 14 calendar days of award (not required at time of quotes).

RFO 28.102-(b)(1) directs the contracting officer to select "two or more". The solicitation's clause 52.228-13 reflects this guidance, by stating "(a) The Contractor shall submit the following payment protections: A Payment Bond and an Irrevocable Letter of Credit.". The Contracting Office is aware that the standard RFO clause at 52.228-13 is not correctly reflecting the guidance at RFO 28.102(b)(1) and our agency has supports Contracting Officers correctly reflecting the clause at the local level. All this to state, that the solicitation's 52.228-13 shall be followed - both are required by the awardee within 14 days of award.

9 08/20/26 Will the Government provide construction power and water, a material laydown and storage area?

Yes
