About this file

This is a Record of Environmental Consideration (REC) for a design review project at U.S. Army Garrison-Fort Bliss (NEPA Log #26-0332, AMD 10098 6J) for Building 2414. The project involves removal and replacement of the existing roof, gutters, downspouts, interior ceilings, flooring, gypsum board wall repair, and installation of new light fixtures on all three levels due to water damage. The anticipated project start date is upon approval, with work required to be completed within 365 days of the review date (4/10/2026), and the review expires on 4/23/2027.

The environmental review identifies critical compliance requirements across multiple programs with "YES-WITH COMMENTS" or conditional concurrences required from reviewers including Lead and Asbestos, Hazardous Materials, Hazardous Waste, Solid Waste, Wastewater, and Stormwater programs. Key environmental requirements include: completion of an Asbestos-Containing Materials and Lead-Based Paint survey (attached); EPA-certified HVAC/refrigerant technicians; hazardous materials inventory and Safety Data Sheets; proper waste disposal coordination with DPW-ED for asbestos, lead, and regulated waste; wastewater compliance per Scope of Work sections 2.6.5.1 and 2.6.5.2; stormwater management ensuring less than one acre disturbance with no contaminants entering stormwater systems; and removal of references to desk-side recycling containers from the Scope of Work. The project qualifies for Categorical Exclusion (CatEx) under routine building repair provisions but requires a REC due to presence of special hazards (asbestos and lead-based paint). The REC was approved on 4/23/2026 by NEPA Program Manager Constance Parra with signatures from Project Proponent Carl Aufdenkampe (4/28/2026) and Environmental Officer Shane Offutt (4/28/2026).

2. PM Responsibility: The Project Manager/Proponent must resolve all environmental issues prior to project award. Concurrence is predicated on full adherence to this guidance.

3. Review Scope: This document identifies potential environmental impacts but does not constitute a technical approval of final plans, specifications, or drawings.

4. Legal Compliance: The Proponent is responsible for complying with all applicable federal, state, and local laws, and Army policies regardless of whether they are specifically cited herein.

5. Validity & Resubmission: Approval is contingent upon an unchanged Scope of Work.

o Work must be completed within 365 days of the review date.

o Package resubmission is required if the project changes or the review expires.

o The Proponent must ensure all required documentation is submitted to DPW-Environmental.

6. No Regulatory Relief: This review does not exempt or relieve the Proponent from complying with all applicable federal, state, or local environmental or other laws. Proponent will be liable for fines imposed.

% Design Review AMD 10098 6J The scope of work for this project includes the removal and replacement of the existing roof, gutters and downspouts, and the removal and replacement of interior ceilings and flooring, gypsum board wall repair, and new light fixtures of interior rooms on all three levels due to water damage.
