The Contractor shall provide complete roof replacement services including demolition, temporary weather protection, deck and substrate inspection, designated sheathing repair, wood fascia replacement, underlayment installation, and new structural standing seam aluminum roofing systems. The specified roofing system is PAC-CLAD Tite-Loc Plus by Petersen Aluminum Corporation (or approved equal) featuring 0.040-inch 3105-H14 aluminum alloy with 16-inch nominal panel width, 2-inch standing seam height, factory-applied PVDF coating, and concealed clip fastening. At the Visitor Center, the Contractor must provide complete replacement and certification of the lightning protection system compatible with the new aluminum roofing. The work shall comply with the 8th Edition Florida Building Code (2023), ASCE/SEI 7-22, OSHA regulations, NFPA 780 and UL 96A for lightning protection, and applicable roofing manufacturer specifications. The Contractor must retain a Florida-licensed Professional Engineer to prepare project-specific wind-uplift calculations and engineered attachment designs for each building. Manufacturer-authorized roofing inspections are required at intermediate and final stages, with acceptance contingent upon manufacturer warranty eligibility. Warranties must include a minimum 20-year weathertightness warranty, 30-year PVDF finish warranty, and 10-year workmanship warranty. All submittals, including field verification summaries, manufacturer project-specific designs, shop drawings, and wind calculations, must be reviewed and accepted before material procurement. The Contractor is responsible for maintaining continuous weather protection, managing temporary facilities, coordinating with occupied facilities, and providing comprehensive closeout documentation including as-built drawings, warranty registration, and inspection certifications.

STATEMENT OF WORK (SOW)
CANAVERAL NATIONAL SEASHORE (CANA)
Roof Replacement – Three Structures

Roof areas are approximate and are provided for general project identification only. The Contractor shall verify all quantities, dimensions, slopes, and existing conditions necessary to perform the Work.
1. PROJECT DESCRIPTION
The Contractor shall provide all labor, supervision, management, engineering, materials, tools, equipment, temporary facilities, transportation, testing, inspections, protection, disposal, and incidentals necessary to remove hurricane-damaged roofing systems and furnish complete new structural standing seam aluminum roofing systems at the three structures identified above.
The Work includes demolition, temporary weather protection, deck and substrate inspection, designated sheathing repair, replacement of wood fascia, underlayment, standing seam aluminum roofing, associated flashings and trim, gutters and downspouts where indicated, and complete replacement and certification of the lightning protection system at the Visitor Center.
2. APPLICABLE CODES, STANDARDS, AND REFERENCES
Perform the Work in accordance with the latest edition adopted and applicable to the project at the time of contract execution, including applicable supplements and amendments. Where requirements conflict, notify the Contracting Officer (CO) and Contracting Officer's Representative (COR) before proceeding.
• 8th Edition (2023) Florida Building Code (FBC), including applicable Building and Existing Building provisions and current adopted supplements.
• International Building Code (IBC), to the extent incorporated by or otherwise applicable through the FBC and contract requirements.
• ASCE/SEI 7-22, Minimum Design Loads and Associated Criteria for Buildings and Other Structures.
• OSHA 29 CFR Part 1926.
• NFPA 780, Standard for the Installation of Lightning Protection Systems.
• UL 96A, Installation Requirements for Lightning Protection Systems.
• Applicable Florida Product Approval requirements and approved evaluation reports/NOAs.
• SMACNA recommendations applicable to sheet metal, gutters, downspouts, and flashing.
• Roofing manufacturer's published installation instructions, tested assemblies, details, and warranty requirements.
• Applicable Federal, State of Florida, county, municipal, National Park Service, environmental, fire, and safety requirements.
The Contractor shall not rely on a generic product approval alone where project-specific engineering, pressure calculations, enhanced attachment, or site-specific details are required.

3. GENERAL CONTRACTOR REQUIREMENTS
3.1 Post-Award Field Verification and Constructability Review
The Contractor shall field verify existing roof geometry, dimensions, slopes, substrate/deck material and thickness, condition, attachment, eaves, rakes, ridges, hips, valleys, slope transitions, penetrations, roof-mounted equipment, drainage conditions, lightning protection interfaces, and other conditions affecting roofing installation before ordering or fabricating permanent roofing materials.
Existing roof sheathing is understood to be nominal 5/8-inch plywood. Contractor shall verify actual substrate material, thickness, condition, attachment, and suitability in the field.
Contractor shall verify that the proposed PAC-CLAD Tite-Loc Plus roofing assembly is suitable for the field-verified roof slopes, building geometry, substrate, coastal exposure, and project-specific design pressures and complies with applicable code, Florida Product Approval/evaluation documentation, project-specific engineering, and PAC-CLAD/Petersen installation and warranty requirements.
Where field conditions differ materially from the Contract Documents or do not satisfy the requirements of the proposed approved/tested roofing assembly, project-specific engineering, applicable code, or roofing manufacturer, notify the CO/COR before procurement or fabrication and submit the manufacturer's and/or Engineer of Record's recommended corrective action for Government review.
3.2 Existing Conditions and Protection
Document existing conditions with dated photographs before mobilization and demolition. Protect buildings, interiors, equipment, utilities, pavement, vegetation, visitor areas, and adjacent property. Repair damage caused by construction operations at no additional cost to the Government.
3.3 Occupied Facilities and Access
Coordinate operations to maintain safe Government and visitor access as directed by the COR. Provide barricades, overhead protection where required, controlled work zones, signage, dust/noise controls, and separation of construction operations from employees and visitors.
3.4 Work Hours
Normal work hours are 7:30 AM to 5:00 PM, Monday through Friday, unless otherwise approved by the CO/COR and permitted by the contract.
3.5 Drones
Operation of unmanned aircraft systems (drones) by the Contractor, subcontractors, suppliers, or employees is prohibited within park boundaries unless specifically authorized in writing by the Government.
4. SUMMARY OF WORK
1. Remove existing roof coverings to the structural roof deck/substrate.
2. Remove existing underlayment, roofing flashings, edge metal, drip edge, gutters and downspouts where indicated, and all existing wood fascia.
3. At the Visitor Center, remove the existing lightning protection system components affected by roof replacement and provide a complete new compatible system as specified herein.
4. Inspect exposed deck, substrate, framing interfaces, nailers, blocking, and fascia conditions.
5. Replace deteriorated roof sheathing only as authorized under the contract unit-price procedure.
6. Re-secure existing serviceable sheathing as required to comply with the applicable code and engineered roof assembly.
7. Replace all wood fascia with KDAT pressure-treated lumber matching existing dimensions unless otherwise approved.
8. Install high-temperature self-adhered waterproof underlayment.
9. Install complete structural standing seam aluminum roofing system, including panels, clips, fasteners, closures, flashings, trim, sealants, transitions, penetrations, ridge/eave/rake/valley details, and accessories.
10. Install new seamless aluminum gutters and downspouts at the Visitor Center and Facilities Management
Building.
11. Provide temporary weather protection and maintain each building continuously watertight throughout construction.
12. Complete testing, manufacturer inspections, punch-list corrections, final cleaning, closeout documents, and warranties.
5. DEMOLITION AND MATERIAL DISPOSITION
Remove roofing materials in a controlled manner that does not damage structural deck, framing, walls, equipment, landscaping, or occupied spaces. Do not drop debris from roofs except through approved controlled means.
Unless otherwise directed by the Government, removed roofing, underlayment, flashings, fascia, gutters, fasteners, and related demolition debris become Contractor property and shall be legally disposed of or recycled off site. Government property identified for salvage shall be protected and delivered to the location directed by the
COR.
At the Visitor Center, coordinate lightning protection demolition with the new system installation so that roofing work and final certification are not compromised.
6. ROOF DECK, SHEATHING, AND CONCEALED CONDITIONS
6.1 Inspection
After removal of existing roofing, inspect the exposed deck/sheathing before covering. Notify the COR promptly of rot, delamination, structural damage, moisture damage, deteriorated framing, damaged nailers/blocking, or other concealed conditions.
6.2 Sheathing Replacement
Existing roof sheathing is understood to be nominal 5/8-inch plywood. Contractor shall field verify existing sheathing material, thickness, condition, and attachment before installation of the new roofing system.
Replacement sheathing shall be minimum 5/8-inch exterior-rated structural plywood, matching the existing thickness, or greater thickness, grade, or capacity where required by applicable code, the approved roofing assembly, Florida Product Approval or applicable evaluation report, project-specific engineered attachment design, or PAC-CLAD/Petersen installation and warranty requirements.
Replacement sheathing shall not be thinner than the existing structural roof sheathing without written Government approval supported by project-specific engineering and written roofing manufacturer acceptance.
Replacement plywood shall be structurally suitable for the intended application and shall be installed and fastened in accordance with applicable FBC requirements, project-specific engineering, and the approved roofing assembly.
The Contractor shall verify that sheathing material, thickness, grade, panel orientation, fastening, edge conditions, blocking where required, and installation are compatible with the approved PAC-CLAD Tite-Loc Plus roofing system and do not adversely affect structural performance or eligibility for the specified manufacturer warranties.
Sheathing replacement shall be performed only after Government authorization and shall be measured and paid under the applicable contract unit-price procedure. Document authorized repair areas with photographs and measured quantities before concealment.
Provide a unit-price item for deteriorated roof sheathing replacement as part of the bid schedule.
6.3 Structural Framing
Do not repair, cut, sister, reinforce, or replace structural rafters, trusses, joists, or other primary framing without written direction. If structural damage is discovered, protect the area, stop affected work, and notify the COR.
6.4 Fastening
Existing serviceable roof sheathing shall be re-secured where required to comply with applicable FBC requirements, project-specific engineered wind design, and the requirements of the approved/tested Tite-Loc Plus roofing assembly.
Sheathing fastener type, diameter, length, material/coating, spacing, edge distance, penetration, and holding capacity shall comply with applicable code and project-specific engineering and shall be compatible with the approved roofing assembly.
Where existing sheathing attachment is inadequate to support calculated roof-system loads or the applicable approved/tested assembly, provide supplemental fastening as required by the Florida-licensed Professional Engineer.
6.5 Suspect Hazardous or Regulated Materials
The Contractor shall not knowingly disturb suspect asbestos-containing material, lead-containing material, or other unidentified regulated material encountered during demolition.
If suspect regulated material not identified in the contract documents is encountered, stop affected work, protect the area from further disturbance, and immediately notify the CO and COR.
The Government will provide direction regarding testing, characterization, removal, or other required action before affected work resumes.
Nothing in this paragraph relieves the Contractor of responsibility for hazardous or regulated materials introduced to the project site by the Contractor, subcontractors, suppliers, or their operations.
7. ALUMINUM STANDING SEAM ROOFING SYSTEM
7.1 Basis of Design and Performance
Provide a complete architectural/structural concealed-fastener standing seam aluminum roofing system at all three buildings included in the Work.
Basis-of-design: PAC-CLAD Tite-Loc Plus by Petersen Aluminum Corporation, or approved equal.
The Tite-Loc Plus system specified herein shall be the basis of design for the Apollo District Visitor Center, Facilities Management Building, and Resource Management Storage Building.
• Panel system: PAC-CLAD Tite-Loc Plus.
• Panel material: Aluminum complying with ASTM B209.
• Aluminum alloy: 3105-H14.
• Minimum aluminum thickness: 0.040 inch.
• Nominal panel width: 16 inches.
• Nominal standing seam height: 2 inches.
• Seam configuration: Mechanically field seamed to 180 degrees in accordance with PAC-CLAD/Petersen requirements.
• Seam sealant: Factory-supplied hot-melt mastic within panel seams in accordance with manufacturer requirements.
• Attachment: Concealed clip fastening system.
• Substrate: Plywood.
• Finish: Factory-applied PAC-CLAD PVDF fluoropolymer coating using Kynar 500®, Hylar 5000®, or equivalent high-performance 70-percent PVDF resin system.
• Color: Government-selected from manufacturer's standard colors available for the specified aluminum material and thickness.
Provide all manufacturer-required panels, clips, fasteners, cleats, closures, flashings, trim, sealants, transitions and accessories necessary to provide a complete code-compliant, structurally adequate, corrosion-resistant and weathertight roofing assembly.
The complete roofing assembly shall comply with applicable code, applicable Florida Product Approval/evaluation documentation, project-specific Florida PE engineering, applicable tested/approved assembly requirements, and PAC-CLAD/Petersen installation and warranty requirements.
The roofing assembly shall accommodate required thermal expansion and contraction and shall resist project-specific positive and negative design pressures without failure.
Products proposed as equals shall meet or exceed the specified Tite-Loc Plus basis-of-design requirements for material, dimensions, seam configuration, mechanical seaming, structural performance, wind uplift, water penetration, corrosion resistance, substrate compatibility, finish, installation, manufacturer technical support, inspections and warranties.
Acceptance of an equal product does not relieve the Contractor from demonstrating compliance with applicable code, project-specific engineering, approved/tested assembly requirements or eligibility for all specified warranties.
7.2 Panel Fabrication and Installation
Tite-Loc Plus panels shall be factory manufactured in accordance with PAC-CLAD/Petersen requirements.
Provide continuous panels from eave to ridge or other natural termination point.
Field end laps and transverse panel seams are not permitted unless specifically accepted in writing by PAC- CLAD/Petersen, shown on approved shop drawings, demonstrated to comply with the applicable approved/tested assembly, and permitted under the specified manufacturer weathertightness warranty.
Panel seams shall be mechanically field seamed to 180 degrees using manufacturer-approved equipment and procedures.
Protect factory finish during handling, installation and mechanical seaming. Prevent mechanical seaming equipment from slipping, scratching, abrading, denting, distorting or otherwise damaging the aluminum panels or factory finish.
This requirement is particularly important on the steep Visitor Center roof planes. Contractor shall provide appropriate access, fall protection, seaming procedures and equipment controls necessary to complete mechanical seaming without panel or finish damage.
Replace panels damaged beyond PAC-CLAD/Petersen-approved repair criteria.
Install panels plumb, straight, true to line, fully engaged and without objectionable distortion.
Provide fixed and floating conditions and allowance for thermal movement as required by PAC-CLAD/Petersen, the approved/tested assembly and project-specific engineering.
Coordinate panel lengths with field-verified dimensions before fabrication.
7.3 Roof Slope and System Suitability
Contractor shall field verify the slope of every roof plane before ordering or fabricating permanent roofing materials.
Contractor shall verify that the proposed Tite-Loc Plus roofing assembly is suitable for all field-verified roof slopes, including the higher-pitched Visitor Center roof planes and lower-slope Facilities Management and Resource Management Storage Building roof planes.
Suitability shall be established in accordance with PAC-CLAD/Petersen requirements, applicable tested/approved assembly limitations, Florida Product Approval/evaluation documentation, project-specific engineering, and manufacturer warranty requirements.
Where any verified roof condition falls outside applicable manufacturer or approved/tested assembly limitations, do not proceed with material procurement. Notify the CO/COR and submit a manufacturer-supported compliant solution for Government review.
7.4 Flashings, Closures, Sealants, and Transitions
Provide manufacturer-approved flashings, closures, sealants, eave details, rakes, ridges, hips, valleys, slope transitions, penetrations, curbs, vents, pipe penetrations and other components necessary for a complete weathertight Tite-Loc Plus roofing installation.
Roof details shall comply with applicable PAC-CLAD/Petersen Tite-Loc Plus details, applicable code, approved/tested assembly requirements, project-specific engineering and manufacturer warranty requirements.
Flashings and exposed roof-system trim shall be aluminum compatible with the specified .040-inch aluminum roofing panels and shall have matching factory finish unless otherwise approved.
Sealants shall be compatible with aluminum, PVDF finish, underlayment and adjacent materials and shall be approved or recommended by PAC-CLAD/Petersen for the specific application.
Flashings, closures and attachments shall not restrict required panel thermal movement.
7.5 Penetrations and Rooftop Equipment
Coordinate and field verify all existing penetrations, antennas, communications equipment, conduits, supports, and other equipment attached to or supported by the existing roofing system before demolition or panel fabrication.
The Contractor shall temporarily disconnect, remove, relocate, protect, reinstall, and reconnect existing roof-mounted equipment and accessories as necessary to complete the roofing work. Coordinate disconnection and reconnection activities with the COR before disturbing affected equipment. Restore affected equipment to its preconstruction configuration and operating condition.
Flash all penetrations using roofing-manufacturer-approved details and materials. Field cutting shall be neat and limited to approved locations.
Roof penetrations and attachments shall not compromise the roofing system, restrict required thermal movement, or reduce or invalidate the specified manufacturer warranties.
Do not use exposed face fasteners through primary roof panels except where specifically permitted by the tested/approved roofing assembly and manufacturer-approved detail.
8. WIND DESIGN AND ENGINEERED ATTACHMENT
8.1 General
The roofing system, components, perimeter/corner conditions, edge metal, flashings, clips, and fasteners shall resist project-specific wind loads determined in accordance with the applicable FBC and ASCE 7-22.
The Contractor shall retain a Florida-licensed Professional Engineer, to prepare signed and sealed project-specific wind-uplift calculations and attachment requirements. Calculations shall address the actual building geometry, mean roof height, verified roof slope, exposure, risk category, enclosure classification, applicable wind speed, roof zones, effective wind area, internal pressure, and other required design parameters.
At a minimum, identify required component-and-cladding pressures for applicable field, perimeter, and corner roof zones and show the corresponding approved panel, clip, fastener, substrate, and spacing configuration.
Project-specific engineering shall be based upon the actual roofing system proposed for installation and shall coordinate the approved panel, clip, fastener, substrate, and attachment configuration as a complete assembly.
The signed and sealed calculations and corresponding shop drawings shall identify the specific panel system, clip type, fastener type, fastener material/coating, substrate, attachment spacing, and enhanced perimeter and corner attachment required to resist the calculated project-specific pressures.
Engineering based upon generic metal-roof capacities or components different from those proposed for installation is not acceptable.
The Government's requirement for a roof system with Miami-Dade/Broward HVHZ-rated or equivalent demonstrated performance is an enhanced performance criterion and shall not be interpreted to mean that the project sites are geographically located within the statutory HVHZ. The installed assembly shall comply with the requirements applicable to the actual project location and shall meet or exceed the specified enhanced performance criteria.
Where the selected Florida Product Approval, NOA, evaluation report, or tested assembly has limitations, safety factors, allowable-pressure reductions, substrate restrictions, or enhanced attachment requirements, those limitations shall be incorporated into the project-specific design.
Project-specific engineering shall identify the proposed .040-inch 3105-H14 aluminum Tite-Loc Plus panel, 16-inch nominal panel width, clip type and material, clip spacing, fastener type/material/coating/length and embedment, verified nominal 5/8-inch plywood substrate, substrate attachment, and enhanced attachment required within applicable field, perimeter, and corner roof zones.
The selected panel, clip, fastener, and substrate configuration shall correspond to the applicable tested/approved Tite-Loc Plus assembly and Florida Product Approval/evaluation documentation.
The allowable capacity of the selected assembly shall equal or exceed the calculated project-specific design pressure for each applicable roof zone after application of applicable limitations, reductions, and safety factors.
8.2 Manufacturer Project-Specific Roofing System Design/Recommendation
The Contractor shall obtain from PAC-CLAD/Petersen, or the approved-equal roofing manufacturer, a project-specific roofing system design/recommendation for each building included in the Work. Generic product literature, standard installation details, or a generic product approval alone shall not satisfy this requirement.
Manufacturer documentation shall separately identify the:
1. Apollo District Visitor Center.
2. Facilities Management Building.
3. Resource Management Storage Building.
The manufacturer's design/recommendation shall be based on actual field-verified conditions and project-specific design requirements for each building, including roof geometry, roof slopes, calculated positive and negative design pressures, applicable roof zones, coastal exposure, verified nominal 5/8-inch plywood substrate, panel configuration, panel lengths, penetrations, transitions, and other conditions affecting roofing-system performance.
At a minimum, the manufacturer's project-specific design/recommendation shall identify or confirm:
1. Tite-Loc Plus panel configuration, including .040-inch 3105-H14 aluminum, 16-inch nominal panel width, and 2-inch mechanically seamed profile.
2. Applicable tested/approved assembly and Florida Product Approval or evaluation documentation.
3. Panel clip type, material, and configuration.
4. Required clip spacing and attachment for applicable field, perimeter, and corner roof zones.
5. Fastener type, diameter, length, material/coating, minimum penetration or embedment, and attachment substrate.
6. Suitability of the field-verified nominal 5/8-inch plywood substrate and any required supplemental substrate attachment.
7. Underlayment requirements.
8. Required fixed/floating conditions and provisions for thermal movement.
9. Applicable requirements for eaves, rakes, ridges, hips, valleys, slope transitions, penetrations, curbs, vented ridges, and other project-specific roof conditions.
10. Factory seam mastic and mechanical seaming requirements.
11. Coastal corrosion requirements, including required clip and fastener materials/coatings and dissimilar-metal isolation.
12. Compatibility of roof-mounted attachments, including the Visitor Center lightning protection system.
13. Eligibility of the proposed assembly for the specified 20-year manufacturer weathertightness warranty.
Manufacturer recommendations shall be coordinated with the project-specific wind calculations and attachment design prepared by the Florida-licensed Professional Engineer. Where manufacturer requirements and project-specific engineering differ, the Contractor shall coordinate the discrepancy with the roofing manufacturer and Engineer of Record and submit a coordinated compliant design to the Government before roofing material procurement or fabrication.
No permanent roofing materials shall be ordered or fabricated until the Government has received and accepted the coordinated manufacturer-supported roofing system design/recommendation, project-specific engineering, applicable approval documentation, and roofing shop drawings.
9. UNDERLAYMENT AND SECONDARY WATER BARRIER
9.1 Provide minimum 40-mil nominal thickness, smooth, non-granular, high-temperature self-adhered waterproof roofing underlayment, or greater thickness where required by applicable code, approved/tested roofing assembly, Florida Product Approval/evaluation documentation, or PAC-CLAD/Petersen installation and warranty requirements.
9.2 Underlayment shall be specifically designed and approved for high-temperature service beneath aluminum standing seam metal roofing.
9.3 Underlayment shall be accepted by PAC-CLAD/Petersen for use beneath the specified Tite-Loc Plus roofing system and shall not reduce or invalidate eligibility for the specified 20-year manufacturer weathertightness warranty.
9.4 Provide product data, applicable ASTM compliance information, Florida Product Approval/evaluation documentation where required, and manufacturer installation instructions.
9.5 Install over properly prepared, clean, dry and acceptable plywood substrate.
9.6 Install laps, eaves, rakes, hips, ridges, valleys, penetrations and transitions in accordance with applicable code and manufacturer-approved details.
9.7 Repair damaged membrane using manufacturer-approved procedures before roofing installation.
10. FASTENERS, CLIPS, AND CORROSION CONTROL
Provide roofing panel clips, fasteners, screws, cleats and attachment components of the specific type, material, coating, size, geometry and configuration required by the applicable PAC-CLAD/Petersen Tite-Loc Plus tested/approved assembly, Florida Product Approval/evaluation report, project-specific engineered attachment design, and manufacturer warranty requirements.
For this coastal application, provide stainless-steel panel clips where required by PAC-CLAD/Petersen for the specified aluminum roofing system and warranty eligibility.
Prior to procurement, submit written manufacturer documentation confirming required clip type and material for the approved Tite-Loc Plus assembly.
Provide high-performance or enhanced roofing clips where required by the applicable tested/approved assembly, project-specific wind-uplift design, or PAC-CLAD/Petersen.
Clip spacing shall be determined by the applicable tested/approved assembly and project-specific engineering.
Provide attachment appropriate to field, perimeter and corner roof zones.
Fasteners shall be the exact type, diameter, length, material/coating, corrosion resistance, holding capacity and configuration required by the applicable approved/tested assembly, project-specific engineering and PAC- CLAD/Petersen.
Stainless-steel panel clips shall not be interpreted as requiring stainless-steel deck fasteners unless stainless-steel fasteners are specifically required by the approved/tested assembly, project-specific engineering or roofing manufacturer.
Clip and fastener selection shall be compatible with the verified nominal 5/8-inch plywood substrate and suitable for the severe coastal environment.
Do not substitute clip or fastener type, material, coating, geometry or configuration without written PAC- CLAD/Petersen acceptance and Government approval.
Isolate incompatible dissimilar metals and pressure-treated wood from aluminum using manufacturer-approved nonabsorptive separation membranes, coatings, gaskets or barriers.
Bare copper shall not contact aluminum roofing, trim, flashings, gutters, clips or related roof components and shall not be positioned where copper-bearing runoff can drain onto aluminum components.
Where stainless-steel components occur adjacent to aluminum, provide isolation where required by PAC- CLAD/Petersen or the applicable component manufacturer.
11. FASCIA, EDGE METAL, AND TRIM
Roof-system fascia, edge metal, flashings, trim and closures shall be aluminum compatible with the specified .040-inch 3105-H14 aluminum Tite-Loc Plus roofing system and shall have matching factory finish where exposed unless otherwise approved.
Material thickness, configuration, cleats, joints, attachment and fasteners shall comply with applicable FBC requirements, project-specific wind design, approved/tested assembly requirements, and PAC-CLAD/Petersen Tite-Loc Plus details.
Isolate aluminum from pressure-treated wood and incompatible materials using manufacturer-approved separation materials.
12. GUTTERS AND DOWNSPOUTS – VC AND FM
12.1 Provide minimum 6-inch K-style seamless aluminum gutters.
12.2 Minimum gutter aluminum thickness: 0.032 inch.
12.3 Color shall match existing gutters or be selected by the Government from manufacturer's standard colors.
12.4 Provide hangers, outlets, elbows, straps, end caps, expansion provisions, sealants, and accessories required for a complete drainage system.
12.5 Provide corrosion-resistant fasteners and attachment components compatible with aluminum gutters, fascia, roof components and attachment substrate and suitable for the coastal environment. Stainless-steel components may be used where compatible with the aluminum drainage system and approved for the application. Provide isolation where required to prevent galvanic corrosion. Do not permit copper-containing drainage components or copper-bearing runoff to contact aluminum roofing, gutters or associated components.
12.6 Slope gutters to outlets without standing water.
12.7 Provide downspouts sized for the tributary roof area and design rainfall in accordance with applicable code and accepted industry practice.
12.8 Coordinate downspout discharge locations with existing drainage conditions. Do not discharge where water will create erosion, accessibility, pedestrian, foundation, or building-envelope problems.
12.9 New gutters and downspouts shall be sized and configured to provide proper drainage based on tributary roof area and applicable design rainfall. Existing downspout locations may be reused where suitable. New underground storm drainage piping is not required unless specifically indicated or directed by the Government. Downspouts may discharge at grade where doing so will not create erosion, accessibility, pedestrian, foundation, building-envelope, or drainage problems.
13. LIGHTNING PROTECTION SYSTEM – VISITOR CENTER
13.1 General
The Visitor Center has an existing lightning protection system that will be affected by replacement of the existing roof.
The Contractor shall remove existing roof-mounted lightning protection components affected by the Visitor Center roofing work and provide new aluminum-roof-compatible components and attachments necessary to leave the Visitor Center with a complete, functional, compliant, and certifiable lightning protection system. Existing down conductors, grounding electrodes, bonding components, and other portions of the existing system may remain where inspected by the qualified lightning protection installer and determined to be serviceable, compatible, and compliant.
Provide all labor, materials, coordination, attachments, transitions, testing, inspection, and certification necessary to leave the Visitor Center with a complete, functional, code-compliant, and certifiable lightning protection system.
Coordinate the lightning protection system with the roofing manufacturer and roofing installer so that installation of the lightning protection system does not compromise the roofing system, restrict required thermal movement, create incompatible-metal conditions, or void the roofing manufacturer's warranties.
13.2 Standards
Perform lightning protection work in accordance with the applicable requirements of:
• NFPA 780, Standard for the Installation of Lightning Protection Systems.
• UL 96A, Installation Requirements for Lightning Protection Systems.
• Applicable FBC/IBC requirements.
• Section 26 41 13 – Lightning Protection for Structures, where incorporated by the contract.
• Roofing manufacturer's published requirements and warranty requirements.
• Lightning protection component manufacturer's listed installation requirements.
13.3 Roofing Compatibility and Materials
Lightning protection materials and attachment methods located on, attached to, or immediately adjacent to the aluminum roofing system shall be compatible with the roofing manufacturer's requirements.
Aluminum or stainless-steel air terminals, conductors, trays, supports, clamps, fasteners, and related lightning protection components may be used where permitted by the lightning protection design, applicable listing, and roofing manufacturer.
Copper terminals, conductors, cables, trays, supports, fasteners, or other copper components shall not contact or be installed in close proximity to the aluminum roofing, flashings, trim, gutters, or other exterior aluminum components.
Copper components shall also not be positioned where rainwater or other runoff from the copper can wash onto the aluminum roofing, flashings, trim, gutters, or related aluminum components.
Provide listed and manufacturer-approved transition fittings, separation materials, barriers, or other means necessary where transitions between dissimilar lightning protection materials are required.
The completed installation shall not create galvanic-corrosion conditions or invalidate the roofing manufacturer's material, finish, or weathertightness warranties.
13.4 Galvanic Corrosion Protection
Bare copper shall not contact aluminum roofing or trim. Use aluminum conductors where required for exposed roof conditions or fully isolate incompatible metals using listed/approved transition fittings and barriers. Fasteners and clamps shall be compatible with the roof and lightning protection system. Where stainless steel is used adjacent to aluminum, provide isolation where required by the roofing/LPS manufacturer.
13.5 Roof Attachment
Use roofing-manufacturer-approved standing-seam clamps or other approved nonpenetrating attachment methods wherever practicable for attachment of air terminals, conductors, cable supports, and related roof-mounted lightning protection components.
Attachments shall not restrict thermal expansion or contraction of the standing seam roofing panels or interfere with panel clips, seams, drainage, flashings, or other roofing components.
Direct penetrations through the standing seam roof panels shall be avoided.
Where a penetration is necessary to provide a compliant lightning protection installation, the penetration shall be coordinated in advance with the roofing installer and roofing manufacturer and shall use a manufacturer-approved penetration, flashing, boot, sealant, or other approved watertight detail. Such penetrations shall not void the roofing warranty.
Coordinate lightning protection shop drawings with the approved roof panel layout before fabrication and installation.
Standing-seam lightning protection clamps shall be specifically suitable for the 2-inch PAC-CLAD Tite-Loc Plus mechanically seamed 180-degree seam configuration and shall be accepted by PAC-CLAD/Petersen for the intended application.
Clamps shall not penetrate, puncture, deform, disengage, or otherwise adversely affect the standing seam, panel finish, required thermal movement, or roofing manufacturer warranty.
Coordinate lightning protection attachment locations with the final approved Tite-Loc Plus panel layout and manufacturer-approved attachment details before installation.
13.6 Existing System Evaluation
Before installation of the new roof-mounted lightning protection components, the qualified lightning protection installer shall inspect the existing system components proposed to remain, including accessible down conductors, bonds, connections, grounding components, and transition locations.
Identify damaged, deteriorated, incompatible, noncompliant, or otherwise unsuitable existing components that prevent completion and certification of the required system.
Do not replace existing components outside the defined roof-related work without Government authorization unless replacement is necessary to satisfy the Contractor's specified lightning protection scope and certification requirements.
13.7 Installer Qualifications
Use a UL-listed lightning protection installer, Category OWAY or current equivalent, with documented experience installing lightning protection systems on standing seam metal roofing.
The lightning protection installer shall coordinate its work with the roofing installer and roofing manufacturer.
13.8 Submittals and Coordination
Before installation, submit:
1. Lightning protection system shop drawings showing air terminals, conductors, standing-seam clamps, supports, down conductors, transitions, bonds, grounding connections, penetrations, and components proposed to remain.
2. Product data for roof-mounted lightning protection components and attachments.
3. Lightning protection installer qualifications.
4. Written confirmation or documentation demonstrating compatibility of roof-mounted attachments and materials with the roofing system.
5. Details of proposed penetrations, if any.
6. Identification of existing lightning protection components proposed to remain or be replaced.
13.9 Testing, Inspection, and Certification
Upon completion, perform required inspection, continuity testing, grounding/system verification, and other testing necessary to demonstrate compliance with the applicable lightning protection requirements.
Obtain the UL inspection and UL Letter of Findings, Master Label, or other certification specifically required by the contract.
Correct deficiencies identified during inspection or testing before final acceptance.
13.10 Closeout
• As-built lightning protection layout.
• Test/continuity results.
• UL inspection report and certification.
• Product data and maintenance instructions.
• Written confirmation that the completed lightning protection installation does not void the roofing manufacturer's applicable warranties.
14. TEMPORARY WEATHER PROTECTION
Maintain each building continuously watertight throughout construction. Do not remove more roofing in one work period than can be securely dried-in before the end of that workday or before adverse weather, whichever occurs first.
Provide temporary coverings, tie-downs, drainage, interior protection, emergency materials, and labor necessary to protect the facility. Temporary protection shall resist anticipated wind and rain and shall not damage remaining construction.
The Contractor is responsible for water intrusion and resulting damage caused by failure of its temporary protection, sequencing, or incomplete work. Promptly dry, clean, repair, and restore affected Government property at no additional cost.
Submit an Inclement Weather/Hurricane Preparedness Plan describing forecast monitoring, daily dry-in limits, temporary securing methods, material storage, emergency contacts, and demobilization/securing procedures.
15. QUALITY CONTROL, INSPECTIONS, AND ACCEPTANCE
15.1 Quality Control Plan
Submit a project-specific Quality Control Plan identifying responsible personnel, inspection points, documentation procedures, testing/verification, nonconformance correction, and coordination with manufacturer inspections.
15.2 Preinstallation Conference
Before roofing installation, conduct a preinstallation conference attended by the Contractor, roofing installer, roofing manufacturer's representative, lightning protection installer for the Visitor Center, and COR. Review approved submittals, wind design, substrate acceptance, sequencing, weather protection, details, inspections, warranties, and coordination.
Confirm the approved Tite-Loc Plus configuration, .040-inch 3105-H14 aluminum, 16-inch panel width, 2-inch seam, factory seam mastic, verified roof slopes, verified nominal 5/8-inch plywood substrate, underlayment, clip type/material, clip spacing by roof zone, fasteners, engineered attachment, mechanical seaming procedures and equipment, roof transitions, lightning protection interfaces, manufacturer inspection requirements and warranty eligibility before installation.
15.3 Manufacturer Inspections
Provide manufacturer-authorized roofing inspections for each building as required for the specified roofing system and manufacturer weathertightness warranty.
At a minimum, provide:
1. Intermediate Inspection: Conduct after sufficient roofing work has been installed to permit evaluation of the roofing assembly but while critical components remain visible and accessible for inspection. Review substrate material, condition and thickness; underlayment; panel clips; clip type and material; fasteners;
attachment spacing by roof zone; panel installation and engagement; factory seam mastic; 180-degree mechanical seaming; thermal movement provisions; flashings; valleys; slope transitions; penetrations;
and Visitor Center lightning protection interfaces.
2. Final Inspection: Conduct after roofing installation and associated roof-mounted work are substantially complete. Verify completed roofing installation, flashings, trim, penetrations, mechanical seams, roof-mounted attachments, drainage, finish condition, and correction of deficiencies identified during prior inspections.
Submit written manufacturer inspection reports identifying observations, deficiencies, required corrective actions, and final acceptance necessary for issuance of the specified manufacturer warranty.
Correct manufacturer-identified deficiencies before final acceptance and warranty issuance.
15.4 Government Inspections
Government review or inspection does not relieve the Contractor of responsibility for complying with the contract.
Correct rejected or nonconforming work at no additional cost.
15.5 Final Cleaning
Remove debris, metal shavings, loose fasteners, sealant residue, protective films, temporary materials, and construction waste. Clean roof, gutters, grounds, and adjacent areas. Perform a final sweep for screws, sharp metal, and other hazards.
16. SAFETY AND SITE REQUIREMENTS
16.1 Provide portable sanitation facilities unless otherwise approved.
16.2 Submit a Site-Specific Accident Prevention Plan (APP) before mobilization.
16.3 Provide site-specific fall protection, rescue procedures, competent-person designations, hazard communication, heat-stress controls, electrical safety, ladder safety, and daily Activity Hazard Analyses/Job Hazard Analyses as required.
16.4 Provide scaffold, crane, lift, hoisting, and rigging plans when such equipment is used and when required by applicable standards.
16.5 Maintain 100 percent fall protection/tie-off where required by applicable standards and the approved plan.
16.6 Secure materials and equipment against wind. Do not store loose roofing panels or sheet metal in a manner that can become airborne.
16.7 The Government may stop work presenting an imminent danger or unacceptable risk. Such action does not relieve the Contractor of its safety responsibilities.
16.8 Limited use of existing Government electrical power and water will be permitted without charge where reasonably available and adequate for the intended construction use, subject to prior coordination and approval by the COR. The Contractor shall provide all temporary cords, hoses, connections, distribution equipment, protection, and incidental equipment required for its operations. The Government does not guarantee utility capacity beyond existing available service.
17. ENVIRONMENTAL AND RESOURCE PROTECTION
Comply with all project-specific National Park Service environmental compliance requirements and instructions provided by the Government. Protect vegetation, wildlife, cultural resources, soils, drainage, and adjacent habitat from construction impacts.
Protected species potentially encountered may include gopher tortoise, eastern indigo snake, beach mouse, and other species identified by the Government. The list is not exhaustive and does not replace project-specific environmental compliance documents.
• Immediately stop affected work in the vicinity of observed protected wildlife.
• Notify the COR or designated park representative.
• Do not capture, handle, feed, harass, relocate, or otherwise disturb wildlife unless specifically authorized.
• Prevent construction debris, sealants, fuels, wash water, and other contaminants from entering habitat, soil, stormwater, or waterways.
• Provide spill prevention and cleanup materials appropriate to the work.
• Contractor shall prevent the introduction or spread of invasive plant species by ensuring all construction vehicles, equipment, tools, and materials entering the park are clean and free of soil, seeds, plant material, and other biological debris. Equipment found contaminated shall be cleaned at an approved off-site location prior to entering the project area.
• Keep staging, storage, parking, and access within approved disturbed areas.
• Government-approved staging and laydown areas will be designated adjacent to each structure. The
Contractor shall coordinate the specific limits and configuration with the COR before mobilization and shall confine staging, parking, storage, dumpsters, and equipment to approved areas.
18. SUBMITTALS
Submit required documents sufficiently in advance to permit Government review and to avoid delay. Do not procure or fabricate permanent roofing materials until required product, shop drawing, field-verification, and engineering submittals affecting those materials have been reviewed and accepted in accordance with the contract. Government review does not relieve the Contractor from responsibility for errors, omissions, coordination, or compliance.
18.1 Field Verification and Constructability Summary.
18.2 Manufacturer Project-Specific Roofing System Design/Recommendation: Submit written project-specific roofing system design/recommendation from PAC-CLAD/Petersen for each building in accordance with Section 8. Documentation shall separately identify the Apollo District Visitor Center, Facilities Management Building, and Resource Management Storage Building and shall identify or confirm the applicable Tite-Loc Plus assembly, panel configuration, clips, clip material, clip spacing by roof zone, fasteners, verified substrate, underlayment, verified roof-slope suitability, thermal movement provisions, coastal corrosion requirements, applicable details, mechanical seaming requirements, and compatibility with the project-specific design pressures and manufacturer warranty requirements.
18.3 Project schedule and sequencing plan.
18.4 Schedule of Values and unit-price breakdowns as required by the contract.
18.5 Roofing Shop Drawings: Show Tite-Loc Plus panel layout, .040-inch 3105-H14 aluminum, 16-inch nominal panel width, 2-inch standing seam, seam orientation, panel lengths, verified roof slopes, clip type/material, clip spacing by roof zone, fastener type/material/coating/length and embedment, verified nominal 5/8-inch plywood substrate, field/perimeter/corner roof zones, enhanced attachment, fixed/floating conditions, thermal movement provisions, eaves, rakes, ridges, hips, valleys, slope transitions, penetrations, flashings, gutters, vented ridge conditions where applicable, factory seam mastic, mechanical seaming requirements, lightning protection interfaces, and other required details. Shop drawings shall incorporate and coordinate the accepted manufacturer project-specific roofing system design/recommendation and project-specific Florida PE engineering for each building.
18.6 Signed and sealed project-specific wind-uplift calculations and attachment requirements prepared by a Florida-licensed Professional Engineer in accordance with Section 8.
18.7 Roof panel, clip, fastener, underlayment, flashing, trim, sealant, gutter, and accessory product data.
18.8 Applicable Florida Product Approval documentation and evaluation reports.
18.9 Miami-Dade NOA or equivalent HVHZ performance documentation when proposed to satisfy the enhanced performance requirement.
18.10 UL 580 and ASTM E1592 test data applicable to the proposed assembly.
18.11 Roofing manufacturer's written installation instructions applicable to the proposed roof assembly, substrate, underlayment, clips, fasteners, flashings, penetrations, and accessories.
18.12 Roofing installer qualifications and documentation of current manufacturer authorization, approval, or certification where required for issuance of the specified manufacturer weathertightness warranty.
18.13 Manufacturer Warranty Eligibility Confirmation: Before ordering or fabricating permanent roofing materials, submit written confirmation from PAC-CLAD/Petersen that the proposed .040-inch 3105-H14 aluminum, 16-inch Tite-Loc Plus roofing system for each building, including panel configuration, factory seam mastic, mechanical seaming, clips, fasteners, verified nominal 5/8-inch plywood substrate, underlayment, flashings, sealants, project location and coastal exposure, verified roof slopes, project-specific engineered attachment configuration, installer qualifications, lightning protection interfaces where applicable, and manufacturer inspection program, is eligible for the specified 20-year manufacturer weathertightness warranty. Documentation shall separately identify the Visitor Center, Facilities Management Building, and Resource Management Storage Building.
18.14 Sample Warranties: Submit complete samples of the proposed manufacturer's 20-year weathertightness warranty and 30-year PVDF finish warranty, including applicable exclusions, limitations, owner maintenance requirements, inspection requirements, installer qualification requirements, and conditions…
