About this file

This is a Performance Work Statement (PWS) for the replacement of a walk-in freezer system at the National Marine Fisheries Service (NMFS) Observer Training Facility in East Falmouth, Massachusetts. The project requires removal of aging refrigeration units and installation of a new redundant refrigeration system capable of maintaining constant temperatures of minus 20 degrees Fahrenheit for storage of biological specimens collected at sea.

The contractor must complete three primary tasks: (1) removal and legal disposal of existing freezer components including system evacuation and refrigerant disposal, with a complete area cleanup; (2) mechanical and refrigeration system installation featuring two air-cooled condensing units and two electric defrost evaporators, each sized to handle 100 percent of the full load as both primary and backup systems, using R454 refrigerant with R3 insulation equivalent or greater, a switchable Lead/Lag controller with manual changeover capability, wall-mounted thermostat, digital monitor, and local visual alarm, all compatible with the existing Polar King Model L824 freezer box and requiring no ethernet connection; and (3) provision of manufacturer's warranty covering both labor and materials with no dollar limitations, including a minimum one-year warranty on all parts and labor plus a minimum four-year warranty on compressor parts only. All work must be completed within 45 days of award, conducted on-site during business hours Monday through Friday, 8:00 a.m. to 5:00 p.m., with site access unavailable on October 12, November 11, and November 26, 2026. The contractor bears responsibility for all required permits, inspections, electrical wiring compatible with existing infrastructure, nitrogen pressure testing, and submission of documentation including safety plans, material safety data sheets, system schematics, testing records, and warranty details.

Walk-in Freezer System Replacement

REQUIREMENTS-26-3705

143021-26-0109

Background

The National Marine Fisheries Service Observer Training Facility at 25 Bernard Saint Jean Drive, East Falmouth, MA has a requirement to replace the aging refrigeration units in the walk-in freezer system used for the storage of biological specimens collected at sea, primarily whole fish and marine mammal species. The Northeast Fisheries Science center requires a low tech, reliable, long-life freezer system capable of maintaining subzero (-20 degrees F) temperatures. The procurement is for the freezer system, components and installation only, and does not require a new freezer box.

The system should include a Lead/Lag controller that is switchable, allowing users to select the lead condenser and run diagnostics without the requirement of a separate computer or specialized diagnostic equipment. This system must also be compatible with the existing container box (Polar King Model L824) and must not require an ethernet connection.

Installation shall include all wiring, lines, etc. and must adhere to industry and manufacturer standards and shall include removal of the old system.

Tasks Key tasks include the following:

Task 1: Removal and Asset Disposal A. The Contractor shall provide all labor, materials, tools, equipment, and supervision necessary to remove and legally dispose of the existing freezer components that are being replaced.

a. Removal shall include system evacuation and disposal of old refrigerant.

B. The Contractor shall perform a complete cleanup of the area, ensuring all debris is captured daily and prevented from blowing into the surrounding environment.

Deliverables:

A. Written safety and implementation plan and Material Safety Data Sheets (MSDS).

B. Existing freezer components properly removed and disposed of with a clean area following removal.

Task 2: Mechanical and Refrigeration System Installation A. The Contractor shall furnish and install a redundant refrigeration system capable of maintaining a constant temperature of minus twenty (-20) degrees F. The system must include two air-cooled condensing units and two electric defrost evaporators, with each independent system sized to handle 100% of the full load of the existing freezer box (Polar King Model L824) to serve as primary and 100% backup system.

a. Polar King Model L824 schematics are provided in Appendix A.

B. The Contractor shall install self-contained, exterior air-cooled condensing units equipped with a scroll compressor, condenser, high/low pressure control, heated pressure control valve, receiver (with fusible plug, liquid shutoff valve, and charging port), sight glass, moisture indicator, and sealed liquid line drier.

C. The Contractor shall supply and install an evaporator assembly balanced with the condensing units, including insulated drain pans, insulated refrigerant piping, condensate drain lines, and full refrigerant charge.

a. All insulation shall be R3 value equivalent or greater.

D. The Contractor shall install an advanced control system featuring a separate wall-mounted thermostat, an easily accessible manual lead/lag changeover switch, a digital monitor, and a local visual alarm to indicate temperature variations beyond set point limits.

E. The refrigeration system shall use R454 refrigerant.

F. Installation shall include all electrical wiring and disconnects compatible with the existing electrical installed with the Polar King Model L824.

G. The Contractor shall install the controllers in a weather-tight enclosure, constructed of non-conductive and non-corrosive material.

H. All system component mounting structures must be compatible with the Polar King Model L824. The government’s preference is roof top mounted components.

I. The Contractor shall be responsible for all required permits and inspections.

J. The Contractor shall perform a complete start and test of the new system, including a nitrogen pressure test.

Deliverables:

A. Written proposal detailing all materials, equipment, work plan and schematics of proposed freezer system and installation and removal plan.

B. Installed, fully functioning freezer system, tested and certified.

C. Written records of system testing, including leak testing and system performance.

Task 3: Warranty A. The Contractor shall provide a manufacturer’s warranty covering both labor and materials with no dollar limitations.

a. Minimum one-year warranty on all parts and labor.

b. An additional minimum four-year warranty on the compressor parts only, with the warranty provided by the compressor manufacturer.

Deliverables:

A. Written warranty detailing all covered parts, equipment and labor and warranty durations.
