About this opportunity
The U.S. Air Force Air Education and Training Command seeks a full replacement of the backup generator system serving Radar site B2021 at Columbus Air Force Base, Mississippi, with proposals due July 20, 2026. The procurement is a 100 percent small business set-aside under NAICS code 236220 (Commercial and Institutional Building Construction).
Place of performance is Columbus, Mississippi. The contractor must provide all plant, labor, equipment, transportation, and tools to demolish and replace the existing 277/480V 128 kVA Kohler generator with a new diesel generator of maximum 128 kVA capacity that matches or exceeds existing capabilities. Scope includes a new automatic transfer switch (4-pole/4-wire with overlapping neutral), double-walled fuel tank sized for 72 hours of full-load operation, 25-gallon day tank, fuel lines and pump, new exhaust system, electric heater with sensors, new grounding conductors, and a 100 kW load bank. The new generator must incorporate a preheat system and achieve 100 percent load acceptance within 15 seconds, including 100 percent unbalanced load capability. Work must comply with UFC standards, Columbus AFB Installation Facility Standards, NFPA codes, and NEC guidelines.
Period of performance is 180 calendar days from Notice to Proceed. The contractor must submit design documents at 35, 65, 95, and 100 percent completion stages. A one-year warranty on materials and workmanship is required, along with NFPA 110 load test startup service. Contractors may propose alternate generators if they match the existing system's specifications; while a sole-source justification references Cummins generators, other manufacturers are acceptable. All personnel with access to Controlled Unclassified Information must complete CUI training and sign the MFR Contractor CUI Training Acknowledgment before accessing drawings and associated documentation.
A site visit occurred June 4, 2026. The solicitation has been amended four times: Amendment 01 extended the deadline from June 29 to July 20 and changed the contracting specialist to Daniel Bermudez; Amendment 02 added the B2021 Generator As-Builts attachment; Amendment 03 added B2021 Electric Meter Data; Amendment 04 updated the SOW dated July 13. RFI Q&A has been posted with corrected answers to questions 9 and 15. Award will be made using lowest-price technically-acceptable methodology with evaluation factors including price, technical acceptability, and past performance. Prevailing wage rates per Davis-Bacon Act apply, with union rates including Electrician at $28.80 plus $14.14 fringe and Ironworker Structural at $30.00 plus $19.58 fringe.
