About this file
This file contains Requests for Information (RFI) and their corresponding answers related to the B2021 Radar Generator replacement project at Columbus Air Force Base (AFB).
The RFI responses provide clarification on critical project requirements and existing conditions. Key clarifications include: superintendent and quality assurance/quality control (QA/QC) personnel must be separate individuals; QA/QC and Safety Plans do not need to be project-specific; the project is not tax-exempt; and record drawings, CAD files, and metering data are available. Contractors must field-verify all existing conditions and load information; the new generator system shall match or exceed the capabilities of the existing Kohler generator, though alternates may be proposed. Contractors may reuse existing phase and neutral conductors if verified through megger testing, and may reuse grounding electrodes if they meet required resistivity standards. Underground conduits may be reused if acceptable. The contractor is responsible for disposing of the old fuel tank and validating the condition of all existing electrical conductors and equipment. Regarding generator equipment, while a sole-source justification exists for Cummins generators at Columbus AFB, the government will consider other manufacturers provided they match the existing generator's specifications and capabilities. A limited, coordinated weekend outage may be permitted to transition the system to dual backup generation. The existing annunciator panel and its programmable logic controller (PLC) will remain in service and the new generator must be integrated into this existing system.

B2021 RFI’s
1. In executing this project, can one superintendent fulfill the supervision, safety, and QAQC roles?
Superintendent and QAQC must be to separate individuals.
2. Are contractors required to issue a contract specific QA/QC Plan?
Plan doesn’t have to be project specific.
3. Are contractors required to issue a contract specific Safety Plan?
Plan doesn’t have to be project specific.
4. Is this project tax exempt?
No.
5. Paragraph 4.5.15 indicated record drawings are attached, but none were attached to the SOW. Are there any record electrical drawings available, including one-line diagrams and plan views?
Record drawings attached.
6. Are there any CAD files available of the generator shed and immediate site area?
Available drawings attached.
7. Is there any metering data available?
Metering data attached in kWh per month.
8. Is there a list of connected loads available to determine the peak loading of the generator?
The intent is to match the size of the existing Kohler generator. The existing information on the generator and loads are attached. The contractor is responsible to field verify existing conditions, and may propose an alternate during design, however they should plan on matching existing size.
9. May the existing phase and neutral conductors be re-used as feasible?
Yes if contractor can verify and validate the condition of the conductor and insulation with a megger test or testing equivalent.
10. How much down time can be tolerated for a single source of power to the load? At what outage duration will redundant power sources be required?
A limited and coordinated weekend outage may occur to move the system onto the duel backup generation for the performance of work.
11. Are existing as-built drawings available for generator installation: Mechanical, Electrical, Civil, Structural, Architectural?
Available existing drawings attached.
12. Are as-built one line diagrams which identify all of the relevant loads needed for the generator load study or will contractor need to perform a field survey to find the information?
The contractor shall field verify all load information, the attached as-builts are all existing available information.
13. Statement of Work mentions replacing existing grounding conductors. It is assumed underground ground grid will remain in place and be reused. Please confirm.
The grounding electrodes may be reused as long as they meet required resistivity per the SOW.
14. Will contractor dispose of old fuel tank or will owner keep?
The contractor shall dispose of the old fuel tank.
15. Will existing conductors between electrical equipment (generator, transfer switch, load bank, meter, etc) be reused or replaced?
They may be reused as long as the contractor validates and verifies the condition is acceptable per question 9. Otherwise the contractor shall furnish and install new conductor.
16. Is there an existing Annunciator Panel on this project and does it need to be replaced?
Existing annunciator panel PLC information attached, the new generator shall be wired into existing system by contractor.
17. Is Cummins Gen Equipment the only one acceptable or will others be considered as long as they meet the spec?
The sole source J&A is for Cummins generators at Columbus AFB. It is more important to match the capabilities of the existing generator specs attached.
18. Is underground cabling/Conduits Required to be replaced or can conduits be reused?
Conduits may be reused.
