2.1 Research Mission and Site Location

The Livestock Arthropod Pest Research Unit (LAPRU) includes the Cattle Fever Tick Research Laboratory (CFTRL), which operates under biosecurity at the USDA Moore Air Base near Edinburg, Texas. This is a satellite facility of the Knipling-Bushland U.S. Livestock Insects Research Laboratory (KBUSLIRL) in Kerrville, Texas. Scientific endeavors at the CFTRL deliver technologies that the USDA Cattle Fever Tick Eradication Program can integrate to keep the U.S. free of cattle fever ticks in a sustainable manner. This ensures continued prosperity of the U.S. livestock industry. Unique assets at the CFTRL include cattle fever tick colonies, barns for studies with cattle that can be artificially infested with ticks, and pastures providing the ability to conduct studies with infested cattle resembling field conditions. However, modernization of the facilities is required to keep up with the expansion of the research program at the CFTRL that is underway to meet the expectations of the U.S. livestock industry and other stakeholders’ groups. The current perimeter fence around pasture 7 is allowing wildlife onto the facility. This puts the facility at risk of losing our quarantine zones.

3.0 SCOPE OF SERVICES:

The Contractor shall provide all professional services necessary for the accomplishment of the contract project and such required services shall be in accordance with requirements as described herein.

1. The Contractor shall provide services for the following tasks marked by an “X”:

[X] Provide a technical design and cost proposal to complete the project as per project requirements.

[X] Provide and install all material to complete the project as per project requirements.

4.0 PROJECT REQUIREMENTS:

All work must meet “ARS Standards” in addition to meeting all Local county, State, and Federal codes, regulations, and standards.

The Contractor shall furnish a detailed technical proposal and detailed cost proposal, including all prime and sub pricing showing labor cost, material cost, OH and Profit and estimated construction time including crew size, to provide material and services to:

· Remove current perimeter fence and replace with new fence and supporting structure.

The contractor will provide a turnkey product to include, but not limited to, all materials as specified and the correct and proper installation of all material. Contractor will provide all permits as required.

The project is located at the Cattle Fever Tick Research Laboratory (CFTRL), 2675 N. Moorefield Rd, Edinburg, TX 78541.

1. The Contractor will work with facility personnel to ensure project is accomplished in a timely manner.

1. The Contractor’s work shall adhere to the criteria stated within these project requirements and specifications.

1. Davis Bacon Wage Rates apply to all construction contracts in excess of $2,000. Employee payroll logs for the project will be required to verify wage rates are being adhered to.

1. Materials and Installation shall meet the applicable sections of the Uniform Federal Guide Specifications (UFGS). The UFGS specifications can be found on the listed on the Whole Building Design Guide Construction Criteria Base UFGS page at : https://www.wbdg.org/ccb/browse_cat.php?c=3.

1. The Contractor’s work shall adhere to the criteria stated within these project requirements, drawings, and specifications. All construction shall comply with applicable federal and local code requirements as well as current industry standards, (ie: UBC, IBC, ASTM, etc.) and health and safety codes, in effect at the time of contract award.

1. Payment bid or other bonds may be required per the Contracting Officer’s bid package. Obtaining and the cost of these bonds is the responsibility of the Contractor. Proof of Insurance is also required.

1. Shutoff of utilities, if required, shall be scheduled no less than ten working days in advance.

1. The Contractor is responsible for visiting the site prior to submitting a bid to observe existing conditions. No compensation will be provided for conditions that would be visible during an on-site visit for persons experienced performing this type of work.

1. Clean up all debris from construction site once job is completed.

1. Buildings will be occupied while construction is ongoing. Contractor will schedule work with location in order to allow location to meet current research needs.

4.1 Bid Schedule:

All bids must be in whole dollars, no cents. Otherwise, bids will be rounded to the nearest dollar.

a. Base Bid: shall include all work described in 4.2 Description of Work and comply with section 5.10 Warranty.

4.2 Description of Work:

Replacement of perimeter fence around pasture 7 as described in section 4.2.2

4.2.1 Pre-Construction Services

a. Pre-Construction Submittals

Prior to Construction Notice to Proceed (NTP) the following submittals must be submitted to the Contracting Officer (CO) for approval, unless otherwise determined by CO that submittals may be provided after NTP:

1. Submittals for all Material used on the project as per section 5.4.

1. Work Hours, per Section H.30 entitled, MAXIMUM WORKWEEK – CONSTRUCTION SCHEDULE. The work hours will include the daily starting and stopping time, and days of the week the Contractor proposes to carry out the work.

1. CPM Scheduling

1. Construction Cost Proposal presented in a cost break-out format resembling a Schedule of Values, if contractor intends to request partial payments.

4.Quality Control Plan
5.Environmental Protection Plan, Contractor is to follow ARS Standard Operating Procedures (SOP), for Cleaning and Disinfestation (C&D) of equipment and material before leaving the CFTRL site. Copy of the C&D SOP shall be provided on request.
6.Accident Prevention Plan/Site Specific Safety Plan.

1. Contractor shall submit a "site specific" Safety Plan to the Contracting Officer that describes how the contractor is to comply with all applicable OSHA standards and NFPA codes pertaining to construction work to include, but not limited to: General Safety and Health Provisions, Occupational Health and Environmental Controls, Personal Protective and Life Saving Equipment, Hand and Power Tools, Welding and Cutting, Electrical, Scaffolds, Fall Protection, Excavations, Demolition, Stairways and Ladders, Toxic and Hazardous Substances, Confined Space Entry, Lockout/Tag out, Respiratory Protection, Hearing Protection. Safety Plan shall identify Contractor and sub-contractor employees who are authorized/qualified to perform electrical work. No work shall proceed until written approval of the Safety Plan by the Contracting Officer. Safety Plan shall describe how the Contractor and/or sub-contractors are to secure equipment, supplies, tools, and chemical products. Contractor and/or sub-contractor equipment, supplies, tools, and chemical products are always to be under the control of the Contractor, equipment, supplies tools, and chemical products found not to be under the control of the Contractor or sub-contractor may be confiscated.

7. The construction contractor (CC) shall provide to the CO a list of contract personnel of the general and subcontractors, who will be emergency contacts, including address, and telephone numbers for use in an emergency. As changes occur and additional information becomes available, the CC shall update the list.

4.2.2 “Replace Perimeter Fence Pasture 7” at the USDA, ARS, Cattle Fever Tick Research Laboratory (CFTRL), Edinburg, Texas.

The Scope of this project includes the following items (below in a. “Requirements”).

a. Requirements:

1. Replace Perimeter Fence as specified by CFTRL personnel and in compliance with all Local, State, and Federal codes and in compliance with ARS Standards

2. Replace roughly 3500 linear feet of fencing.

a. Remove 4-foot fence and replace with 8-foot game fence

b. Replace all posts and T-post

c. Dig 12X24 inch trench on the outside of fence to bury 24 inches of fence to prevent wildlife from digging under. Refer to section 7.0

d. Add support to fence where required.

b. Contractor is responsible for any damage to adjacent items or property that may become damaged during demolition. The Contractor is responsible for making repairs to meet or exceed conditions prior to damage.

c. The Contractor is responsible for visiting the site prior to submitting a bid to observe existing conditions. No compensation will be provided for conditions that would be visible during an on-site visit for people experienced in performing this type of work.

4.3 Government Furnished Equipment\Services

1. The Government will furnish a reasonable amount of electricity and water.

1. The Government will be available to assist with the identification of possible other above ceiling or behind wall utilities or underground utilities but does not guarantee location of all utilities

5.0 GENERAL REQUIREMENTS:

5.1 Permits: Where governing regulations and imposed codes and standards require notices, permits, licenses, inspections, tests, and similar items or actions in order to lawfully proceed with the required work, the Contractor shall obtain items and take those actions in accordance with the regulations of the governing authority. The costs of such permits, licenses, inspections, etc., are the obligation of the Contractor.

5.2 Existing Installations:

a. Contractor shall modify existing installations as needed to accommodate the new installation. Contractor shall coordinate demolition / modification of existing installations with Owner. All disturbances of existing systems shall be thoroughly coordinated with the Owner to prevent disconnecting equipment that might jeopardize on-going research.

b. Owner reserves the right to retain any equipment / materials removed as part of the scope of work. Contractor shall coordinate any equipment / materials to be retained with Owner prior to starting demolition operations. Contractor shall legally dispose all equipment / materials removed that will not be retained.

c. Contractor shall divert project waste to recycle where practical. The Contractor shall track and document the amount of waste diverted to recycle. The Contractor shall submit diversion documentation as part of closeout. If no waste is diverted to recycle, the Contractor shall submit a letter stating this and why diversion was not practical. Reference the remaining Contracting Package for more information.

5.3Installation:
It shall be the responsibility of the Contractor to complete work in accordance with the manufacturer’s recommendations and Industry Standards. Additional procedures and materials may be required than is indicated herein. If any item specified herein conflicts with the applicable codes and recommendations, the Contractor shall bring it to the attention of the Contracting Officer Representative for immediate resolution.

5.4 Submittals:

a. Provide manufacturer’s descriptive literature/shop drawings for all materials to the COR for review. The descriptive literature shall be annotated/ highlighted to show its conformance with contract requirements. Submittals are required for all building materials and equipment and will be stamped and/or signed by the general contractor prior to submission to the Government.

Contractor is responsible for any costs incurred for equipment ordered without prior approval.

5.5 Quality Control:

a. The work performed under this contract shall be subject to continuous audit by the CO/COR/LM. Quality control is the exclusive responsibility of the Contractor.

b. The project quality assurance/quality control measures should include pretesting prior to testing for certification--even if the Contractor is not responsible for final acceptance testing and certification.

5.6 Protection of Work and Property/Safety Requirements:

1. The Contractor shall protect the work, the site, and all existing property and structures within the limits of the construction activities or that may be affected thereby until acceptance of the work. Any damage to property shall be repaired at the Contractor’s expense, to pre-damaged condition to the satisfaction of the COR.

1. Safety and health matters, as they relate to the work, are the exclusive responsibility of the Contractor. The Contractor shall furnish, erect, and maintain barricades, warning lights, signs, guards, or take other precautions as may be required by law or local authorities of the protection and security.

1. Contractor shall follow ARS Standard Operating Procedures (SOP), dated October 16, 2018, for Cleaning and Disinfestation (C&D) of equipment and material before leaving the CFTRL site. Copy of the C&D SOP can be provided on request, dated October 16, 2018.

1. Contractor shall provide full time Superintendent on the jobsite at all times that is 30-hour OSHA trained and certified per Contractors APP/SSSP. It is acceptable to utilize any Subcontractors Superintendent if person is certified and included in APP/SSSP and approved by CO.

1. Contractor is responsible for verifying location of any underground utility and is responsible for any damaged caused to such utilities. The Contractor shall inspect the entire construction site daily, including days without construction work if there are NFPA 101 Life Safety Code deficiencies existing while construction work is shut down, the results of that inspection shall documented on a “DAILY INSPECTION FORM”, and the form is to be signed and submitted to the Contracting Officer.

1. Contractor shall provide continuous monitoring for noise, dust, chemical vapor generation, volatile organic compounds, and vibration. At no time shall noise exposure to any ARS staff exceed 75 dB. Contractor shall provide to the Contracting Officer a written weekly update of the all test results and also for proposed work for the subsequent two weeks (a two week “look-ahead”)involving any construction activity that will produce loud noises, heavy vibrations, strong smells, or significant dust inside ARS staff occupied space.

1. Contractor and sub-contractors shall notify in writing the Contracting Officer at least one week prior to executing high risk work (this may be included in the two week “look-ahead” update). High risk work includes, but is not limited to, tasks requiring Lockout/Tag Out, live electrical work, hot work, work at heights, trenching/ shoring, crane operations, and confined space entry. Contractor’s Competent Person shall provide the Contracting Officer written weekly documented safety inspection results.

1. Contractor shall provide to the Contracting Officer for approval, copies of Material Safety Data Sheets (MSDS) for EVERY CHEMICAL WITHOUT EXCEPTION prior to bringing such chemical on the work site.

1. HOT WORK PERMITS: The Contractor will not be permitted to work without this permit when performing hot work.

8. A Hot Work Permit is required when cutting torch, welding, soldering and/or any other spark or heat producing equipment is to be used. A Hot Work Permit will be requested at least ten (10) working day in advance of the proposed work and will be issued only for the period necessary to perform such work. Hot Work Permit request form will be supplied by Owner during pre-construction meeting for this project.

5.7 Temporary Facilities:

1. Temporary utilities (water and electricity) may be furnished to the Contractor by the Government, if so requested. The Contractor shall maintain and protect all such utilities during construction and shall repair or replace any items damaged through its own negligence.

1. Should the Contractor require any power or utility shutdowns during demolition, the Contractor shall obtain approval for such shutdown from the COR ten (10) working days prior to the need.

1. Contractor shall supply temporary toilet facilities.

5.8Materials and Equipment: All equipment and materials required to perform the work will be provided by contractor.
5.9Cleanup: The construction site shall always be kept clean and free of debris. Restore areas disturbed as nearly as possible to the original appearance and condition. Upon completion of the project, and prior to final inspection, the Contractor shall remove from the premises all unused material, trash, and debris resulting from the work to the satisfaction of the COR.

5.10 Warranty:

1. Contractor to provide standard warranty from deficiencies and defects.

1. Elite Startup Warranties to be included as Add / Alt line items, see 4.1.

1. Submit data concerning the warranty, including the warranty periods (dates), and warranty contacts with names, addresses and telephone numbers.

1. Extended Equipment/Product Warranties: Obtain and furnish to the Contracting Officer all written warranties for equipment/products that have extended warranties (warranty periods exceeding the standard one-year warranty) furnished under the contract. The warranty period shall begin on the same date as project acceptance and shall continue for the full/product warranty period. The warranties shall be fully executed and delivered to the Contracting Officer prior to final acceptance of the facility.

5.11 Final Payment/Contract Closeout: The following documents are REQUIRED PRIOR TO FINAL PAYMENT (other documents may also be required):

1. General contractors one (1) year warranty on work.

1. All warranties from manufacturer providing covering equipment for 5 years.

1. Statement and Proof of adherence to 100% uptime requirement for 14 days, signed by Prime Contractor Representative.

1. O&M manuals for all equipment.

1. As-built drawings

1. Operation and maintenance data. Include the following, if applicable:

0. Operation and maintenance instructions.

0. Parts list, with recommended parts inventory.

0. Legible schematic of all wiring diagrams of installed electrical equipment, including control equipment, and changes made in the work including any in field modifications,

0. Submit parts catalog and show evidence of local parts inventory with complete list of recommended spare parts. Manufacturers of original equipment shall produce parts.

1. In event electrical is rerouted or changed, provide As-built electrical drawings.

1. Release of liens.

1. Employee payroll\time sheets

1. Invoice

6.0 PROJECT SCHEDULE: The Contract completion time for this project is 90 calendar days from (NTP) Notice to Proceed issued by Contracting Officer.
