Participants will meet at FCI Ashland, St Route 716 Ashland, KY 41105. Please be present in the Front Lobby no later than 8:45 a.m. to begin processing with the Front Lobby Officer. This will ensure the meeting is started on time. All prospective bidders who plan to attend this site visit, though attendance is not mandatory, are required to complete the "Authorization for Release of Information" Criminal History Check Form (in Section 5 - attachments) and email to Steven Holmes (s2holmes@bop.gov) Jeremy Anderson (jtanderson@bop.gov. ) Ensure you have a coversheet with your firm's information and address the coversheet to Mr. Holmes. If you need to contact Mr. Holmes regarding your clearance, his phone number is 606-928-6414 X 4050. Do not call Mr. Holmes for any other purpose regarding this solicitation. All forms shall be filled out legibly in dark ink or typewritten and must be submitted no later than August 29, 2025, 12:00 p.m. This will allow the Bureau of Prisons ample time to conduct a limited background security clearance for all persons who will be attending this conference. If you do not submit this form by August 29, 2025, at 12:00 p.m., you will not be granted access to the pre-bid meeting or site.

II. PURPOSE OF MEETING:

The purpose of this meeting is to familiarize the contractor with the unique circumstances and requirements surrounding a correctional setting. This meeting is also to explain the solicitation, as issued, and not to furnish additional information.

Nothing said here shall be interpreted as a change to the solicitation without the issuance of a formal amendment through the FAO Contracting Officer, Kimberly Johnson.

III. MINUTES:

Minutes will be recorded and distributed via www.sam.gov.

IV. SITE VISIT INFORMATION:

The deadline for submission of bids for this project is August 25, 2025, by 2:00 p.m. See Instruction to Bidders for electronic bid submission guidance.

VII. GENERAL TOPICS:

The following submission/completion items will be addressed:

1. From the solicitation, each bidder SHALL complete and submit the following forms, clauses, and statements with his/her bid. Failure to do so may cause your bid to be considered as non-responsive:

• BID SUBMISSION COVER PAGE: Please include Name of Company, UEI number, and Bid Bond mail (Fedex, UPS, USPS) tracking number.

• STANDARD FORM 1442 Pages 1, 2, 4, and 49 thru 58: Please include DUNS number and Tax ID# and e-mail address where indicated in block 10 and complete blocks 14-20c. If your company has a “doing business as” name reflected in you SAM registration, include this name as well in Block 14. Ensure the address typed in block 14 matches the address in your SAM registration.

• PAST PERFORMANCE SUBMISSION: Please ensure the Cover letter is reviewed and complied with its entirety. References and banking submissions must be submitted in advance to the bid opening directly to knjohnson@bop.gov via email. CPARS entries are also acceptable.

• COMMODITY OR SERVICES SCHEDULE (PAGE 4): Complete the Unit Price (JB = job) and Amount blocks (these amounts will be the same). Note: The amounts listed in this section should be the same as the amount listed in block 17 of the SF-1442.

• BID GUARANTEE: See Page 5 of the solicitation. A bid bond must be submitted in original (ink signatures) with your solicitation. The penal sum of the bond must be at least 20% of the bid price, not to exceed $3 million, whichever is less. A blank bid bond was included in the solicitation. • REPRESENTATIONS AND CERTIFICATIONS: All contractors submitting a bid must be registered in the System for Award Management (SAM) at www.sam.gov with the North American Industry Classification Standard code (NAICS) 238160 which is applicable to this acquisition.

• FAR PROVISION 52.204-8: Pursuant to the section (b) (1) of this provision, provision 52.204-7 is included in this solicitation. Therefore, bidders should not mark either of the two options under section (b)(2). Leave these options unmarked.

2. Other general items to be addressed:

• DAVIS BACON ACT: This contract is subject to the Davis Bacon Act. Wage Decision KY20250101 is applicable for this area. All applicable workers must be paid according to the terms of the wage decision.

• LICENSING AND PERMITS: All required licensing, and permits are required to be obtained by

4 | P a g e the contractor who receives contract award.

• MAGNITUDE: The magnitude of the project is between $1,000,000 and 5,000,000

• WORK HOURS: Work hours within the secure perimeter shall be between 7:30 am to 3:30 pm Monday through Friday excluding weekends and federal holidays.

• COR: The Contracting Officer’s Representative (COR) is Mr. Steven Holmes, Facilities Manager at FCI Ashland.

• PERIOD OF PERFORMANCE: The completion period is 350 calendar days after issuance of notice to proceed.

• TIME EXTENSIONS: Time extensions for inclement weather will not be granted unless the weather is unusually severe and abnormal in comparison to prior years.

• LIQUIDATED DAMAGES: Liquidated damages for this project are in the amount of $1,446.68 per calendar day of delay after scheduled completion.

• PRE-CONSTRUCTION CONFERENCE: A Pre-Construction conference is required after the contract is awarded and will be scheduled accordingly.

• PROGRESS SCHEDULE: A copy of the progress schedule is to be provided to the Contracting Officer and COR as soon as possible. Each time the progress schedule is changed, it must be provided to both the Contracting Officer and COR. It is suggested an updated document be provided by the Prime Contractor at the mandatory monthly progress meeting.

• PROGRESS MEETINGS: Progress meetings are mandatory and will be scheduled monthly.

• PAYMENT REQUESTS: Application for payments are to be submitted on AIA G702(Continuation) or the contractors own form as long as the information is similar to the G702. Contactors can get these forms from the following website www.aiabookstore.com

• QUESTIONS: Oral questions asked at Site Visit of a technical nature are not acceptable due to the possibility of misunderstanding or misinterpretation. All questions shall be sent in WORD FORMAT to Kimberly Johnson, FAO Contracting Officer, via email at knjohnson@bop.gov. In order to provide sufficient response time prior to the bid due date, the Government has establishing that questions be submitted no later than August 1, 2025, at 12:00 p.m.

• ACCESS TO SITE/PARKING OF VEHICLES: Only public parking will be available for contractor work vehicles.

• STORAGE OF MATERIALS: Storage of materials will be coordinated with the COR.

• CONTRACTOR TEMPORARY OFFICE: No temporary office space will be provided.

• INSPECTIONS: "Punch List" items generated by inspections will be corrected and discrepancy items re-inspected and approved before contract closure takes place. Should any work be covered without proper notification, the contractor shall uncover that work for inspection at his own expense.

3. SAFETY POINTS:

• The contractor is responsible for providing required protective gear to all contractor workers, should it be required. Contractor will ensure that all workers have proper safety gear at all times.

• Contractor is responsible for the prevention of accidents on the project site and has spill kit onsite and containment procedures. OSHA requirements will be adhered to.

• The Contractor will have a Safety Representative on site at all times during the completion of this project.

• Proper storage of any chemicals in lay down yard with SDS present.

4. SECURITY

• ADVERSE WEATHER: Whenever adverse weather conditions or other institution emergency contingencies are in effect; contract workers will not be permitted passage into the secure institution. Should emergency conditions be implemented while contract workers are inside the secure perimeter, they will be required to secure their tools, remove vehicles and equipment, and leave the institution grounds until the emergency situation has been resolved.

Depending upon the nature of the emergency, this normally will not affect any construction outside of the secure perimeter. Contractor is reminded that fog days will be treated like rain days. The performance period of 350 days will allow adequate time to complete the job, and no consideration will be allowed for normal rain days and normal fog days. The normal rain, snow or fog days will be based on the average over the last ten (10) years for the local community.

• SECURITY CLEARANCES: Contract workers are subject to security investigative procedures.

Please refer to the contract for details. Please refer to Page 8 of the solicitation.

• EMPLOYEE IDENTIFICATION: Contractor personnel working on project site must bring valid photo identification to the institution each day. The identification will be surrendered upon entry to and returned upon exit from institution property.

• TOOL ACCOUNTABILITY: Strict accountability and control of all contractor tools and hazardous materials must be maintained at all times. All contractor tools to be used inside the secure perimeter must be inventoried and accounted for at the conclusion of the workday Contractor tools may not be stored on-site overnight. The contractor should provide for enough time at the conclusion of the workday for the return and accounting of all tools issued during the workday. Lost or missing tools must be reported to the COR the Captain immediately.

• ILLEGAL ITEMS ON FEDERAL PROPERTY: Firearms, ammunition, knives, other weapons, drugs, narcotics, and alcoholic beverages are not permitted inside/outside the secure perimeter or anywhere else on Federal property at any time. This includes the private vehicles of contract workers. Violators will be subject to criminal prosecution. All persons, vehicles, and equipment are subject to search by institution authorities at any time.

• NO CONTACT WITH INMATES: Contract workers are not to have any contact with inmates at any time. No photographs may be taken of inmates.

• CONTRACTOR EMPLOYEE WORK DRESS: Green or khaki‐colored clothing is not allowed, as inmates wear these colors.

• PHOTOGRAPHS: The institution’s Facilities Department maintains a digital camera that will be utilized by FBOP staff to document the project work. The Contractor may request copies of these photos and may request that photos be taken for specific conditions. Cellular telephones equipped with photographic capabilities are prohibited on the project construction site.

Addendum # 1- Project 25Z1AJ1 Replace Roof Storm Damage FCI Ashland, KY

1.0 INTRODUCTION/OVERVIEW

This is an addendum to the originally signed SOW for Project 25Z1AJ1 Replace Roof Storm Damage. Additional line items and information based on site visit questions is needed to complete the project as described in detail below.

2.0 BACKGROUND

The FPC at Ashland received severe damage caused by storm damage and with the age and condition of the roof it needs a replacement.

3.0 SCOPE

A. REMOVE:

(d)(iv) Remove the existing roof membrane and ISO board to metal deck.

Replace with:

(d)(iv) Existing lightweight insulating concrete to remain in place.

B. Remove:

(d)(v) Install layer of tapered Expanded Polystyrene (EPS) insulation over the existing metal deck capable of ensuring proper drainage. The (EPS) shall be secured mechanically.

Replace with: Assume up to 4,000 Sq Ft. of existing lightweight insulating concrete requires repair/replacement.

C. Remove:

(d)(vi) Install new full force EPDM ballast roof system using sixty (60) mil gray membrane with six (6) inch roof laps.

Replace with:

Pre-installation assessment and preparation

1) Existing Roof Inspection: Conduct a thorough inspection of the existing LWIC deck to assess its condition, identify any damaged areas, and ensure structural soundness and ability to support the new roofing system.

2) Moisture Detection and Remediation: Check for moisture within the existing LWIC. If moisture is present, take appropriate measures to dry the deck and address the source of moisture prior to TPO installation.

Surface Preparation:

1) Thoroughly clean the existing LWIC deck, removing all dust, debris, and loose material.

2) If excessive dust or dirt is present, a primer shall be required prior to adhesive application.

3) Cure Time (for new or replaced LWIC sections): If any sections of the lightweight insulating concrete have been recently poured or repaired, allow a minimum 48-hour cure time, or longer as recommended by the LWIC manufacturer, before proceeding with TPO installation.

4) Repair any cracks or holes in the existing LWIC with a suitable concrete patching compound.

Addendum- Project 25Z1AJ1

Replace Roof Storm Damage FCI Ashland, KY

1) Membrane Relaxation: Unroll the TPO membrane and allow it to relax on the roof deck for at least 15-30 minutes (longer in colder weather) to minimize wrinkles and facilitate proper adhesion.

2) Bonding Adhesive Application (Kiss Coat): Apply a light coat of TPO Bonding Adhesive or another manufacturer-approved bonding adhesive to the existing LWIC surface.

3) Flash-Off Time: Allow the kiss coat to flash off as recommended by the adhesive manufacturer before applying the full application rate of bonding adhesive.

4) Full Adhesive Application: Apply the bonding adhesive to both the back of the TPO membrane and the LWIC surface, following the manufacturer's recommended application rate and method.

5) Placement and Adhesion: Carefully position the TPO membrane onto the adhesive-coated substrate, ensuring proper alignment and overlap.

6) Rolling and Bonding: Use a stiff bristle broom to brush or roll the membrane from the center outwards to eliminate air pockets and ensure a strong, even bond.

Seaming:

1) Overlap adjoining sheets of TPO membrane by a minimum of 3-6 inches. Hot-air weld all seams using an automatic welding machine for field seams and a hand welder for flashings and areas inaccessible by the automatic welder. Ensure a minimum 3-inch weld at all seams.

D. Install two-way pressure relief breather vents design to reduce moisture and allow trapped air to escape.

Quantities and location determined by manufacturer recommendation for square footage and layout.

E. Contractor shall be responsible if raising rooftop conduits and mechanical equipment is required.

Flashing Heights

8. Will the Government accept less insulation as part of this project to avoid raising mechanical equipment, skylights atrium, and perimeter copings? There are numerous conduits, gas lines, and other penetrations that will require significant modification if the overall insulation height from the metal deck is raised.

Shingle Tie-In

15. Is the Government aware that the shingles on the sloped sections are discontinued, and that the tie -in between new roofing and existing shingles will not match in appearance or color?

EIFS Condition

16. Is the Government aware that the EIFS along the parapets on the shingle sections has reached the end of its useful service life and is non-repairable? If shingle replacement is required, the deteriorated EIFS may allow water infiltration into the roofing system.

17. How does the Government intend to handle access to the west buildings, and what limitations apply to the use of material handling equipment in these areas?
