About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command (MICC) at Fort Bliss seeks bids for roof replacement and interior repair at Building 2414, Fort Bliss, Texas, with sealed bids due and opened August 13, 2026. This is a 100% small business set-aside under NAICS 238160 with a small business size standard of $19 million.
Place of performance is Fort Bliss, Building 2414, Texas. The contract is firm-fixed-price with a 180-calendar-day period of performance from Notice to Proceed (NTP), with liquidated damages of $1,717.14 per calendar day for delays beyond that window. The estimated construction magnitude is between $1 million and $5 million.
The scope includes complete removal and replacement of the existing roof system with a new fully adhered TPO membrane over R-38 polyisocyanurate insulation, new gutters and downspouts, removal and replacement of interior gypsum board ceilings and vinyl composition tile flooring across all three building levels, gypsum board wall repair, and installation of new LED light fixtures. The facility will remain occupied during construction; the contractor must provide temporary heating and cooling as necessary. Structural work includes 700 square feet of roof deck replacement.
The contractor must coordinate all asbestos and lead-based paint abatement with the DPW Environmental Division. A December 2008 asbestos survey detected no ACM greater than 1%, but a lead-based paint survey identified 32 locations at or above the 0.3 mg/cm² action level, primarily on exterior surfaces and basement areas.
The awardee must provide a full-time superintendent as a key position that cannot be subcontracted. All work must be performed simultaneously. A bid guarantee of 20% of the bid price or $3 million (whichever is less), performance bond, and payment bond are required. Key personnel include a Project Manager, Superintendent, and Site Safety and Health Officer/Quality Control Manager, each with five years of experience. Prevailing wage rates per Davis-Bacon Act General Decision TX20260245 apply. Award is based on price as the sole evaluation criterion, to the responsive and responsible bidder.
