About this opportunity
The Department of State is procuring roof replacement services for the DT Building and SAF Barracks at the U.S. Embassy Seafront Compound in Manila, Philippines. The project involves replacing approximately 825 square meters of concrete bitumen roofing that currently experiences water ponding issues, with contractors required to provide all labor, materials, equipment, and supervision to deliver a watertight roof system following U.S. standard roofing industry practices. Offerors must be registered in the System for Award Management (SAM) and submit proposals electronically to ManilaContracting@state.gov in two volumes, with specific formatting requirements and file size limitations of 10MB. The government intends to award the contract to the responsible company submitting the lowest-priced acceptable offer, potentially without further discussions, based on initial proposals. A mandatory pre-proposal conference and site visit was held on June 26, 2025, and proposals were due by July 21, 2025, at 4:00 p.m. Philippine local time, though the solicitation has since been amended twice with updates to requirements and clarifications.
This procurement does not utilize any set-aside designations and is open to all qualified contractors. No incumbent contractors or potential offerors are specifically identified in the solicitation documents. The estimated contract value ranges between $100,000 and $250,000, with the contractor required to complete the work within 90 working days after receiving the Notice to Proceed. The project involves replacing roofing on two buildings totaling approximately 825 square meters (400 sqm for the DT Building and 425 sqm for the SAF Barracks). Performance will take place at the U.S. Embassy Seafront Compound in Pasay City, Philippines, with working hours established from 7:30 AM to 4:30 PM, Monday through Saturday, excluding holidays. Liquidated damages of PHP 14,893.99 per calendar day will apply for delays in completion.
