The Department of Agriculture Forest Service seeks removal and replacement of approximately 3,500 linear feet of perimeter fence around Pasture 7 at the Cattle Fever Tick Research Laboratory, USDA Moore Air Base near Edinburg, Texas, with proposals due September 23, 2026 at 1:00 PM Central Daylight Time. This is a Total Small Business set-aside (NAICS 238990, $16.5 million size standard).

Place of performance is Edinburg, Texas. The current fence allows wildlife intrusion that threatens the facility's quarantine zones, compromising biosecurity for livestock arthropod pest research. The contractor must remove the existing perimeter fence and install new 8-foot game fencing with 10-foot T-posts spaced 10 feet apart and embedded 2 feet deep. Critical to biosecurity, the scope includes excavation of a 12-by-24-inch trench on the fence exterior and burial of 24 inches of fencing material to prevent wildlife from digging underneath. Work includes installation of two gate areas with 20-foot openings on metal pipe posts, with double gates preferred. The contractor is responsible for field verification of quantities, complete demolition and removal of existing materials, vegetation clearing, excavation, backfill, compaction, and final restoration. Work hours are restricted to Monday through Friday, 8:00 AM to 4:00 PM.

The firm-fixed-price contract runs October 1 to December 4, 2026, with work to commence within 10 calendar days of receiving the notice to proceed and be completed within 60 calendar days. Davis-Bacon wage rates apply. An organized site visit is scheduled for September 9, 2026, at 10:00 AM Central Time. Requests for information are due September 14, 2026, at 1:00 PM Central Daylight Time. Amendment 00001, posted September 10, 2026, incorporated questions and answers and four new solicitation attachments without changing the due date.

Evaluation criteria are technical approach (work plan and capability, key personnel, performance schedule), price fairness and reasonableness, and past performance (rated as acceptable, neutral, or unacceptable). Award goes to the highest technically rated offeror with acceptable or neutral past performance and fair and reasonable pricing. Contractors must submit three Adobe PDF documents: completed signed SF 1442 offer form, price proposal with detailed cost breakdown, and technical proposal including work plan, key personnel, performance schedule, and three past performance references from projects completed within the last three years. Compliance with Buy American requirements for construction materials, performance and payment bonds, and federal and USDA acquisition regulations is mandatory. All invoices must be submitted via the Department of Treasury's Invoice Processing Platform.

IAW Attachment 1 - Statement of Work, The Livestock Arthropod Pest Research Unit (LAPRU) includes the Cattle Fever Tick Research Laboratory (CFTRL), which operates under biosecurity at the USDA Moore Air Base near Edinburg, Texas. This is a satellite facility of the Knipling-Bushland U.S. Livestock Insects Research Laboratory (KBUSLIRL) in Kerrville, Texas. Scientific endeavors at the CFTRL deliver technologies that the USDA Cattle Fever Tick Eradication Program can integrate to keep the U.S. free of cattle fever ticks in a sustainable manner. This ensures continued prosperity of the U.S. livestock industry. Unique assets at the CFTRL include cattle fever tick colonies, barns for studies with cattle that can be artificially infested with ticks, and pastures providing the ability to conduct studies with infested cattle resembling field conditions. However, modernization of the facilities is required to keep up with the expansion of the research program at the CFTRL that is underway to meet the expectations of the U.S. livestock industry and other stakeholders’ groups. The current perimeter fence around pasture 7 is allowing wildlife onto the facility. This puts the facility at risk of losing our quarantine zones.
