The Department of the Interior National Park Service Southeast Region seeks replacement of HVAC systems at Cape Hatteras National Seashore's Buxton Double Keepers Quarters, with proposals due August 24, 2026, at 1:00 p.m. ET. Place of performance is 46379 Lighthouse Road, Buxton, NC 27920. The project requires removal of seven existing geothermal heat pump units and installation of five new multi-stage split HVAC systems (downstairs: one 2.5-ton and two 1.5-ton units; upstairs: one 3-ton and one 2-ton unit) achieving minimum 16 SEER rating with anti-corrosion technology for coastal environments. Work includes electrical service upgrade from 200-amp to 400-amp with coordination through Cape Hatteras Electrical Cooperative, new ductwork with R8 insulation, attic rafter vent baffles with R30 insulation, installation of two 350 cfm dehumidifiers in the attic, and approximately 35 linear feet of louvered aluminum HVAC screening rated for winds exceeding 90 MPH. All work must comply with 2024 International Building Code, 2024 International Mechanical Code, ASHRAE standards, and SMACNA standards. The site superintendent must be the prime contractor's employee with no exceptions. Period of performance is 60 calendar days from notice to proceed, with performance start within 10 calendar days of notice. Contract value is estimated between $100,000 and $300,000 on a firm fixed price basis. A 20 percent bid guarantee is required at proposal submission; 100 percent performance and payment bonds are required upon award. Davis-Bacon prevailing wage applies. Proposals must include signed SF-1442, technical proposal (maximum 20 pages), capabilities and experience documentation, subcontractor information, at least three past performance questionnaires from projects in the past five years involving similar scope and remote geographic complexity, and detailed cost proposal with breakouts for general conditions, materials, labor, overhead, profit, bonding, and insurance. An organized site visit is scheduled for August 5, 2026, at 11:00 a.m. ET (confirmation required by August 4). Questions are due August 7 at 1:00 p.m. ET, with answers posted by August 10.
