SCOPE OF WORK
SAN FRANCISCO MARITIME NATIONAL HISTORICAL PARK
PMIS # 326369
Replace Halon System Control Panel in Photo Vault, Building E
May 28, 2026
ARTICLE I - GENERAL INFORMATION
A. Background:
This project is required to remove and replace the existing Fenwal 732 fire suppression control panel for the Photo Vault on the third floor in Landmark Building E. The existing Fenwal 732 fire suppression control panel for the halon fire suppression system at the Photo Vault will reach its expected lifespan in 2026 and needs to be replaced. Work includes the purchase, delivery, and installation of a “like for like” replacement with factory recommended equivalent. The work includes parts, installation, and testing.
Landmark Building E (Building E) is owned by the Department of Interior (DOI), National Park
Service (NPS), and is maintained by the San Francisco Maritime National Historical Park, (SAFR). Building E is a historic structure, located within the Fort Mason Landmark District and care must be taken to protect historic fabric that is outside the scope of this contract.
B. Objective: The existing control panel for the Photo Vault halon fire suppression system is obsolete and unavailable. The objective of the project is to maintain operation of the existing halon fire suppression system.
C. Project Description: Repair the existing halon fire suppression system of the Photo Vault in
Building E by replacing the obsolete Fenwal 732 fire suppression control panel and the associated batteries and smoke detectors with “like for like” factory recommended equivalents.
1. Place of Performance: The Photo Vault located on the third floor of Landmark Building E, Fort Mason Center, San Francisco, CA 94123.
2. Project Identification: The project shall be referred to as “Replace Halon System Control
Panel in Photo Vault, Building E - PMIS # 326396” and listed on all project correspondence and deliverables.
ARTICLE II - SCOPE OF SERVICES
A. General Conditions:
1. All work shall be accomplished in accordance with the provisions of the Contract and Scope of Work. Additional work that will result in additional cost shall be carried out only when authorized in writing by the Contracting Officer (CO).

a. The Contractor shall immediately notify the CO of any ambiguities, inconsistencies and errors discovered in contracting documents or between contracting documents and existing conditions.
2. Any particulars described for the work involved is given for guidance to the Contractor, however, the Contractor is to take his own measurements, dimensions and counts, and is responsible for the same.
3. The day-to-day operations within Building E and the third floor will continue during the panel repair work. All debris shall be minimized and contained as work progresses, access and egress for park staff and visitors shall be maintained.
4. Supplies and Services: The contractor shall provide all labor, equipment, and supplies to perform the requested services.
5. Codes, Standards, and Regulations: All work shall be performed in accordance with
National Park Service policy, the NPS Structural Fire Design Guide, and the Internation Code
Council (ICC) family of model codes adopted by the NPS—specifically the International Fire
Code (IFC) and International Wildland-Urban Interface Code (IWUIC)—together with the codes and standards referenced therein. The Regional Structural Fire Marshal is the delegated
Fire Code Official (FCO)/Authority Having Jurisdiction (AHJ) for planning, review, and acceptance.
a. Qualifications: Design and installation shall be performed by qualified and competent individuals with the following qualifications:
i. Designer: Licensed Fire Protection Engineer (FPE), National Institute for
Certification in Engineering Technologies (NICET) III+ technician for the applicable system type, or as approved by the FCO.
ii. Installer: State-licensed contractor for the system type, NICET II+, or as approved by the FCO.
6. Safety and Health: The contractor shall comply with all applicable local, state, and federal safety and environmental regulations and requirements, whichever is more stringent. The contractor shall also, at a minimum:
a. Develop, implement, and comply with the Site-Specific Safety Plan (SSSP) accepted by
NPS.
b. Provide and maintain worksites that minimize exposure to safety and health hazards to individuals exposed to its operations including but not limited to its employees, NPS employees, and visitors, as well as reducing risks to property, materials, supplies, and equipment.
c. Rectify all identified unsafe or unhealthful working conditions.
d. Cooperate with all informal and formal, unannounced and announced safety and health inspections by the Contracting Officer’s Representative (COR) and/or NPS Safety
Representative.

7. Field Verification:
a. Field verify all new and existing conditions and dimensions affecting the work of this contract before ordering materials.
b. Notify COR of any discrepancies in writing.
8. Cleaning and Protection: Building E is a designated historic structure. The work area also contains sensitive historical archives. Care must be taken to protect historic fabric and archival materials that are outside the scope of this contract.
a. Provide barriers and controls for dust and debris in areas of historical archives.
b. Maintain access and egress for Park staff throughout Building E.
c. Minimized and contain all debris as work progresses
d. Remove and dispose of any debris from the work areas that is generated by the
Contractor during the workday.
e. Damage to historic fabric or historic archive materials will be reviewed by the park
Historical Architect and Chief of Cultural Resources and Museum Management to consult on method of repair. Damage will be repaired or replaced in-kind at Contractors’ expense.
9. Site Access and Coordination: The Photo Vault and the Library in which it is located have controlled access. The Photo Vault fire suppression system is monitored remotely. Work in museum or archival spaces must be coordinated with the Curator and the FCO.
a. Notify COR within 14 business days from when access to the Photo Vault is needed so that COR may facilitate contractor access with museum and library staff.
b. Notify COR within 2 business days of work to begin to allow park to coordinate with monitoring service.
B. Scope of Services: Contractor shall provide the following scope of services:
1. Meetings: The contractor with other pertinent team members shall attend all meetings specified herein.
a. Virtual Meetings: Unless otherwise indicated all meeting will be virtual (conference calls/Team meetings).
b. Required Meetings: The contractor shall attend the following required meetings:
i. Kickoff Meeting: Key members of the contractor’s team shall participate in the kickoff meeting. The purpose of the meeting is to:
(A) Promote communication;
(B) Ensure that the contracting team and the Government agree on the scope of work, deliverables, and schedule; and

(C) Provide an opportunity for questions and answers regarding all aspects of the work.
(D) Following NPS review/evaluation of the SSSP and if deemed necessary by the
NPS Safety Representative, the SSSP shall be discussed between the CO, COR, NPS Safety Representative (if available), contractor, and contractor safety representative at the Kickoff Meeting.
2. Submittals: Prepare and submit submittals for NPS review and approval. Review each submittal and check for coordination with other Work of Contract.
a. Any work done or orders for materials or services placed before approval shall be at
Contractor’s own risk.
b. NPS’s Action:
i. NPS will review each submittal, generate comments on corrections or modifications required, and indicate appropriate action. Submittals will be marked as defined below:
(A) APPROVED: Acceptable with no corrections.
(B) APPROVED WITH NOTATIONS: Minor corrections or clarifications required.
Comments are clear and no further review is required. Contractor shall address review comments when proceeding with the work.
(C) DISAPPROVED - RESUBMIT: Rejected as not in accordance with the contract or as requiring major corrections or clarifications. NPS will identify reasons for disapproval. Contractor shall revise and resubmit with changes clearly identified.
ii. Submittals will be disapproved without technical review if they are a partial submittal, identification information is missing, not filled in, or if placed on back of submittal; an incorrect format of submittals is provided; submittals are not coordinated; or submittals do not show evidence of Contractor’s approval.
c. Required submittals:
i. Site Specific Safety Plan (SSSP): After the contract is awarded, but before any contract work begins, provide an SSSP for review and evaluation:
(A) See ARTICLE II - C for SSSP content requirements.
ii. Drawings: Prepare drawings in PDF format that illustrates project-specific information. As applicable, include:
(A) Code analysis: Include a table summarizing:
(1) Applicable IFC/IWUIC sections
(2) Referenced NFPA standards
(3) Any NPS-specific requirements

(4) Designer’s compliance approach
(B) Dimensions
(C) Identification of products
(D) Fabrication and installation drawings
(E) Roughing-in and setting diagrams
(F) Wiring diagrams showing field-installed wiring, including power, signal, and control wiring
(G) Schedules
(H) Notation of coordination requirements
(I) Notation of dimensions established by field measurement
(J) Relationship to adjoining construction clearly indicated
(K) Seal and signature of professional engineer if specified
(L) Wiring Diagrams: Differentiate between manufacturer-installed and field-installed wiring
iii. Product Data: Collect information into a single submittal in PDF format for each element of construction and type of product or equipment.
(A) Mark each submittal to show which products and options are applicable.
(B) As applicable, include:
(1) Manufacturer’s product specifications.
(2) Manufacturer’s installation instructions.
(3) Manufacturer’s catalog cuts: Submit only pertinent pages; mark each page of standard printed data to identify specific products proposed for use.
(4) Compliance with specified referenced standards.
(5) Testing by recognized testing agency.
3. Scope of Repairs: After NPS approval of submittals, purchase, delivery and installation of approved design which will include the following:
a. Remove 1 existing panel with cabinet and 2 batteries.
b. Remove 2 existing smoke detectors and bases.

c. Install 1 new “like for like” factory recommended equivalent of existing panel with 2 new batteries.
d. Rewire pull station.
e. Install 2 new smoke detectors and bases.
f. Perform system check out.
g. Perform system pre-test.
h. Change out tank initiators if needed to meet stated code, standards, or regulations.
i. Check tank pressure and add nitrogen if needed to meet stated code, standards, or regulations.
4. Inspections: The FCO (AHJ) or approved agent will witness and approve all final testing.
a. Schedule the final inspection with COR and AHJ. At time of final inspection, project shall be thoroughly clean and ready for use.
i. Final Inspection shall meet NPS policy and adopted code.
ii. Contractor is responsible to have a qualified installer on site on the day of testing to conduct testing
iii. NPS will attend final testing and inspection to witness performance.
b. Provide owner training at time of final inspection.
c. Provide close out documents at time of final inspection. IFC/NFPA records of completion are required for all detection and special hazard systems.
5. Project Close Out:
a. Provide the following close out documents:
i. Maintenance Data: Prepare written and graphic instructions and procedures for operation and normal maintenance of products and equipment.
ii. Manufacturer’s Instructions: Prepare written or published information documenting manufacturer’s recommendations, guidelines, and procedures for installing or operating a product or equipment. Include name of product and name, address, and telephone number of manufacturer.
iii. Warranty
iv. Release of Claims
b. Clean and restore all disturbed surfaces to the original appearance.
i. Remove all tools, equipment, surplus, materials, and rubbish from the worksite.

ii. Remove grease, dirt stains, foreign materials, and labels from finished surfaces.
C. Site Specific Safety Plan Requirements: The Site-Specific Safety Plan (SSSP) shall be specific to the job task and scope and shall contain the following at a minimum:
1. Signature Sheet: Title, signature and phone number of the following:
a. The plan preparer, company representative authorized to approve the plan, Project
Manager/Superintendent, and Project Safety Professional
2. Background Information: Include the following:
a. Contractor
b. Contract number
c. Project name
d. Brief project description of project and work to be performed
e. A map of general work locations.
3. Responsibilities and Authority: A statement of the employer’s ultimate responsibilities for the implementation of its safety and health program. Also included is:
a. Identification and accountabilities of personnel responsible for safety at both the corporate and project level and lines of authority
b. Listing of policies and procedures regarding noncompliance with safety requirements to include disciplinary actions for violations, including written company procedures for holding managers and supervisors accountable for safety
c. The names of the competent and/or qualified person(s) and proof of competency or qualifications to meet specific OSHA competent/qualified person(s) requirements
d. Requirements that no work is to be performed unless a designated competent person is present on the worksite
4. Subcontractors and Supplier: If applicable, procedures for coordinating safety and health activities with the other employers on the worksite:
a. Identification of subcontractors and suppliers
b. Safety responsibilities of subcontractors and suppliers
5. Training:

a. Requirements for new employee safety and health orientation training at the time of initial hire.
b. Outline requirements for mandatory training and certification that are applicable to the project (i.e. vehicle operator, HAZWOPER training and certification, hazard communication, respiratory protection, fall protection, PPE).
c. Outline requirements for periodic retraining/recertification.
d. Procedures for periodic safety and health training for supervisors and employees.
e. Requirements for emergency response training.
f. Specify the name(s) of the individual(s) responsible for maintaining training records.
i. Include or make available for review actual certifications (such as scaffolding, fall protection, etc.) applicable to the project
6. Risk Assessment/Management: Provide a list of major work tasks or job phases and submit a Job Hazard Analysis (JHA) or Phase Hazard Analysis (PHA) for each major task or phase
(i.e., breakdown of the task or phase in major steps, identify what hazards or safety exposures are present, then what measures will be in place to control these identified concerns).
7. Plans, Programs, and Procedures: Based on the risk assessment conducted for the identified activities that will be performed and on the mandatory OSHA compliance programs, the contractor will describe how they will address all applicable occupational hazards (e.g., protective measures/risk management) and compliance plans (i.e., Emergency response plans; Spill plans; Hazard Communication; etc.)
8. Housekeeping: Identify sanitation and job site housekeeping procedures including toilet facility requirements, hand washing requirements, drinking water availability, and any other requirements that may be applicable to this project.
9. Safety and Health Inspections: Identify specific responsibilities for minimal daily worksite safety and health inspections during the period of work including who will conduct, proof of inspector’s training/qualifications, when inspections will be completed, procedures for documentation, and recording of corrective actions.
10. Emergency Contacts/Medical Support: Identify emergency contacts for the project and provide the name, phone number, map, and driving directions from the worksite to the nearest hospital/emergency medical facility.
11. Accident Reporting: Identify person(s) responsible for providing the following information:
a. Exposure data (man-hours worked).

b. Accident investigations, reports, and logs. The contractor will report all incidents as soon as possible but not more than 24 hours after occurrence to the COR. The contractor must conduct a thorough investigation into the incident and provide the findings and corrective actions to the COR no later than five (5) working days following the incident. Implement corrective actions as soon as reasonably possible. The following require immediate notification:
i. Fatality
ii. Permanent total disability
iii. Permanent partial disability
iv. Overnight hospitalization of 1 or more people resulting from a single occurrence
v. NPS property damage
12. Fire Protection and Prevention: Include a list of the major workplace fire hazards specific to the project, potential ignition sources, types of fire suppression equipment or systems appropriate to the control of fire, assignments of responsibilities for maintaining the equipment and systems, and personnel responsible for controlling fuel source hazards.
13. Hazard Communication: If chemicals will be used or brought on site during the course of the project, the contractor will develop a section overviewing Hazard Communication, provide or make available documentation that employees have received Hazard
Communication training, and attach or make available copies of Safety Data Sheets (SDS) for each hazardous material that will be onsite.
14. NPS Staff and Public Risk Management: Identify mitigations to protect the NPS staff and the public during the contract work (e.g., pedestrian management, traffic control, signage).
15. Severe Weather: The contractor will provide a Contingency Plan for Severe Weather. The section will outline procedures addressing each potential severe weather event that is likely to occur at the project site, such as heavy rain, high winds, fires, slides, power outages, etc. Such planning shall take into consideration the nature of construction, site conditions, and degree of exposure for persons and property.
D. Government-Furnished Documents and Services:
1. Government-Furnished Documents: The NPS will furnish the following documents to the contractor in support of this task order as needed.
a. Existing floor plan of the third floor
i. Existing plans of museum spaces are FOR OFFICIAL USE ONLY (FOUO). See requirements for their use under ARTICLE II - E.

b. Final Inspection Forms
2. Government-Furnished Services: The NPS will provide the following services in support of this task order:
a. Provide a single point of contact for all contract administration – COR.
b. Facilitate the logistics of site visits and meetings.
E. Security and Use of For Official Use Only (FOUO) Information:
1. Documents and material containing FOUO information are to be controlled, stored, handled, transmitted, distributed, and disposed of in accordance with NPS policy relating to FOUO information.
a. FOUO information shall not be distributed beyond the original recipients without prior authorization of the SAFR Chief of Cultural Resources and Museum Management.
FOUO information contains information that may be exempt from public release under the Freedom of Information Act (5 U.S.G. 552). It is to be controlled, stored, handled, transmitted, distributed, and disposed of in accordance with NPS policy relating to FOUO information and is not to be released to the public or other personnel who do not have a valid "need-to-know" without prior approval of an authorized NPS official.
2. Documents and material containing FOUO information shall be marked as follows:
a. Documents will be marked FOR OFFICIAL USE ONLY at the bottom of the front cover
(if available), the title page (if available), the first page, and the outside of the back cover
(if available).
b. Pages of the document that contain FOUO information shall be marked FOR OFFICIAL
USE ONLY at the bottom.
c. Each paragraph containing FOUO information shall be marked with the abbreviation
FOUO in parentheses at the beginning of the FOUO portion.
d. Material other than paper documents (i.e., slides, computer media, films, etc.) shall bear markings which alert the holder or viewer that the material contains FOUO information.
3. Documents and material containing FOUO information shall be safeguarded as follows:
a. FOUO information should be handled in a manner that provides reasonable assurance that unauthorized persons do not gain access.
b. During working hours, reasonable steps should be taken to minimize risk of access by unauthorized personnel. After working hours, FOUO may be stored as a minimum in a locked desk, file cabinet, bookcase, locked room, or similar place.
c. FOUO documents and material may be transmitted via first class mail, parcel post, or, for bulk shipments, via fourth class mail.
d. Fax or e-mail transmission of FOUO information (voice, data, or facsimile) should be made via encrypted communications systems whenever practical. FOUO information

e. FOUO documents may be destroyed by shredding or tearing into pieces and discarding the pieces in a regular trash container unless circumstances recommend a need for more careful protection.
