About this file
This is a Questions and Answers (Q&A) document for federal contract opportunity 140P5426R0024 for HVAC replacement at Buxton Double Keepers Quarters managed by the National Park Service's Coastal Area.
The project scope includes replacing existing HVAC systems with new air handlers, installing ductwork to convert wall-mounted grille assemblies into primary filter locations, and reducing multiple air handlers to single units in certain areas. One return air intake per air handler is required. The contractor must install all new electrical wire from a new 200-amp service panel to each air handler in compliance with North Carolina Electrical and Mechanical Code, with existing conduit able to be reused. The contractor shall install two separate 200-amp disconnects outside the building adjacent to the meter base, then run new feeder conductors from each disconnect to two 200-amp panels. Emergency heat capacity requirements vary by unit size: 1.5-ton and 2-ton units require minimum 5kW; 2.5-ton units require 8kW; and 3-ton units require 10kW. Additional work includes installing new ductwork to route bathroom exhaust fans to the building exterior with low-profile soffit vents, installing motion sensors in bathrooms to control ventilation fans and lighting, removing and replacing all attic insulation above the second floor and first floor restroom with unfaced R-38 fiberglass, and installing baffles between all rafters. A single dehumidifier shall be installed in one central upstairs air-handler closet to inject positive air pressure into the supply trunk, with fresh air intake from a low-profile vent in the eve soffit adjacent to the closet. The facility will have 2 to 10 visitors during construction; the contractor must cordon off active work areas and provide 48 hours' notice before electrical work requiring power shutdown. No asbestos or lead materials are present, third-party inspections are not required, and dust containment or negative air machines are not needed.

140P5426R0024 – Replace HVAC at Buxton Double Keepers Quarters-CAHA Questions and Answers
Please clarify the need for duck work to connect at filter returns.
There are grille assembly built into the closet wall to allow airflow into the space.
These grilles are not currently functioning as filter housings, as the system’s air filter is installed directly on the air handler.
This contract does include adding the necessary ductwork so that the wall mounted grille assembly becomes the primary system filter location. This includes constructing ductwork from the grille assembly to the air handler.
In areas where two air handlers are being reduced to only one air handler, which of the two adjacent closets should the new air handler be located?
The contractor may use either or both closets to facilitate the new air handlers and associated duct work.
In areas where two air handlers are being reduced to one air handler, will one or two returns be required?
One return per air handler is required.
The electrical supply wire in the closets may not be the proper gage for new systems.
The contractor shall install all new electrical wire from the new 200-amp service panel to each air handler to ensure each feeder wire meets North Carolina Electrical and Mechanical Code. Exiting conduit may be reused.
Will the electric utility provider run their service to the new 200amp panel or just to the meter base.
The contractor shall install, beginning at the meter base, two separate 200-amp disconnects located outside the building and positioned adjacent to the meter base.
The contractor shall then install new feeder conductors from each disconnect to the two 200-amp panels, ensuring all work complies with the North Carolina Electrical and Mechanical Code.
What is the desired emergency heat capacity for each unit?
1.5-ton units shall have a minimum of 5kw 2- ton unit shall have a minimum of 5kw 2.5-ton unit shall have a minimum of 8kw 3-ton unit shall have a minimum of 10kw
The scope calls for new low profile duck work to the restroom. This will cause negative pressure on the main conditioned spaces for the rest of the building.
The requirement for new ducting to the restroom area has been removed. The supply to the restroom area will remain in its current configuration, as seen below.
The contractor shall install a new diffuser with a fully closing damper.
The contractor shall install a motion sensor in each bathroom to control power supply to ventilation fan and lighting.
The existing ventilation fans currently discharge into the attic space. The contractor shall install new ductwork to route all exhaust to the building exterior.
Low-profile exhaust vents shall be installed in the soffit to ensure proper ventilation.
What is the purpose or goal of fresh air delivery and dehumidifiers?
Positive pressure within the building envelope.
If the scope calls for two dehumidifiers in the attic to provide fresh air delivery, and these units inject positive pressure and fresh air into the supply ductwork that serves each office, will this result in elevated room temperatures in those offices?
The dehumidifier requirement has been revised to a single unit, which shall be installed in one of the central upstairs air-handler closets (as indicated on the diagram below). The unit shall inject positive air pressure directly into the supply trunk of the air handler located in the same closet, ensuring increased pressurization for the associated supply ducts.
Where will the dehumidifier pull outdoor air from?
The fresh air inlet pipe shall be installed in the eve soffit directly adjacent to the air handler closet where the dehumidifier will be located.
A low-profile vent is required for inlet.
Example below:
How much insulation needs to be removed and replaced?
The contractor shall remove and replace all existing insulation in the attic spaces above the second-floor ceiling and the first-floor restroom, installing unfaced R-38 fiberglass insulation throughout.
Which rafters are to receive baffles? The contractor shall install baffles between all rafters.
Can one person "triple hat" as Superintendent, SSHO and QC Manager?
Yes, they must be on site at all times work is being performed.
(If building is occupied) Are there any phasing requirements? How many people will be in the building? Are there any temporary heating/cooling requirements?
There are no phasing requirements for this project. The contractor shall cordon off all active work areas to restrict public access, using caution tape at a minimum. During the period of construction, the building typically has 2 to 10 visitors inside at any given time. The facility is currently operating with temporary heating and cooling supplied by space heaters and window units; no additional temporary climate control is required. The contractor shall provide a minimum of 48 hours’ notice prior to any electrical work that requires a shutdown of building power.
Please confirm whether asbestos or lead is present on this project, and if so, provide the relevant
No asbestos or lead materials are present in this facility.
Are third party inspections required?
No
Are partitioning, dust containment, and/or negative air machines required for this project?
No
