About this opportunity
The National Park Service seeks replacement of the Halon system control panel in the Photo Vault, Building E, at San Francisco Maritime National Historical Park, with quotations due June 22, 2026. This is a Total Small Business Set-Aside (NAICS 811310, size standard $12.5 million), open only to small business concerns.
Place of performance is the third floor of Landmark Building E at Fort Mason, San Francisco, California. The contractor shall remove and replace the existing Fenwal 732 fire suppression control panel with a factory-recommended equivalent, providing all supervision, labor, equipment, testing, and supplies. Work includes removing the existing panel, cabinet, and two batteries; removing two smoke detectors and bases; installing one new panel with two new batteries; rewiring the pull station; installing two new smoke detectors and bases; performing system checkout and pre-test; and changing tank initiators and checking tank pressure as necessary. A site-specific safety plan must be submitted before work commences. The contractor must protect historic fabric and archival materials in this designated historic structure; any damage is the contractor's responsibility to repair or replace.
Design and installation must be performed by a Licensed Fire Protection Engineer or NICET Level III+ technician and a California State Licensed contractor or NICET Level II+ technician, respectively, as approved by the Regional Structural Fire Marshal. Quoters must submit relevant experience from projects completed within the past six years, with up to three references for the prime and any subcontractors. Evaluation criteria include price, relevant experience, and past performance. The Government anticipates awarding a firm-fixed-price purchase order. Liability insurance of $500,000 per person, $500,000 per occurrence, and $500,000 property damage is required, along with workers' compensation insurance. Questions are due June 15, 2026. A site visit is scheduled for June 10, 2026 at 10:00 AM with advance RSVP required. Invoices must be submitted through the Invoice Processing Platform.

Replace Halon System Control Panel in Photo Vault Building E, SAFR
The National Park Service (NPS) at San Francisco Maritime National Historical Park (SAFR) has a requirement to remove and replace the existing fire suppression control panel for the Photo Vault located on the third floor in Landmark Building E, Fort Mason, San Francisco, California. The Contractor shall provide all supervision, labor, equipment, testing, and supplies necessary to complete the work as identified in the Scope of Work (SOW) and associated documents provided as attachments to the solicitation. Note: for a full description, quoters shall refer to Attachment 1 Scope of Work. Refer to all other attachments for the full solicitation package.
The North American Industry Classification System (NAICS) code for this requirement is 811310, with a corresponding size standard of $12.5 million.
This acquisition is a Total Small Business Set-Aside. Quotations are solicited only from small business concerns. Quotations received from concerns that are not small business concerns will not be considered.
The Government anticipates award of a firm-fixed-price purchase order resulting from this solicitation. Evaluation for award will be made in accordance with the simplified acquisition procedures outlined in RFO FAR Part 12.203. The Government anticipates issuing an order from this request for quotation to the responsible quoter whose quotation will be most advantageous to the Government, price and other factors considered as listed in the solicitation.
Site Visit: An organized site visit is scheduled for Wednesday, June 10, 2026. Please see Section III (C) & (D) for more information and RSVP directions.

The Government reserves the right to cancel this solicitation. All costs associated with the preparation of quotes are at the contractor¿s own expense.
