About this opportunity
The Department of the Interior Fish and Wildlife Service seeks replacement of concrete kettles 7A and 7B at Inks Dam National Fish Hatchery, with proposals due July 28, 2026. The procurement is a Total Small Business set-aside, firm-fixed-price construction contract estimated between $250,000 and $500,000. Amendment 0002, posted July 20, incorporates RFI responses and extends the deadline from the original July 20 date; no further extensions will be granted.
Place of performance is 345 Clay Young Rd, Burnet, Texas 78611. Work includes demolition of existing kettles, excavation and earthwork, construction of new concrete kettles with retaining walls, installation of water supply and drain lines (12-inch and 8-inch PVC), valves, screens, gratings, and site management. The project must be completed within 120 calendar days, with a delivery date of August 31, 2026, and period of performance extending through December 31, 2026. The NAICS code is 238190, Other Foundation, Structure, and Building Exterior Contractors, with a $19 million size standard.
Award will be made using Lowest Price Technically Acceptable (LPTA) methodology with no tradeoffs. Technical acceptability requires demonstrated experience with concrete structures, earthwork, and utility piping work; offerors must submit three volumes addressing technical approach (3-page limit), recent relevant construction experience within the past five years (6-page limit), and past performance (5-page limit). Evaluation is pass/fail on technical factors; price alone determines award among acceptable proposals.
The contractor must maintain SAM registration, comply with Davis-Bacon prevailing wage rates, provide performance and payment bonds, general liability insurance, an independent Texas-licensed testing laboratory for soil and concrete testing, and a contract-specific QA/QC Plan and Safety Plan. The Government will provide limited temporary power and water; the contractor is responsible for all other mobilization, utilities, permits, and labor. Concrete minimum compressive strength is 3,500 psi; PVC piping meets AWWA C900/C905 Class 100; hydrostatic testing of piping is 50 psi for two hours with maximum leakage of 2 quarts per hour per 100 joints. Proposals must be submitted electronically to Joann_Mallory@ios.doi.gov.
