Normal work hours are 7:30 AM to 5:00 PM, Monday through Friday. The Contractor must obtain project-specific structural wind design per Florida Building Code and ASCE 7-22, submit required approvals including Florida Product Approval, and provide a minimum 20-year manufacturer weathertightness warranty (No-Dollar-Limit not required) plus a 10-year workmanship warranty. Manufacturer inspections are required at minimum once before concealment and once upon completion. The Contractor is responsible for field verification of substrate conditions, obtaining local building permits has been removed from scope, and all work must maintain continuous watertight conditions while coordinating with the Contracting Officer's Representative to minimize disruption to Government operations and visitor access.

QUESTIONS AND ANSWERS

Roof Replacement for Three Structures

Canaveral National Seashore

Solicitation No. 140P5426R0019

The following responses provide clarification to offeror questions. Where applicable, responses reference the corresponding paragraph of the revised Statement of Work (SOW). Offerors remain responsible for complying with the solicitation, revised SOW, applicable amendments, clauses, and attachments.

PROPOSAL AND GENERAL SCOPE

1. Site Superintendent Resume & Proposal Formatting

Question: Section A specifies that the Site Superintendent must be a direct employee of the Prime Contractor.

Should key personnel resumes (e.g., Site Superintendent) be included in Section I (Technical Proposal)?

Government Response:

Yes. Please include the required key personnel descriptions and resumes in the Technical Proposal in accordance with the solicitation proposal instructions.

Reference: Solicitation Section L/Technical Proposal requirements. This requirement is not established by the

SOW.

2. Rooftop Antennas

Question: Are there active antenna systems mounted on the FM Building or Storage Shed roofs? If so, will National Park Service personnel detach and re-attach these systems, or is the contractor required to perform this work?

Government Response:

The Contractor shall be responsible for temporarily disconnecting, removing or relocating, as necessary, and subsequently reinstalling/reconnecting existing antennas, conduits, equipment, and other items attached to or supported by the roof where necessary to accomplish the roofing work. All such work shall be coordinated with the COR prior to disconnection or removal. The Contractor shall verify existing conditions and operational requirements before disturbing any equipment and shall restore affected equipment to its preconstruction configuration and operating condition.

3. Chemical/Storage Shed Siding & Structural Framing

Question: Does the Government require replacement or repair of any deteriorated exterior wall siding or structural 2x4 wall framing on the Chemical Shed prior to roof installation, or is the scope strictly limited to the roof deck, fascia, and roof assembly?

Government Response:

The base scope is limited to the roofing-related work identified in the SOW. Replacement of exterior wall siding or structural wall framing is not included unless specifically identified elsewhere in the contract. If deterioration affecting the roofing work is discovered, the Contractor shall protect the affected area and notify the COR before proceeding.

4. Fascia Board Replacement Quantity

Question: Does the Government have an estimated linear footage of fascia replacement to be included in the base bid, or should this be handled on a unit-price basis?

Government Response:

The revised SOW requires replacement of all existing wood fascia included in the roofing work. Offerors shall therefore include complete fascia replacement in the applicable lump-sum price. A separate deteriorated-fascia unit price is not required.

5. Decking Replacement Unit Pricing

Question: Will the Government provide an estimated square footage allowance for bidding, or should offerors submit a separate unit rate breakdown ($/SF) alongside the lump-sum pricing schedule?

Government Response:

Deteriorated roof sheathing shall be replaced only after Government authorization and shall be measured and paid on a unit-price basis. The solicitation bid schedule will establish the applicable unit price and Government-estimated quantity, as appropriate, for proposal evaluation.

SOW Reference: §§6.2 and 18.

Solicitation Action: Add a unit-price item for deteriorated roof sheathing replacement if one is not currently included in the bid schedule.

MATERIAL STANDARDS AND WARRANTIES

6. Lightning Protection System Scope

Question: Please confirm that contractors should price a complete new aluminum-compatible lightning protection system using standing-seam clamp attachments.

Government Response:

Yes, for the Visitor Center. The Contractor shall remove existing roof-mounted lightning protection components affected by the roofing work and provide new aluminum-roof-compatible components and attachments necessary to leave the Visitor Center with a complete, functional, compliant, and certifiable lightning protection system. Existing down conductors, grounding electrodes, bonding components, and other portions of the existing system may remain where inspected by the qualified lightning protection installer and determined to be serviceable, compatible, and compliant. Roof-mounted attachments shall use roofing-manufacturer-approved standing-seam clamps or other approved nonpenetrating attachment methods wherever practicable. Bare copper shall not contact aluminum roofing or trim. Provide listed/approved transition fittings, barriers, or other isolation methods where required to prevent galvanic corrosion.

7. Roofing System Product Equivalence

Question: Please confirm if a Sentrigard/SentriClad ML 200 Series standing seam panel system meets the baseline requirements for standard submission during the technical submittal phase post-award.

Government Response:

PAC-CLAD Tite-Loc Plus is identified as the basis of design. Approved equal systems are permitted provided the proposed system meets all specified material, performance, Florida Product Approval, tested assembly, project-specific wind-design, substrate, slope, corrosion-resistance, and warranty requirements.

The Government is not confirming acceptance of a specific alternate product by trade name through this Q&A.

Compliance shall be demonstrated through the required product data, approvals, engineering, and submittals.

8. Warranty Type Specification

Question: Does the Government require a Manufacturer 20-Year No-Dollar-Limit (NDL) Weathertightness Warranty or a standard manufacturer weathertightness warranty?

Government Response:

The Government requires the minimum 20-year roofing manufacturer weathertightness warranty specified in the SOW. A No-Dollar-Limit (NDL) warranty is not specifically required.

PERIOD OF PERFORMANCE AND SITE OPERATIONS

9. Period of Performance & Notice to Proceed

Question: Given long-lead manufacturing times for custom aluminum roofing materials, will NTP for site construction be issued following submittal approval, or does the 180-day clock begin immediately upon award?

Government Response:

NTP will be issued following required submittal approvals and prior to mobilization to the work site. The contractual commencement and completion requirements will be governed by the applicable solicitation/contract provisions and NTP.

SOW Reference: §18 addresses required preconstruction submittals. Period of performance is governed by the solicitation and contract.

10. Allowable Working Hours

Question: Section H states work hours are 7:00 AM–4:30 PM, while SOW §3.4 lists 7:30 AM–5:00 PM. Please clarify the official allowable daily work hours.

Government Response:

Normal work hours for this project shall be 7:30 AM to 5:00 PM, Monday through Friday, unless otherwise approved by the CO/COR. The solicitation will be amended as necessary to eliminate conflicting work-hour requirements.

SOW Reference: §3.4.

11. Site Access, Gate Fees & Badging

Question: Will park entrance/gate fees be waived for contractor vehicles, trucks, and personnel? Are specialized NPS background badges or escorts required?

Government Response:

The Government will provide contractor personnel, vehicles, deliveries, and equipment the access necessary to perform the contract work. Contractor access shall be coordinated with the COR and remain subject to applicable park security, safety, traffic, and operational requirements.

12. Material Staging & Environmental Restrictions

Question: Will dedicated laydown/staging areas for materials and equipment be designated immediately adjacent to each structure?

Government Response:

Yes. A designated staging/laydown area will be provided adjacent to each structure. The specific limits will be coordinated with the COR prior to mobilization. Contractor staging, parking, storage, and access shall remain within approved areas and shall comply with the environmental protection requirements of the SOW.

13. Permitting Jurisdictions

Question: Are local municipal or county building permits required?

Government Response:

The requirement for Contractor-obtained local building permits has been removed from the project scope. The Contractor remains responsible for compliance with applicable codes, product approvals, inspections, certifications, and other requirements specifically established by the contract.

14. Payroll Submissions Format

Question: Are standard U.S. Department of Labor Certified Payroll Forms WH-347 required or are standard corporate payroll reports acceptable?

Government Response:

Weekly certified payroll submissions are required in accordance with the applicable Construction Wage Rate Requirements and contract labor clauses. Department of Labor Form WH-347 may be used; however, another payroll form is acceptable provided it contains all required information and the required Statement of Compliance.

SOW Reference: Not a technical SOW requirement; governed by the applicable solicitation labor clauses and wage determinations.

15. Temporary Utilities

Question: Will the Government allow the contractor to connect to existing electrical power and water services without charge?

Government Response:

Limited use of existing Government electrical power and water will be permitted without charge where utilities are reasonably available and adequate for the intended construction use, subject to prior coordination and approval by the COR. The Contractor shall provide all temporary cords, hoses, connections, distribution equipment, protection, and other temporary utility equipment necessary for its operations. Government availability or capacity beyond existing services is not guaranteed.

BUILDING 1 / VISITOR CENTER

16. Lightning Protection Attachment

Question: Please confirm the required attachment method for the lightning protection system to the new aluminum roofing.

Government Response:

Use roofing-manufacturer-approved standing-seam clamps or other approved nonpenetrating attachment methods wherever practicable. Direct penetrations through the standing seam roof panels shall be avoided. Where a penetration is necessary to provide a compliant lightning protection installation, it shall be coordinated in advance with the roofing installer and roofing manufacturer and shall use a manufacturer-approved watertight detail that does not void the roofing warranty.

SOW Reference: §13.5.

17. Roof and Gutter Colors

Question: Please confirm required colors.

Government Response:

Roof color will be selected by the Government from the roofing manufacturer's standard PVDF colors. Gutters and downspouts shall match existing gutters or be selected by the Government from the manufacturer's standard colors.

Color samples shall be submitted for Government selection.

SOW Reference: §§7.1, 12, and 18.

18. Wood Replacement

Question: How will additional deteriorated wood replacement be handled?

Government Response:

All existing fascia included in the roofing work shall be replaced as part of the base contract work. Deteriorated roof sheathing shall be replaced only after Government authorization and paid using the contract unit price. Structural framing repairs shall not be performed without written Government direction.

19. Staging / Access

Question: Please confirm approved staging areas and site access.

A Government-approved staging/laydown area will be provided adjacent to the structure. The specific limits and access route will be coordinated with the COR before mobilization.

BUILDING 2 / OTHER STRUCTURES

20. Roofing System

Question: Is the Government proceeding with the specified roofing system or switching to modified bitumen, TPO, or torch-down?

Government Response:

The Government is proceeding with the structural standing seam aluminum roofing system specified in the revised SOW for all three structures. Modified bitumen, TPO, or torch-down roofing is not the specified system.

21. Staging / Access

Government Response:

A Government-approved staging/laydown area will be provided adjacent to the structure. Specific limits and access routes will be coordinated with the COR before mobilization.

SOW Reference: §§3.3 and 17.

22. Roof Substrate / Decking

Question: Please confirm the existing substrate/decking.

Government Response:

Existing roof sheathing is understood to be nominal 5/8-inch plywood. The Contractor shall field verify the actual substrate material, thickness, condition, attachment, and suitability before ordering or fabricating permanent roofing materials. Field verification does not relieve the Contractor from complying with the approved/tested roofing assembly, project-specific engineering, applicable code, or roofing manufacturer requirements.

SOW Reference: §§3.1 and 6.2.

23. Site Visit Sign-In Sheet

Question: Will the site-visit sign-in sheet be available in the addendum?

Government Response:

No. The site-visit sign-in sheet will not be available for public viewing.

SOW Reference: Not applicable.

24. Proposal Due Date Extension

Question: Will the Government extend the bid date?

The Contracting Officer will determine whether an extension to the proposal due date is necessary.

SOW Reference: Not applicable.

25. Superintendent / SSHO / QA-QC

Question: Can the superintendent perform the SSHO and QA/QC functions?

Government Response:

A qualified individual may perform multiple project roles unless otherwise prohibited by the solicitation or applicable safety requirements, provided the individual meets all qualification requirements for each assigned role and can fully perform all associated duties without conflict or impairment.

SOW Reference: §§15.1 and 16.

26. Taxes

Question: Please confirm if tax should be included in our proposal.

Government Response:

Offerors shall address Federal, State, and local taxes in accordance with the applicable solicitation tax clauses. The Federal Government is generally exempt from direct State and local taxation; however, taxes applicable to Contractor or subcontractor purchases shall be treated in accordance with the applicable contract clauses and law.

SOW Reference: Not applicable; governed by the solicitation and applicable FAR tax clauses.

27. Wage Determination

Question: Please provide the latest wage determination for this project's county.

Government Response:

The wage determination for Volusia County included with the solicitation remains applicable to the Visitor Center location. A second applicable wage determination for the two structures located in Brevard County will be provided through amendment to the solicitation.

SOW Reference: §21 identifies project locations. Wage determinations are solicitation attachments.

28. Wage Determination Escalation

Question: Will the current prevailing wages remain consistent for the life of the project?

Government Response:

The wage determination incorporated into the awarded contract will be administered in accordance with the applicable Construction Wage Rate Requirements and contract labor clauses. Any required updates associated with a contract modification or other qualifying contractual action will be handled by the Contracting Officer in accordance with applicable requirements.

SOW Reference: Not applicable.

29. CLIN Award

Question: Will both CLINs be awarded at once?

The Government's intent is to award both CLINs at the same time.

SOW Reference: Not applicable.

30. Hazardous Materials

Question: Has the Government performed hazardous-material testing? If regulated materials are encountered, how will they be handled?

Government Response:

The SOW does not identify hazardous-material survey results for the existing roofing systems or associated materials. If suspect asbestos-containing, lead-containing, or other unidentified regulated material is encountered, the Contractor shall stop affected work, protect the area from disturbance, and immediately notify the CO and COR.

The Government will provide direction before affected work resumes.

31. Existing Structural Roof Information

Question: Please identify deck/sheathing material, thickness, framing type, and framing spacing for each structure and provide available structural drawings.

Government Response:

Existing roof sheathing is understood to be nominal 5/8-inch plywood; however, actual substrate material, thickness, condition, and attachment shall be field verified by the Contractor. Existing framing type and framing spacing are not established by the SOW and shall be field verified where necessary to perform the Work and complete the required project-specific engineering. Available reference information is provided for general information only and does not replace Contractor field verification.

SOW Reference: §§3.1, 6.2, 8, and 22.

32. Sheathing Unit Price

Question: How should deteriorated sheathing replacement be priced?

Government Response:

Deteriorated sheathing shall be measured and paid using the unit price established in the contract schedule. The solicitation will establish the applicable unit-price item and Government-estimated quantity, as appropriate, for proposal evaluation.

33. Fascia Unit Price

Question: Should bidders include all fascia, an allowance, or a unit price?

Government Response:

All existing wood fascia included in the roofing work shall be replaced and included in the applicable lump-sum price. A separate fascia allowance or unit price is not required.

SOW Reference: §§4 and 11.

34. Approximate Roof Areas

Question: Are the stated roof quantities actual sloped areas or approximate quantities?

Government Response:

The stated roof areas are approximate and are provided for general project identification only. Offerors/Contractor are responsible for verifying quantities, dimensions, slopes, and existing conditions necessary to perform the Work.

SOW Reference: Note immediately preceding §1 and §21.

35. Structural Wind Design Criteria

Question: Please provide project-specific structural design criteria.

Government Response:

The Contractor's Florida-licensed Professional Engineer shall determine project-specific wind loads and attachment requirements in accordance with the applicable Florida Building Code and ASCE 7-22 using actual field-verified building geometry and site conditions. Calculations shall address the design parameters identified in the SOW.

The Contractor shall also obtain the roofing manufacturer's project-specific roofing system design/recommendation for each building and coordinate the manufacturer-supported Tite-Loc Plus assembly with the project-specific engineering. The final coordinated design shall identify the applicable panel, clips, clip spacing, fasteners, substrate, and attachment requirements for applicable field, perimeter, and corner roof zones.

SOW Reference: §§3,1, 8.1, 8.2 and 18.

36. Florida Product Approval / Miami-Dade NOA

Question: Must the assembly have both Florida Product Approval and Miami-Dade NOA?

Government Response:

A current applicable Florida Product Approval is required. A Miami-Dade NOA is not independently required where equivalent documentation demonstrates compliance with the SOW's enhanced HVHZ-performance criterion.

The proposed assembly must also satisfy the project-specific engineered design pressures and applicable tested-assembly limitations.

SOW Reference: §§7.1, 8 and 18.

37. Panel, Flashing, Gutter and Downspout Colors

Government Response:

Roof color will be selected by the Government from the manufacturer's standard PVDF colors. Gutters and downspouts shall match existing gutters or be selected by the Government from the manufacturer's standard colors.

Required material color samples shall be submitted after award.

SOW Reference: §§7.1, 12 and 18.

38. Warranty Requirements

Question: Must the 20-year warranty be NDL, and who provides the 10-year workmanship warranty?

A No-Dollar-Limit warranty is not specifically required. The SOW requires a minimum 20-year roofing manufacturer weathertightness warranty covering the installed roofing system. The minimum 10-year workmanship warranty shall be provided by the Contractor/roofing installer.

SOW Reference: §§19.1 and 19.3.

39. Manufacturer Inspections

Question: How many manufacturer inspections are required?

Government Response:

For each structure, provide at minimum one intermediate manufacturer-authorized inspection before critical or concealed roofing work is covered and one final manufacturer-authorized inspection following completion.

Additional inspections shall be provided where required by the manufacturer to maintain warranty eligibility.

SOW Reference: §15.3.

40. Lightning Protection Replacement vs. Reinstallation

Question: Is the intent to reinstall the existing system or provide an entirely new system?

Government Response:

The Visitor Center has an existing lightning protection system affected by the roof replacement. The Contractor shall remove existing roof-mounted lightning protection components affected by the roofing work and provide new aluminum-roof-compatible components and attachments necessary to leave the Visitor Center with a complete, functional, compliant, and certifiable lightning protection system. Existing down conductors, grounding electrodes, bonding components, and other portions of the existing system may remain where inspected by the qualified lightning protection installer and determined to be serviceable, compatible, and compliant. The Facilities Management Building and Storage Shed are not identified by the SOW as requiring lightning protection work.

SOW Reference: §§4 and 13.1–13.6.

41. UL Certification

Question: Is either a UL Letter of Findings or Master Label acceptable?

Government Response:

Yes. A UL Letter of Findings, Master Label, or equivalent certification acceptable under the contract may be provided. Required certification shall be submitted before final acceptance.

SOW Reference: §§13.9 and 13.10.

42. Existing Lightning Protection Documentation

Question: Are existing drawings, UL reports, Master Labels, grounding tests, or certifications available?

Government Response:

No additional existing lightning protection documentation is identified in the SOW as Government-furnished information. Any additional records located and determined appropriate for release may be provided by amendment.

43. Removed Lightning Protection Materials

Question: Does the Government intend to retain all removed lightning protection material?

Government Response:

No. Unless specifically identified by the Government for salvage, removed materials become Contractor property and shall be legally disposed of or recycled off site. Government property specifically identified for salvage shall be delivered to the location directed by the COR.

44. Gutters and Downspouts

Question: Should new gutters/downspouts replicate the existing layout or be redesigned, and are underground connections required?

Government Response:

New gutters and downspouts shall be sized and configured to provide proper drainage based on tributary roof area and applicable design rainfall. Existing downspout locations may be reused where suitable. New underground storm drainage piping is not required unless specifically indicated or directed by the Government. Downspouts may discharge at grade where doing so will not create erosion, accessibility, pedestrian, foundation, building-envelope, or drainage problems.

SOW Reference: §12.

45. Sequencing / Occupied Facilities

Question: Please identify sequencing, daily dry-in, restricted areas, and limits on roof area opened at one time.

Government Response:

The Contractor shall maintain safe Government and visitor access and maintain each structure continuously watertight. The Contractor shall not remove more roofing during a work period than can be securely dried-in before the end of that workday or before adverse weather, whichever occurs first. Work shall be coordinated with the COR to minimize disruption to Government operations and visitor access.

SOW Reference: §§3.3 and 14.

46. Staging, Dumpster, Equipment & Storage

Question: Please identify approved staging, dumpster, crane/lift, material-storage areas and access restrictions.

Government Response:

Government-approved staging/laydown areas will be provided adjacent to each structure. The specific limits, dumpster locations, equipment areas, delivery routes, and material-storage locations shall be coordinated with the COR before mobilization. Materials and equipment shall be secured against wind and shall remain within approved areas.

SOW Reference: §§16 and 17.

47. Underlayment Thickness

Question: Will a manufacturer-approved high-temperature underlayment with a published thickness below 60 mil be acceptable?

Government Response:

Yes. The revised SOW requires a minimum 40-mil nominal thickness, smooth, non-granular, high-temperature self-adhered waterproof roofing underlayment. A manufacturer-approved underlayment having a nominal thickness of 40 mil or greater is acceptable provided it complies with the revised SOW, applicable approved/tested roofing assembly, Florida Product Approval/evaluation documentation, and PAC-CLAD/Petersen installation and warranty requirements. A product below 40 mil does not satisfy the minimum requirement unless the SOW is further revised by amendment.

48. SDVOSB Set-Aside

Question: Please confirm that this procurement is restricted to SDVOSB concerns.

Government Response:

The requirement is set aside for Service-Disabled Veteran-Owned Small Business concerns. The solicitation will be amended as necessary to reconcile any inconsistent set-aside provisions or clauses.

SOW Reference: Not applicable.

49. Brevard County Wage Determination

Question: Please provide the applicable wage determination for the Titusville work locations.

Government Response:

A second applicable wage determination covering the two structures located in Brevard County will be provided through amendment to the solicitation.

SOW Reference: §21 identifies the project locations. Wage determination requirements are governed by the solicitation.

50. Work Hours

Question: Please clarify whether the SOW work hours of 7:30 AM–5:00 PM or Section H hours of 7:00 AM–4:30 PM govern.

Government Response:

Normal project work hours shall be 7:30 AM to 5:00 PM, Monday through Friday, unless otherwise approved by the CO/COR. The solicitation will be amended as necessary to eliminate conflicting work-hour requirements.

SOW Reference: §3.4.

51. EM 385-1-1 Applicability

Question: Please confirm whether compliance with EM 385-1-1 is required.

Government Response: Compliance with EM 385-1-1 is not specifically required by this contract. The Contractor remains responsible for compliance with OSHA 29 CFR Part 1926 and all safety requirements established by the solicitation, contract, and SOW, including the Site-Specific Accident Prevention Plan, applicable fall protection and rescue requirements, competent-person requirements, equipment safety requirements, and Activity Hazard Analyses/Job Hazard Analyses.

52. Past Performance Examples

A separate narrative is not required.

c. Can supplemental project information be provided with the PPQ?

Government Response:

If previous clients need to provide supplemental project-description or relevance information beyond the PPQ, they may include the additional information in the email transmitting the PPQ to the Contracting Officer. PPQs must be transmitted directly from the previous client to the Contracting Officer and received by the proposal deadline.
