About this opportunity

The National Park Service Southeast Region seeks roof replacement for three structures at Canaveral National Seashore in Florida, with proposals due September 15, 2026 at 1:00 p.m. ET. The procurement is set-aside for Service-Disabled Veteran-Owned Small Business concerns, and all bidders must be registered as SDVOSB in SAM.gov or face proposal rejection.

Work encompasses the Apollo District Visitor Center (3,000 square feet in New Smyrna Beach), Facilities Management Building (900 square feet in Titusville), and Storage Shed (300 square feet in Titusville). The contract is firm fixed price, with an estimated magnitude between $250,000 and $500,000. Performance begins within 10 days of notice to proceed and concludes within 180 days, with a contract period of October 1, 2026 through April 1, 2027.

The roofing system must be PAC-CLAD Tite-Loc Plus (or approved equal) structural standing seam aluminum with 0.040-inch thickness, 16-inch panel width, 2-inch seam height, PVDF finish, and concealed clip fastening, complying with Florida Building Code, ASCE 7-22, and Miami-Dade/Broward High-Velocity Hurricane Zone wind design requirements. A Florida-licensed Professional Engineer must prepare project-specific wind-uplift calculations. At the Visitor Center only, the contractor must remove and replace roof-mounted lightning protection components with new aluminum-roof-compatible elements using non-penetrating attachment methods per NFPA 780 and UL 96A. The site superintendent must be a prime contractor employee. Work hours are 7:30 a.m. to 5:00 p.m., Monday through Friday.

Warranties required: minimum 20-year weathertightness, 30-year PVDF finish, and 10-year workmanship. Manufacturer-authorized inspections are mandatory during and upon completion. A performance bond of 20 percent of the bid total is due with the proposal; the successful contractor must provide 100 percent performance and 100 percent payment bonds. Proposals must include SF-1442, technical proposal (maximum 20 pages), capabilities statement, subcontractor information, detailed cost proposal, and at least three past performance questionnaires from clients on similar projects within the past five years. An organized site visit was held August 18, 2026. Evaluation weighs non-cost factors (technical approach, past performance/experience) as significantly more important than cost. The NAICS code is 238160, Roofing Contractors.
