About this file

This document is a Request for Information (RFI) Q&A document for Solicitation #140FC126R0028 concerning the replacement of Kettles 7A & 7B at Inks Dam.

The RFI addresses 16 contractor inquiries regarding project execution and requirements. Key determinations include: the contractor retains sole responsibility for construction means, methods, techniques, and procedures, including supervision, safety, and QA/QC functions; a contract-specific QA/QC Plan and Safety Plan are the contractor's responsibility; the project is tax-exempt as a Federal Government project; the contractor must obtain a geotechnical report as none is available from the agency; the ponds have already been dewatered by the Government, eliminating contractor dewatering responsibility; erosion and sediment control plans are not required but care should be taken around active ponds; no discharge permitting is anticipated; temporary bypass systems and containment booms are not necessary; the Government will provide limited, reasonable temporary power and water, with the contractor responsible for any additional utilities; the agency will reissue drawings with improved legibility and will provide a subgrade/fill/concrete legend; additional questions may be submitted until July 17, 2026 at 5:00 PM Eastern Time; the proposal due date has already been extended with no further extensions possible due to funding expiration; and the provided drawings are final construction drawings for which the contractor is responsible for construction compliance, though not responsible for design.
