About this opportunity

The Department of the Air Force Air Education and Training Command is soliciting replacement of air-handling units and associated HVAC equipment at the Magnolia Dining Facility (Building 7409) at Keesler Air Force Base, Mississippi, with proposals due June 5, 2026 at 11:00 AM CST. This is a 100% Service-Disabled Veteran-Owned Small Business set-aside with an estimated magnitude between $1,000,000 and $3,000,000. Amendment 0002 (May 26, 2026) extended the proposal deadline from June 3 and updated the Davis-Bacon wage determination; questions are due May 11 and must be acknowledged prior to proposal submission.

Place of performance is Keesler AFB, Mississippi. The contractor shall furnish all equipment, labor, supervision, and materials to replace three air-handling units in mechanical rooms, replace the kitchen overhead door air curtain, replace motors and bearings for eight kitchen supply fans, eight kitchen exhaust fans, and six rooftop exhaust fans. The performance period runs 145 calendar days beginning 10 days after award. All exhaust fans and make-up air units must be replaced in kind per existing configuration (downblast to downblast, upblast to upblast). The NAICS code is 238220 (Plumbing, Heating, and Air-Conditioning Contractors); PSC is N041.

Technical requirements include Test, Adjust, and Balance (TAB) work performed by an independent AABC, NEBB, or TABB-certified agency to achieve measured flow rates within ±5 percent of design and provide commissioning proving positive pressure in the dining hall. All equipment must be UL-listed with two years of satisfactory commercial use or 6,000 field operating hours minimum. Thermal insulation must comply with ASHRAE 90.1 and 90.2. All adhesives and sealants on interior surfaces must meet CDPH Section 01350 emissions or SCAQMD Rule 1168 VOC limits, with Greenguard Gold or equivalent certification required.

Award will be made on Lowest Price Technically Acceptable basis, evaluating price proposals for reasonableness and technical proposals on pass/fail (Acceptable/Unacceptable). Past performance will be evaluated using contracts performed within the last three years, limited to five references. Proposals must include three parts: Part I (price), Part II (Project Execution Plan with construction approach, detailed progress schedule with Gantt chart, quality control plan, materials and equipment identification, and key personnel qualifications), and Part III (past performance information). Performance and payment bonds are required within 10 days of award. Liquidated damages are $300.42 for the first delay day and $276.42 for each subsequent day. An organized site visit occurred May 7, 2026. FAR clause 52.222-90 (Addressing DEI Discrimination by Federal Contractors) and DOD Antiterrorism Awareness Training (252.204-7004) apply; contractors must complete Level 1 training and report compliance at contract start and annually.
