About this opportunity

The Federal Bureau of Prisons is seeking a firm-fixed-price construction contract to replace storm-damaged roofing at the Federal Correctional Institution (FCI) Ashland in Kentucky. The project requires removing and replacing approximately 42,500 square feet of roofing across multiple buildings including the Administrative/Food Service Building, Chapel, Education, Recreation facilities, and flat portions of A and B Housing Units. Contractors must provide all necessary equipment, materials, and incidentals to complete the roofing replacement according to the Statement of Work specifications, with a performance period of 350 calendar days after notice to proceed. The solicitation underwent three amendments, with site visits conducted on July 30, 2025, and September 3, 2025, to allow contractors to assess the project requirements. The final bid submission deadline was September 15, 2025, at 2:00 p.m. CST, with electronic submissions required through a specified JEFS APP BOX link. Eight contractors ultimately submitted bids ranging from $817,000 to $3,239,698, with Alpha Roofing Systems, LLC providing the lowest bid.

This procurement is set aside exclusively for small businesses under NAICS code 238160 (Roofing Contractors) with a size standard of $19 million in annual receipts. The project's estimated magnitude falls between $1,000,000 and $5,000,000 according to Federal Acquisition Regulation guidelines, with liquidated damages of $1,446.68 per calendar day for delays beyond the scheduled completion date. The work will be performed at the Federal Prison Camp within FCI Ashland, located at State Route 716, Ashland, Kentucky 41105, in Summit, Kentucky. Due to the federal prison setting, contractors must comply with strict security protocols including background checks, tool accountability procedures, specific dress codes, and no-contact policies with inmates. All bidders were required to provide 20% bid security, be registered in the System for Award Management (SAM), and demonstrate compliance with Davis-Bacon Act prevailing wage requirements for the local area.
