The work requires removal of the existing control system and installation of Link4 controllers and sensors—four Pearl Integrated Controllers and one Pearl Stand Alone Controller—across approximately 6,000 square feet of greenhouse and 16,000 square feet of screenhouse space, with completion required 90 days after award. The contractor must also procure and install temperature and humidity probes, sensor cables, custom electrical drawings, provide system commissioning, deliver a three-year warranty, and conduct mandatory training for USDA personnel on system operation and programming. Work must be performed Monday through Friday, 8:00 AM to 5:00 PM Pacific, with daily sign-in and compliance with all federal, state, and local safety regulations.
Offerors must be certified or authorized Link4 greenhouse controls installers and submit documented experience with at least one and no more than three similar Link4 projects completed within the past five years by federal, state, or university customers. The contract will be awarded on a firm-fixed-price basis using Lowest Priced Technically Acceptable methodology. Evaluation prioritizes technical acceptability, including clear and feasible technical approach, relevant recent experience with satisfactory references, Link4 certification, compliance with limitations on subcontracting (50 percent ceiling), and acceptable past performance.
