About this file
This is a Request for Information (RFI) Questions and Answers document for federal contract W911SG26BA005, concerning roof replacement and repair work on Building 2414 at Fort Bliss.
The document addresses eight questions from prospective contractors regarding project scope, site access, and technical specifications. Key clarifications include: core samples for roof composition analysis must be obtained by the contractor as part of their bid; drone authorization requires FAA registration and approval from both Fort Bliss and El Paso International Airport, with processing taking one to three weeks; additional site visits require 48-hour advance coordination with the Contracting Officer Representative and the Contract Specialist, with contractors responsible for providing their own equipment such as ladders; the laundry wall box and center drain represent a removal and replacement of existing equipment with contractor-provided materials; fire alarm strobe light deficiencies existing prior to construction are not the contractor's responsibility, though any damage caused during construction must be replaced by the contractor; roof component dimensions are specified as 5-inch minimum drip edge, 6-inch minimum gutter and downspout sizes, with gravel stop not required; submission tabs F, G, and H should be emailed to shawn.t.munro.mil@army.mil by bid opening time but need not be included in the physical sealed bid package; and the R-38 insulation requirement is specified as overall rather than average. The document serves to provide prospective bidders with clarifications necessary for accurate estimate preparation.
