About this file
This is a Questions and Answers document for federal contract FA301026R0008, issued by the Air Force for project MAHG241006 Replace Magnolia DFAC AHUs. The document clarifies technical and administrative requirements for replacing air handling units (AHUs) at a Dining Facility (DFAC).
Key staffing requirements specify that the Superintendent and QA/QC Manager roles must be performed by two separate individuals, though the Site Safety and Health Officer position may be filled by either role. A contract-specific QA/QC Plan is required; however, a separate Safety Plan is not required. Regarding equipment specifications, exhaust fans and make-up air units must be replaced in kind based on existing configurations (downblast replaced with downblast, upblast with upblast), as determined by contractor survey. All exhaust fans and kitchen supply make-up air units are to be replaced, not repaired. Current pipe sizes are specified as AHU-1 and AHU-3 (3" chilled water, 1.25" hot water) and AHU-2 (2" chilled water, 1" hot water). Fire dampers are not required for return ductwork replacements on any unit. The contractor must provide commissioning and post Test, Adjust, and Balance (TAB) of both air and water systems to prove positive pressure of the dining hall, with results submitted to the Contracting Officer upon completion. The project is not tax exempt. Contract award does not constitute Notice to Proceed; NTP will be issued separately post-award.
